馬拉維外交官考察后感慨：希望有朝一日再來重慶

編者注：在中華人民共和國商務部和外交部的支持下，中國外交學院在北京主辦了2015年度馬拉維外交官外交培訓課程，課程從4月10日持續到5月7日。此次培訓課程包括研討學習中國外交政策、中國的歷史和文化、中國的政治體制和外交政策。除此之外，為了更好地提升文化交流和文化保護意識，深入了解中國國情，課程還包括了前往西部直轄市重慶的考察之旅。本文作者為中國外交學院馬拉維外交官研修班班長、馬拉維外交部禮賓司副司長Chirs。

文化遺產自然風光吸引人

山城重慶以它特有的文化遺產和自然風光吸引了馬拉維的外交官們。在重慶江北國際機場，外交官代表團受到了重慶市政府外事僑務辦公室的熱烈歡迎，江北國際機場的現代化程度超出了代表團的預期以及對這座城市的想象。在離開機場后，代表團沿途品嘗了重慶西餐，然后向著武隆仙女山景區出發。一路上，這座城市現代化的建筑、自然風光、卡斯特洞穴、峽谷河流、美麗獨特的地形地貌給代表團們留下了再次重返重慶的理由。更令人難忘的是代表團一行全程受到了優質的接待服務。

對馬拉維外交官來說，印象最深的是去往武隆路上的美景和武隆五星級的賓館。在觀看演出“印象武隆”之前，外交官一行擔心演出有點冗長，會浪費寶貴的休息時間，畢竟大家早上6點就從北京出發已經很疲憊。到了演出地走下大巴，代表團們穿過了一條300米長的時空隧道來到了一處戶外空地上，只有幾束環境光從演出劇場背后射出，這里環境比較黑暗，也沒有預想中的用來投射的大屏幕。當演出開始的時候，我們覺得不值得為這樣的演出在這又冷又黑的戶外呆上一晚上。但接下來演出講述武隆人民（編者注：即長江邊居民）昔日的生活，就在這一刻，各種現代的燈光紛紛點亮，各類人聲、牛叫和蟲鳴的逼真音效讓代表團們一時忘記了身在何處，顯然不是在北京，這是在離重慶機場300公里遠一個叫武隆的地方。這是一場簡單而精彩的演出，不愧出于中國知名導演張藝謀先生之手。對于馬拉維外交官們而言，看完演出后他們都相信文化可以用復雜精妙的形式有效表達出來。不得不說今夜過得很值。

認識重慶

毫無疑問的是，重慶地區的自然資源將有助于本地經濟的升級轉型。重慶作為老工業基地和新樞紐中心，起到了連接東西部城市發展的作用，吸引了更多國際化多元化的合作機會。依山而建跨江而過的大橋與公路連成寬廣的路橋網。重慶是中國內陸第一個對外貿易開放城市，已然成為長江中上游重要的經濟增長極。其經濟結構多元化，主要以汽車、機械制造業、紡織業、電氣業、食品加工業為主要支柱產業。

在訪渝期間，外交官們參觀了著名的歷史古跡，他們一致發現，重慶在保持經濟高速發展的同時，也注重對自然環境、水資源、礦產資源、森林資源和動植物的保護。

參觀世界自然遺產——武隆天生三硚

天生三硚于2007年被聯合國教科文組織列為世界自然遺產，天生三硚是稀有的地質自然奇觀，作為亞洲最大的自然石橋群落，實屬罕見。它由長久的大陸板塊運動和長期的水侵蝕而成。一部分向上拱起形成了橋身，另一部向下坍塌形成了喀斯特坑基。所有的這一切都是渾然天成的。馬拉維代表團被這里的壯觀景象所深深震撼，也從另一個角度來更加全面的了解重慶這塊熱土。

參觀大足石刻

代表團深刻的體會到，大足石刻反應出的是那個時代最高的藝術素養和精湛的技能。環抱在形態各異的石刻中，可以了解到最純粹的佛教文化和宗教故事。也為馬拉維外交官們提供了一個平臺來交流他們宗教信仰的相似性與差異性。

參觀兩江新區規劃展覽館

進入展覽館，首先進入外交官眼簾的是占地892平米的城市發展規劃沙盤模型。外交官們在聽取了工作人員的講解后，對重慶未來可持續發展規劃路線和戰略方向印象深刻。

參觀海扶集團

重慶已經快速發展為擁有高科技產業的城市。1999年，其在重慶成立的海扶醫療科技公司在針對惡性和良性腫瘤研發的無創超聲治療系統具有世界領先地位。參觀交流在很和諧的氣氛中進行，馬拉維外交官們在整個參觀過程種展示出很高的熱情，并進一步商談了未來在非洲開設海扶醫院的可能性。大家對這套高科技系統充滿敬佩，希望未來能引進這種技術設備到馬拉維或者其它非洲臨近國家為非洲的患者帶去福音。

參觀長安汽車集團

長安汽車集團是中國汽車制造行業前十強。它現有固定資產680億元，接近5萬員工。在參觀過程中，外交官深刻體會到對科技，技術創新的持續投資可以很大程度的滿足國內與國際市場的需求，與此同時，可以創造出更多的工作機會，解決本國人民的就業問題，還可以節約在進口車上的外匯花費。

外交官們被展出的這些高科技含量的汽車所深深吸引，更為重要的是對不同的客戶群可以提供多樣的不同樣式的汽車。馬拉維代表團對長安汽車的其中一款綠色環保、安全、用戶體驗良好的產品印象深刻。

參觀三峽博物館和洪崖洞民俗村

三峽博物館很好的向世人呈現了古老的重慶從石器時代一步一步走向現代的歷程。馬拉維代表團被博物館宏大的規模以及館內豐富的藏品內容所折服。

晚宴

在重慶26號到30號共5天精彩而豐富的行程結束前，作為東道主代表，重慶市外事培訓中心陶主任在著名的阿興記飯店設宴款待馬拉維外交官一行。晚宴上充滿了歡聲笑語，大家愉快回憶了在重慶度過的難忘時刻。晚宴以及頗有紀念意義的精美小禮品為這次馬拉維外交官重慶之行畫上了圓滿的句號。我希望有一天，我們這個團體或者當中的任何成員都有機會重返重慶。

Diplomats of Malawi Visit Chongqing: Hope to return here one day

Introduction:

Under the auspices of the Ministry of Commerce and Ministry of Foreign affairs of the Peoples Republic of China，China Foreign affairs University Organized the 2015 Seminar for Diplomats from Malawi from april 10 to May 7，2015 to be held in Beijing China.

The programme comprised of seminars on China’s foreign policy，China’s history and culture，China’s political system and diplomatic negotiation among others. In addition，as a way of promoting cultural awareness，cultural preservation and appreciation of China，the programme included a study tour to Chongqing.

Visiting Chongqing City

Renowned as the Mountain City，Chongqing attracted Diplomats from Malawi for its cultural heritage and tourist attractions. The delegation was warmly welcomed at Chongqing’s state of the art contemporary airport，by the ever smiling Mr. Paker Wang who was to be the host for the delegation. Whilst the warm reception accorder by Mr. Wang was no surprise as being the tradition of the Chinese people，the stature of the airport exceeded the delegations expectations and perceptions of the province. Chongqing is a distillation of the true asian experience.after being treated to a lavish meal at an elegant restaurant by the host，the journey to the high mountain started. The Malawi Diplomats were to be exposed to the heart-squeezing scenery of an enchanting urban real estate industry，various karst caves，hot springs and gorges，picturesque landscapes and modern metropolis so enchanting as to make the delegates never to forget to return to Chongqing. What is more，the diplomats were endowed with excellent tourism facilities and superior services.

If the Malawian Diplomats thought that what they had experienced at the airport，the beautiful scenery along the way to Wulong and the magnificent 5 start hotel was the best that Chongqing could offer，then a surprise masterpiece awaited them. For a tired delegation that had started off from their University home in Beijing as early as 6am on the day，a theatre performance titled “Impression Wulong” seemed a waste of precious time for resting. after disembarking from the bus，the delegation moved through a 300 meter entrance tunnel into an open-air sitting and the only visible thing about the theatre ground were small perimeter lights affi xed at the back of the chairs and some lighting coming from a few structures surrounding the ground. This is in the dark and no giant screen could be spotted as expected and when the voice started illuminating from the giant speakers，it did little to convince the delegation that this would be a night worth in the open cold. What followed was a dreamlike fairyland performance unfolding the script of Wulong from its humble beginning in the old slavery days. For a moment，the high technology of sound and light punctuated by theatrical thunder and artistic rainfall made the delegation to forget where it was，but surely this was China，not Beijing but Wulong some 300Km from the airport. This was simply an amazing performance，no wonder it was written and directed by China’ most respected artistic Director. For the Malawi Diplomats，we all believed that a simple term like culture can be articulated in a more sophisticated way to attract the attention of many. It was a night well spent.

Understanding Chongqing

It is without doubt that the natural resources in the region has contributed to Chongqing’s economic transformation. Chongqing City has emerged as an industrial hub and transport centre linking China’s developed east to the less developed west，and attracting multinational corporations. The mountains and rivers have been harnessed as bedrock of a rapidly blossoming industrial city thriving on a vast array of bridges and an extensive road network. Chongqing has also become an important economic center along the Yangtze river as it became the fi rst inland open to trade from outside China. Today it has a diversified economy with major industries in automobile，manufacturing，machinery，textiles，electronics and food processing.

During the study tour to Chongqing，Diplomats visited popular places of historic significance and observed that Chongqing has maintained rapid economic development whilepreserving a wonderful natural environment encompassing a wealth of water reserves，mineral resources，dense forests and fl ora fauna.

Visit the World Natural Heritage –The Three Natural Briges in Wulong

The three Natural Bridges，named as a world natural heritage by UNESCO in 2007 is a rare geological wonder and an eco-tourist’s sheer delight of asia’s exuberance. The three natural bridges constitute the largest natural bridge cluster in asia and a valuable treasure rarely seen anywhere in the world. They evolved due to tectonic uplift and the erosion by underground water. Some parts uplifted forming the bridges，and others collapsed to form karst pits. Therefore，the unique landscape of the “Three Natural Bridges enclosed with two Pits’ is solely nature’s creation. The Malawian delegation was inspired by this magical destination and it provided an opportunity to learn a different approach of how Malawi can diversify her tourism industry by tapping into her least exploited tourism sectors.

Visit the World Natural Heritage – The Dazu Rock Carvings

another historical place visited by the Malawi Diplomats is the Daze rock carvings，all of which are of the highest artistic attainment and demonstrate the most exquisite skills. In this park，the magnifi cent rock fi gures in different shapes compose a cultural and religious story of rich Buddhist culture and provided a platform for the Malawian Diplomats to exchange similarities and discrepancies about religion with their counterparts.

Visit Chongqing City Planning Exhibition Hall

Diplomats were shown the model of South West Chongqing municipality at the City Planning Exhibition Hall. The 892 Sq. Meters wide model，representing the overall view of this mountainous city with a scale of 1，750 boasts to be the largest of its kind in China. The Diplomats were impressed with the important milestones in the future development of Chongqing and attainment of sustainable growth.

Visit Haifu Hospital

The city of Chongqing is rapidly becoming a high technology hub. Founded in 1999，Haifu Medical Technology Company continues to be a world-leading manufacturer of nonevasive ultra sound therapeutic systems for both malignant and benign tumors. The tour was held in a cooperative atmosphere where Diplomats showed their enthusiasm，exchanged views with the medicals staff and proposed to further enhance cooperation by exploring the possibility of establishing more Haifu hospitals in africa. The experience of non-evasive ultra sound therapeutic systems left the Diplomats in awe and prayed and hoped that a Centre in africa close to Malawi can be opened soon for this harmless technologically advanced treatment.

Visit Changan Automobile Group

Changan automobile Group is a booming top ten Chinese automotive Industry. It has an existing asset base of 68 billion Yuan and nearly 50，000 employees. Diplomats observed that dedicating investment into scientific and technological innovation can adequately satisfy the needs of both the domestic and foreign market，whilst at the same time creating jobs and saving foreign exchange spent through automobile imports.

The Diplomats were amazed with the high-tech automobiles on display. More importantly it was pleasing to see the various classes of auto-mobiles on offer that would cater for different classes of customers. The Malawian delegation was also impressed with the green，safe，stylish and affordable user-friendly products the company has on offer.

Visit the Three Gorges Museum and Hongyadong Folk Scenic Spot

The museum was the best place to appreciate the historical background of Chongqing from the Stone age to the present. The Malawian Diplomats were inspired by the Museum covering an area of 5，500 Sq. meters with over 40 exhibitions cubiclesand about 100，000 pieces of relics which span over 3000 years from the ancient kingdom of Ba and near three mythical kingdoms period to world war II and the Chinese Revolution.

Banquet Held by the Foreign and Overseas Chinese Offi ce of Chongqing People’s Government

The 5 day amazing and highly educative visit to Chongqing which had started on Sunday，26 april had come to an end and Thursday 30 april was the day of departure. However before the delegations’ departure，Tao Yan Principal of the Chinese Foreign affairs Training Centre hosted the Team to a sumptuous sendoff dinner at the elegant. The banquet was a perfect sendoff to a programme that was full of hilarious and memorable moments. The souvenir gifts of Chongqing presented to each of the 20 member delegation will forever be a reminder of the visit to the marvelous Chongqing Province. It is hoped that one day，the team or any member of the team will return to Chongqing.
