Discussion on Social Governance Mode under New Normal Concept

Ⅰ.Political new normal

“Political new normal” refers to a kind of new political control situation and power shift logic that will be retained for long time in the field of political life in China since 2015.The political new normal discards backward,old-fashioned,conservative and narrow political thinking ways and advocate advanced,times,open and broad political thinking logic.Specifically,the “Political new normal” thinking will involve the institutional,machinable and structural changes in the following fields.

1.Line new normal.The line new normal requires that the basic targets of the Chinese Communist Party at the primary stage of socialism cannot be shaken.That is,the basic tasks of the party to develop the productive forces at the primary stage of socialism cannot be shaken; the four cardinal principles cannot be shaken; the prosperous and strong,democratic,culturally advanced and harmonious objective of struggle cannot be shaken; the basic state policy of the reform and opening-up policy cannot be shaken.Under this premise,we shall forge ahead,have the courage to bring forth new ideas and strive to realize the basic targets of national rejuvenation,drag back the “double rich” theory from superorganic prattle to metaphysical implementation,return the argument in road problems to the basic living needs,recover the theoretical research of Marxism and Mao Zedong thought to the actual life of guiding national economy and the people’s livelihood,lead the leadership of the Party to the guidance and integrity of the Party,implement the objective of the struggle for “prosperous and strong,democratic,culturally advanced and harmonious” to the great practice of “China Dream”,implement the basic state policy of the reform and opening-up policy to the genuine material benefits of the common people and extend the basic state policy of the family planning to the nation prospect and future trend.

2.Power new normal.“Power new normal” means that the Chinese Communist Party shall try to control the enforceability features of the political power,highlight the trend of the political power benefiting the people,try to avoid the interchangeability of political power,prohibit rent-seeking of political power and weaken the interest guidance of political power.Meanwhile,while maintaining stable operation of political power,the Chinese Communist Party shall “shut the power in a cage”,let go various government regulation behaviors (such as administrative examination and approval,administrative licensing and administrative control),extend the political influence of China to overseas by means of the intensive advantages of domestic political power,adhere to the basic political orientation of “use the power in the interests of masses” and achieve the reform and innovation in the social public management field and administrative management field in a thoroughgoing manner.

3.Anti-corruption new normal.The Party Central Committee has carried out various actions to combat corruption and uphold integrity according to the general instruction spirit of Xi Jinping in recent years.Things must be corrupted before got grubby.The “corrosion theory” of Xi Jinping points out the sharp fact that the corrupt officials in China embezzle the property of people,privately use the national tax revenue,evade national taxes,disturb public order and scourge the people and also indicates the logical order problem of corruption suppression.That is,when the government of “institutional corruption” cannot produce efficiency from the logic of “treat both symptoms and root causes”,“treating symptoms and threatening causes” becomes a new normal.

4.Strategic new normal.“Strategic new normal” is a pattern of manifestation of adhering to new strategic thinking in the international relations and foreign affairs.For example,“B&R” strategy,as a brand new national strategy proposed by the new government.emphasizes close coordination between “land silk road” and “maritime silk road” and advocates holding high the flag of peaceful development and proactively developing economic partnership with the counties along the line and joint creation of interests community,community of common destiny and responsibility community with political mutual trust,economic amalgamation and cultural tolerance by virtue of existing effective regional cooperation platform and “Silk Road” historical symbol through multilateral cooperation mechanism.

Ⅱ.Economic new normal

“Economic new normal” refers to a kind of new economic development model and reform strategy that will be retained for long time in the field of China’s market economy since 2015.The new normal concept of China’s economy shall contain the following connotations.

1.Economic management new normal.With gradual enhancement of China’s comprehensive power in recent years,the management,technology,fund and manufacturing concepts of China are being transformed from import-dominant to export-first.For example,China’s “Buying rice with high-speed rail” strategy is the main pattern of manifestation of the economic new normal; the global promotion of “Made in China” logo has expanded the soft power resources of China virtually; the amplification changes in the foreign investment reflect the internationalization view of Chinese transnational enterprises; China’s technologies have been extended overviews through the world-class inventions in high-tech area,such as nanotechnology,atomic energy technology,biochemical technology,universe and space technology and microelectronic technology; it is worth mentioning that China’s management talents are being international and become the targets struggled by large transnational companies with the prevailing global public management concept.

2.Land circulation new normal.China’s rural land presents a new development trend under two-wheel driving of speed and scale in recent years: farmers ' professional cooperative association composed of rural cooperatives and leading enterprises is developed; the mortgage system of the total land property rights is gradually flourishing; the financial support policy of paid transfer of rural land contractual management right is gradually improved; various agricultural-industrial-commercial complexes,agricultural autonomous organizations and rural joint companies are gradually developed.In this new development trend,the CPC Central Committee has introduced a lot of documents to encourage contract mortgage and transfer mechanism of rural collective land.

3.Financial reform new normal.Affected by the global financial crisis,the Chinese stock market has been in decline trend since 2018,forcing large state-owned enterprises to rush to seek financing by listing on NASDAQ,New York,Hong Kong and Frankfurt and resulting in two financial structures: first,the debt risks and international equity disputes are increased; second,the domestic stock managers,fund managers,futures contract holders and broker holders constantly intensify black box operation for super profits,so that the domestic financial market is mixed.

4.Economic growth new normal.The economic growth only supported by quantity can be approximated as “zero growth” in the macroeconomics since a likelier explanation cannot be found except for statistical false; the only likelier explanation,if required,is passion after waste of resources.The fiscal revenue obtained by selling land,the GDP,GNP and EI earned by sacrificing environment,the economic prosperity obtained by poverty of some people and debauchery of some people and the recessive welfare of bureaucracies by sacrificing the well-being of the people’s livelihood severely violate the common sense of human nature changes.Based on above understanding,the country has introduced many policies such as soft landing of economy to improve the economic development quality,artificially lowered the economic growth rate,stimulated the economy by upgrading industrial structure and expanding domestic demand and promoted balance among introduction of foreign capital,promotion of import and export and foreign investment and plans to open up two free trade zones in Tianjin and Guangdong after successful pilot of Shanghai Free Trade Zone.

Ⅲ.Social new normal

“Social new normal” refers to a kind of new social development characteristics,comprehensive control mode and development strategy to be formed in the Chinese society since 2015.In a narrow sense,the elder population over 60 years old and the adolescent population under 20 years old may be regarded as the “happiness tester” of the whole society,because only the residents in above two age groups feel “happiest” in all investigated groups according to the survey of Dataway.Here,a paradox appears.On the one hand,the young and middle-aged in the prime of their life feels great pressure and basically has no time to experience happiness; on the other hand,the retired aged and the adolescents out of work feel very happy.It is the new normal of contemporary Chinese society actually.Dominated by above concept,the country has introduced relevant policies to solve these problems,such as family planning policy for second child if only one parent is an only child,socialized coordination policy of endowment insurance,policy of postponing retirement age,policy of promoting youth employment and policy of prenatal and postnatal care.However,such policies are also questioned frequently,such as how to solve the supporting problem in the face of 250 million mobile workers,how to solve difficult enrollments of their children,how to solve empty nest problem,how to solve supporting problems of parents with only-child death,how to solve the life of 20 million separated parents and how to solve the educational problems in former revolutionary base areas.These problems are not problems in Western countries but are biggest problems in China.If these problems are not solved,the lasting political stability of the society,the long-term anticipation to peace and prosperity and the increasing anticipation of the people to the government will be in vain and the people’s happiness is out of the question.

Ⅳ.Cultural new normal

“Cultural new normal” refers to a kind of new cultural change mode and evolution thinking that will be retained for long time in the field of cultural life since 2015.Culture is the “lubricant” and “thinner” for innovative development of a nation.The society without cultural development is like a “corpse” without soul.The prosperity of culture requires a stable environment and the transmission of culture requires constant innovation.What will be the overall pattern of China's cultural change after the 12th National Congress? Xi Jinping pointed out that “with more than 5000 years of continuous civilization history,the Chinese nation has created extensive and profound Chinese culture and made indelible contributions to the progress of human civilization.After thousands of years,56 nationalities and more than 1.3 billion population are closely concentrated by our extraordinary struggle experienced commonly,beautiful homes jointly created and national spirit jointly cultivated,in which,the most important is our common ideal and faith running through.” The following problems must be noted to understand the cultural new normal of General Secretary.

1.New normal thinking of dream culture.It is written in the Duke of Zhou Interprets Dreams that “Your dreams mirror your thoughts”.In general,people have no time to consider the sources and destination of dreams in the time of troubles of social development,but the people often mention many reflections on the dream culture in the steady period of social development.What kind of cultural development road will the Chinese society enter after 2015? Xi Jinping pointed out the direction of advance in 12th National Congress that it is required to adhere to theoretical self-confidence,road self-confidence and institutional self-confidence for realization of renaissance of Chinese nation and to adhere to the national spirit with the core of patriotism and time spirit with the core of reform and innovation for realization of the Chinese dream.This spirit is the soul of rejuvenating and puissance of the country.Patriotism is always the spiritual strength to firmly unify the Chinese nation,and reform and innovation is always the spiritual strength to urge us to keep pace with the times in the reform and opening-up policy; the Chinese dream is the dream of people after all and must be realized relying closely on people and must constantly bring benefit to people.The above three requirements actually point out the development direction of self-confidence based psychological culture,patriotism based national culture,innovation based reform culture and people’s livelihood based mass culture.Research on the characteristics of above culture will become the new normal of the academic circles in the coming period.

2.New normal in the cultural creative industry.China’s cultural creative industry has been subject to new development and the industries including food culture,movie and TA media,TV play,mobile roaming,microblog,WeChat,blogs,e-commerce,e-business model and electronic data publication have made considerable progress in recent years.How should we adapt to the technical new normal of social change under the new historical conditions? I think that the best adaption method is to “recognize and use them”.We have to admit that various electronic publications reduce the time and efficiency to read paper publications to some extent and sometimes even affect reading,writing and understanding of Chinese characters,but paper publications are still the mainstream publication media; the space-time surfing of WiFi seems to change the human communication mode and place,but “BE-TO-BE” exchange is still the basic communication principle in the mundane life; CNKI,VIP,Longyuan and Wanfang Database seem to cover all books of the whole country,but paper books are still the best path for the readers to understand the history and reality; due to big data query of various electronic journals and electronic conference proceedings,the real conferences,journal editorial departments or periodical offices seem to be superfluous,but the periodical presses must constantly intensify advertising and propaganda and expand the combined influence factors and composite influence factors of magazines.The innovative development of the cultural creative industry,also including cultural propaganda,cultural tourism,cultural catering,cultural consumption,cultural investment and cultural transmission,will inevitably become the new normal of China’s cultural changes in the future.

Ⅴ.Legal new normal

“Legal new normal” refers to a kind of new legal operation mode and legal logic generated in the field of law-based governance in China since 2015.The traditional legal thinking focuses on institutional constraints and normative constraints.But it is believed in the new constitutionalism philosophy that it is required to take a super-conventional path to make the law have the same position and influence like politics in a society of political unification.The policy implementation and reform initiatives of the governments are spearheaded by law since the reform and opening up,because harsh laws can at least reduce the number of crimes and increase the costs of illegal criminal activities though rule of law cannot eliminate the desire for illegal criminal activities.

It is worth mentioning that the Chinese government investigates and treats corruption by law,such as investigation of Ling Jihua case,Xu Caihou case,Liu Zhijun case and Liu Tienan case according to Internet Security Act,trial of Bo Xilai case,Gu Kailai homicide case,Xu Tongwen corruption case and Ding Fengyun bribe-taking case by means of social network and investigation of the citizens endangering the national security by means of big data.It can be said that rule by law and corruption curbing by law will become the ruling new normal of the new government.

Ⅵ.Military new normal

“Military new normal” refers to a kind of new war interpretation logic and military reform mode that will be retained for long time in the field of China’s military construction since 2015.Military new normal appears for two reasons: the digital war makes first appearance and the China’s periphery geopolitical security is faced with unprecedented challenges.Specifically,China’s military new normal thinking in the coming period mainly covers the interpretations at following two levels:

1.Electronic war will change traditional war mode,which focuses on direct duel between soldiers and physiological consumption of personnel,unlike modern war.The high-tech content of war is increasingly high with the development of the space communication technology and electronic computer technology in the 21st century.

2.Geopolitical security new normal.Perhaps because China terrorizes neighboring countries with powerful national power and covers the inner contradictions and military weakness with seemingly powerful strength,the terrestrial countries including Nepal,Burma and India frequently exert pressure on China's territorial sovereignty; by contrast with the terrestrial provocation,the countries including Malaysia,Vietnamese,Philippines and Indonesia exert influence on China's territorial sovereignty through ocean fight.How can the Chinese government cope with “military surrounded strategy” of the US in Asia? In my opinion,how to build geopolitical military relations should be the great strategic problem considered first by the new government.To this end,the Chinese government has completed following work: first,ensure land communication and border stability,vigorously develop bilateral trade with surrounding countries and expand cultural and educational exchange and military dialogue; second,construct new ocean strategies,including dispatching peacekeeping force to African counties,escorting trade caravans,adhering to sovereignty without shaking in Diaoyu Islands event and vigorously developing ocean military weapons,such as aircraft carrier.Third,make new military reform in the whole army,including army title evaluation system reform,military treatment reform,officer system reform and military technology reform.

“New Normal” is the basic transition modality existing in the Chinese society to the historical development stage and the new normal mode has special pattern of manifestation in political,economic,cultural,social,legal and military fields.Recognizing,adapting to and leading new normal should become the basic content in the work of the party and the country in the coming period.
