黃奇帆在兩江新區調研立足定位乘勢而上加快發展

5月11日，市長黃奇帆在兩江新區調研時指出，要立足兩江新區五大功能定位，進一步乘勢而上，繼續深化改革、擴大開放，為引領全市經濟發展發揮更大作用。

在聽取兩江新區以及相關區縣、企業匯報后，黃奇帆說，兩江新區是全市經濟發展的重要增長極和領頭羊，在當前經濟下行壓力加大的情況下，作為全市戰略性新興產業發展、內陸開放高地建設和現代服務業發展的主戰場，兩江新區要保持較快發展速度，為全市“穩增長、促改革、調結構、惠民生、防風險”作出應有的貢獻。

黃奇帆說，當前和今后一段時間，兩江新區要努力做好四項重點工作：一是要抓好工業。近年來，重慶大力調整產業結構，在不斷壯大汽車、電子信息等優勢支柱產業集群的同時，大力培育和發展十大戰略性新興產業，打造新的經濟增長極。兩江新區要積極對接全市發展戰略，下大力氣重點發展集成電路及液晶面板、機器人及智能裝備、物聯網、新材料、新能源及智能汽車、通用航空及軌道交通、生物醫藥、環保產業等戰略性新興產業。在發展這些高科技、大資本、全球化市場的戰略性新興產業的時候，要注意創新思路，跳出傳統招商模式，善于利用資本市場來吸引和壯大新興產業。二是要抓好現代服務業。重慶內陸開放高地建設近年來圍繞大通道、大通關、大平臺等開放要素構建，形成了鐵水空樞紐、口岸、保稅區“三個三合一”的開放平臺，下一步重慶內陸開放要不斷向高度、廣度、深度拓展，高度上要主動融入國家“一帶一路”和長江經濟帶戰略，積極開拓新領域，向全方位的自由貿易發展；廣度上從主城開放向全市普遍開放擴展；深度上要從貨物貿易向服務貿易拓展。圍繞全市開放戰略，兩江新區一方面要大力抓好跨境電子商務、保稅商品展示交易、保稅貿易、云計算大數據、跨境結算等五大服務貿易；另一方面要進一步拓展貨物貿易，在繼續做大一般貿易和加工貿易的同時，還要充分發揮重慶已經形成的口岸功能，大力發展轉口貿易和總部貿易。三是要繼續深化改革。按照三中全會的要求，我市正在加快推進各項改革，兩江新區要認真貫徹落實市委確定的重點改革專項，努力取得成效，釋放改革紅利。當前改革的一項重要任務就是要充分利用資本市場，努力抓好IPO上市、定向增發、債券發行、收購兼并等工作，同時運作好產業引導基金，實施好PPP投融資項目等，為實體經濟特別是為戰略性新興產業和服務貿易發展提供助力。四是要抓好創新創業平臺建設。全市上下正認真貫徹中共中央、國務院《關于深化體制機制改革加快實施創新驅動發展戰略的若干意見》，同步推進科技創新和體制機制創新。兩江新區作為全市重要的科研中心，要努力成為高科技產業的創新創業平臺，通過市場化方式，形成完善的科技金融服務鏈和投融資機制，幫助眾多的中小企業成為科技創新的生力軍，讓更多的科技創新成果能夠盡快實現產業化，營造濃厚的創新創業氛圍。

Huang Qifan Inspects Liangjiang New Area Says: We should grasp all opportunities to accelerate development with a clear understanding of our positions

When inspecting Liangjiang New area （LJNa） on May 11，Huang Qifan，Mayor of Chongqing，pointed out that we should rely on the fi ve functional orientations in the new districts，step up on the momentum，continue to deepen reform and expand opening up，thus giving fuller play to its leading role in the city’s economic development.

after hearing the reports by local leaders about LJNa and its districts，counties and enterprises，Huang Qifan said LJNa is an important increase pole and the bridgehead of economic development. It is also one of the main battlefi elds of strategic development of emerging industry，the construction of inland opening highland and development of modern services. Facing the ever-increasing pressure in economic development，it should keep a high developing speed and try to contribute to the city’s stable economic development and reform，structural adjustment，improvement of people’s livelihood and prevention of risks.

Huang pointed out that four major tasks should be completed at present and in the coming future. First，we should develop industry in a better way. In recent years，Chongqing has been striving to adjust the industrial structure，to foster and to improve ten strategic emerging industries and to make new economic increase pole while working out to expand the clustering of advantageous industry such as automobiles and electric information. What’s more，positive connection should be made with the city’s overall developing strategy，with particular emphasis put on the development of some strategic emerging industries such as integrated circuit and LC panel，robots and intelligent equipment，Internet of things，new materials，new energy and smart cars，general aviation and rail transit，biological medicine，environmental protection industry，etc.. When developing these strategic emerging industries involving high technology，large capital，market globalization，we must pay attention to the innovation of thoughts，keep free from traditional investment-attracting modes and make emerging industries more attractive by utilizing the capital market.

Second，we should pay adequate attention to the modern service industry. an open platform for the “three trinities”of the pivot，port and bonded area in railways，waterways and airways has taken shape since inland opening highland construction in Chongqing has been underway based on open elements such as a big channel，simplified customs and a big platform. The next step we should take is to constantly expand inland opening in Chongqing in respect of the height，breadth and depth. In terms of height，we should actively integrate into the “Belt and Road” initiative and Yangtze River Economic Zones，and actively explore new areas and the allround development of free trade. In terms of width，we should extend the opening from the city proper to the whole city. In terms of depth，we should expand trade in goods into trade in services. Centered on opening strategy in the whole city，we should，on the one hand，make endeavors in fi ve-service trades，namely cross-border e-commerce，display trade of bonded goods，bonded trade，cloud computing big data，crossborder settlement and so on； on the other hand，we should further expand trade in goods，give full play to the existing port function of Chongqing and vigorously strive to develop transit trade and headquarter trade along with continuing growth of general trade andprocessing trade.

Third，we should continue to deepen the reform. according to the requirements of the Third Plenary Session，we are accelerating to promote various reforms and meanwhile earnestly implement the key reform projects，dedicated to make great achievements and release the reform dividends. For us，an important task of the current reform is to make full use of the capital market，pay special attention to the listing of the IPO，directional placement of equity，bonds issuance and merger and acquisition，and at the same time，run funds guided by industry well，and carry out the PPP financing projects，etc. We are doing this to provide help for the real economy，especially for strategic emerging industries and service trade development.

Fourth，we should lay great emphasis on the construction of innovative and entrepreneurial platforms. all people in the city are seriously putting into practice the “Opinions on Deepening the Institutional Mechanism Reform and accelerating the Implementation of Innovation-Driven Development Strategy” put forward by the Central Committee of the Communist Party of China and the State Council，to make innovations in technologies，systems and mechanisms. We should work hard to turn the LJNa，which is now as the scientific research centre in the city into a platform for innovation and entrepreneurship by innovationdriven developing strategies in high-tech industries. We should establish a sound service chain for science，technology and finance by means of marketization，help numerous SMEs to become a vital force of technological innovation and create a favorable environment for innovation and entrepreneurship.
