一、 Analysis on the Mode of Entry Frontier Inspection in China

(一)The Rationality of the Present Entry Inspection Mode

The values of exit and entry frontier inspection fundamentally lie in maintaining the order of the society and the stability of the country.From the ancient Border Defence to the present Armed Police Frontier and Exit-Entry Frontier Inspection Station，it is obvious that China attaches importance to the border and port management all the time.However，the pursuit of the value on setting up border areas and ports has changed gradually due to the changes of different pursuit of existing society.

From the scope and the way by which the country has set up for border and port areas，it can be seen that the initial mode is mainly to guard the frontier towns，and the main value of frontier inspection consists in strengthening the management of these important towns.But with the appearance of sovereignty，every country concentrates on the national territory and considers it as the concentrated reflection of sovereignty which directly results in the stricter and stricter frontier management.However，in order to promote the economic development and facilitate the communication，some countries also open ports in some non-border areas.Thus，the value of frontier inspection is not the simple management any more，but transform into the management combined with service.

(二)The Defects of the Present Exit and Entry Inspection Mode

With the increasing demands of the development of society and our country，the values of entry frontier inspection tends to a diversified development and forms a core value based on safeguarding national security and stability and protecting the political and economic order.

Under this pursuit of value，the entry frontier inspection mode which takes checking the formal requirements as major job responsibilities cannot satisfy the needs in modern time.

First，checking the formal requirements just emphasizes the linear workflow process.It is this kind of inspection process that makes the problems in previous procedure cannot be found by checking personnel.

Second，the present inspection mode cannot endow the immigration department with more discretion power.The entry department can just judge the authenticity of the entry-personnel’s passport and visa，and if it is true，they can be allowed to enter the country according to the relevant laws and regulations.However，the department cannot contrast the purpose of entry-personnel with the type of their visa and verify the consistency.

二、 Prospects on the Construction of the Exit and Entry Inspection Mode

(一)The Transformation of Concept

The idea of entry-exit inspection work in China should focus on maximizing the rights of Chinese citizens to exit and entry the border and preventing and combating the illegal immigration instead of guarding against Chinese citizens leaving the country illegally.It is an indispensable way for exit-entry administration organs to put into effect their national powers which is not only the need of maintaining the security and interests of the country，but the demand of protecting the rights of Chinese citizens’ leaving and entering the country as well.

We should place more weight on the establishment of a sound system of entry inspection for foreigners.The fundamental way to solve the above problem is to improve the legislation system by setting up the comprehensive process for reviewing.Therefore，the right of investigation can be put into force substantively rather than a superficial right.In this way，the frontier inspection department can prevent and curb the illegal entry of foreign people.

However，under the existing circumstance，only by improving the inspection system and checking mode，can the exit and entry frontier inspection department compensates for its shortcomings.

(二)The Construction of Chain-Mode

The present linear inspection mode can check the passport and visa effectively through the strict and accurate operation to ensure the validity of the formal requirements.It is the accurate inspection and control for entry frontier that prevents the illegal entry of foreign people.However，there is no denying fact that a large number of foreigners apply for entry to China to engage a variety of activities due to the enhancement of China’s comprehensive national strength and the optimization of the domestic environment.Although we still have lots more to work on the refinement of the classification of visa for application system，the condition of applying F visa and Z visa is distinct.And there are clearly defined rules and regulations for what kind of visa the entry-individual holds to engage in what kind of activities.The current linear inspection mode just concentrates in the formal requirements and tends to ignore the verification of the substantial requirements.Therefore，it is necessary for frontier inspection department to implement reform.

As far as I am concerned，it is feasible to set up a chain inspection mode which includes the preliminary check，intermediate check and final check，the check and control in three levels.It is conducive to the comprehensive review of formal requirements and substantial elements and the transformation of inspection mode from the “superficial” inspection to the “objective” inspection.

三、 Conclusion

All in all，with the rapid development of China，the stagnation of existing exit-entry frontier inspection and the advance of development ask for the reform of inspection system.To the view of my point，it is urgent to construct a modern inspection system which is in line with corresponding legal system to meet the demands of actual development conditions.Only in this way，can we have a better implementation through comprehensive consideration.

e present exit and entry frontier inspection mode attaches importance to the formal requirements without strict demand of objective inspection.However，with the openness and integration of society，the simple entry inspection for formal requirement is not enough to safeguard national security.Therefore，it is necessary to carry out the substantial inspection and construct an appropriate checking system of exit and entry frontier on the basis of actual status in China.
