中新（重慶）戰略性互聯互通示范項目“浮出水面”重慶開放發展再添強大引擎

11月7日，中國、新加坡簽署“中新（重慶）戰略性互聯互通示范項目”框架協議，正式啟動以重慶為運營中心的第三個政府間合作項目。該項目正式啟動，將為重慶開放發展帶來怎樣的變化？

連日來，記者從我市各界人士處了解到，本次中新戰略合作，在他們看來是重慶乃至西部地區的重大機遇，為重慶正在蓬勃推進的內陸開放高地建設再添強大引擎。

兩國政府支持 契合國家發展戰略

作為中新政府間第三個合作項目，兩國政府的支持，是各界看好“中新（重慶）戰略性互聯互通示范項目”的最直接原因。

據官方披露的消息，此次中新兩國達成的20項具體合作共識中，明確提到雙方將全力支持在中國西部地區的第三個政府間合作項目發展，認為這一項目以“現代互聯互通和現代服務經濟”為主題，契合“一帶一路”、西部大開發和長江經濟帶發展戰略，并將其視為又一個高起點、高水平、創新型的示范性重點項目。

作為西部地區惟一的直轄市，重慶被定為此次中新合作項目的運營中心，金融服務、航空、交通物流和信息通信技術則是重點合作領域，項目名稱也因此被確定為“中新（重慶）戰略性互聯互通示范項目”，未來將形成合作網絡，推動西部地區的發展。在此過程中，中新兩國將全力支持該示范項目取得成功，并給予該示范項目必要的支持。

重慶地緣優勢凸顯 與新加坡合作早有淵源

獨特的經濟地理位置，在國家戰略版圖中的地緣優勢，以及與新加坡開放合作的深厚淵源，是重慶被定為中新政府間第三個合作項目運營中心的重要原因。

正如《中華人民共和國和新加坡共和國關于建立與時俱進的全方位合作伙伴關系的聯合聲明》提的那樣，中新政府間第三個合作項目，要契合“一帶一路”、西部大開發和長江經濟帶發展戰略，而重慶正好位于“一帶一路”和長江經濟帶地理交匯點，承東啟西、連接南北，是銜接和聯動幾大戰略的重要樞紐，具有良好的互聯互通基礎，在中國新的區域發展格局中具有重要的戰略地位。

此外，與新加坡在相關領域“互聯互通”的合作淵源，也為重慶加分不少。

此次中新政府間合作項目，以“現代互聯互通和現代服務經濟”為主題，主要涉及金融服務、航空、交通物流和信息通信技術四大領域，而在這些領域，重慶與新加坡近年來多有合作且運轉良好——

金融業方面，早在2006年，新加坡大東方人壽保險有限公司和重慶市地產集團便合資組建中新大東方人壽保險有限公司，目前，新加坡的大東方人壽還擁有25%的股權；

信息通信技術方面，新加坡太平洋電信2011年落戶重慶兩江新區，建起了西南地區首個世界級數據中心；

航空和交通物流方面，就在3個多月前，重慶與新加坡剛剛就打造臨空經濟區簽署5個合作項目，將借鑒新加坡在航空、物流、現代服務方面的豐富經驗，充分釋放重慶機場片區的開放潛能……

緊扣發展戰略方向 中新合作碩果累累

對中新政府間第三個合作項目，以及重慶作為該項目運營中心的前景，各方人士十分看好。這種看好并不是憑空推測，而是基于如下的事實：過去20多年時間里，中新政府間合作項目一直緊扣中國的發展戰略方向，在合作雙方以及合作項目所在區域，均結下累累碩果。

1994年2月，中新政府間首個合作項目正式啟動，蘇州工業園區成立。截至去年，蘇州工業園區已累計吸引外資項目超過5200個，實際利用外資267億美元，吸引90多家世界500強企業在園區內投資。

2008年，中新兩國在天津啟動第二個政府間項目，即天津生態城。截至2014年，天津生態城累計注冊企業達到2173家，注冊資金超過1000億元。

重慶新加坡商會會長吳適存：重慶與新加坡的合作將拓寬領域提升水平

“消息一出來，好多在新加坡的朋友打來電話，詢問如何在重慶開發商業機會。”重慶新加坡商會會長吳適存最近很忙，一方面，要給新加坡朋友介紹重慶的投資環境，另一方面，自己也在研究思考，商會層面如何更好地搭建平臺，密切關注細化政策的落地進展。

今年剛好是吳適存在重慶的第十個年頭。在他看來，今年越來越多的新加坡企業開始把投資目光轉向重慶。“目前已經有246家新加坡企業來重慶投資，實際利用新加坡外資達55億美元，僅2015年新增到位的新加坡投資額就達3億美元。”吳適存說，今年新加坡一躍成為重慶第一大外商投資來源國，越來越多的新面孔來到重慶，進入地產、物流、教育、金融等多個領域。

“重慶有直轄市的優勢，還兼有西南地區交通樞紐的優勢，有利現代互聯互通，也有利于‘一帶一路’與中西部發展相結合。”吳適存表示，中新政府間第三個合作項目運營中心放在重慶，讓在渝的新加坡企業感到“很振奮”。他說，過去是企業家在開拓打拼，現在多了國家的宏觀指導，加上兩邊政府推動，重慶與新加坡的合作將進一步拓寬領域、提升水平。

On November 7th， Singapore and China signed the framework agreement， which off cially initiated the “China （Chongqing）-Singapore strategic demonstrative project for interconnection” as a third governmental cooperation project in Chongqing. Support of the China-Singapore governments contribute to China-Singapore development strategy

The most direct reason why people of all circles are optimistic about the “China （Chongqing）-Singapore strategic demonstrative project for interconnection” is that the support two governments attached to this project.

According to off cial news， a joint effort to comprehensively promote the third governmental cooperation project between Singapore and china is emphasized in the 20 specific cooperation consensus reached by the two countries. Both countries agree that this project focuses on the topic of“modern interconnection and economic service”， corresponding with the development strategies of “Belt and Road”， western development， and Yangtze River Economic Development Belt. The two countries also regard this project as a key innovative demonstrative project with high starting point， high standards.

As the only municipality under direct governance of the central government in western China， Chongqing is designated as the center of this China-Singapore cooperation project. At the same time， f nancial service， aviation industry，transportation and logistics industry and IT industry are the key areas of cooperation. This is how “China （Chongqing）-Singapore strategic demonstrative project for interconnection”got its name. In the future to come， networks of cooperation will be formed to enhance the development of western areas. While this is in progress， both Singapore and China have promised to fully support this project， and provide any necessary aids to ensure its success.

Chongqing has its geographical advantages and Chongqing historically cooperated with Singapore

Unique geographic location in terms of economy，geographical advantage in China's strategic blueprint， and history of close cooperation with Singapore are main reasons why Chongqing is designated as the center of the third China-Singapore governmental cooperation project.

As mentioned in The Joint Declaration by The People's Republic of China and The Republic of Singapore to Build A Comprehensive Partnership Advancing with Time， the third China-Singapore cooperation project must correspond with the “Belt and Road” strategy， western development strategy，and the Yangtze River Economic Development Belt strategy. Chongqing is located exact at the juncture of the “Belt and Road” and Yangtze River Economic Belt， making it the most ideal place for the project to be centered. In addition，Chongqing connects different regions of China both horizontally and vertically， and is the major transportation hub for linking several strategies. Chongqing's excellent interconnection basis secures a strategic status of vital importance in China's new regional development plan.

Besides， the historical cooperation with Singapore in f elds relating interconnection also gives Chongqing an edge.

This China-Singapore governmental cooperation focuses on “modern interconnection and economic service”，and involves mainly in financial service， aviation industry，transportation and logistics industry and IT industry. In recent years， Chongqing has been engaging in close mutually benef cial cooperation with Singapore in these f elds.

In terms of f nancial service， Singapore Great Eastern LifeInsurance Company and Chongqing Real Estate Corporation have established the joint venture China-Singapore Great Eastern Life Insurance Co.， Ltd， in as early as 2006. Singapore Great Eastern Life Insurance Co.， Ltd， currently holds 25% of the shares in the joint venture.

In terms of IT industry， Singapore Pacif c Telecom found its way to Chongqing's Liangjiang New district. Since then， it has established the f rst world class data center of southwest China.

In terms of aviation industry and transportation， logistics industry， Singapore and Chongqing reached an agreement on f ve cooperation projects to establish Aero-economic zone just three months ago. In order to fully exploit the potentials of Chongqing airports， Chongqing will refer to Singapore's profound experience in aviation， logistics and modern service industry as guidance.

Steadfastly following the direction of development strategy，China-Singapore cooperation bears fruits of success

People of all circles have high hopes for the prospect of the third China-Singapore governmental cooperation， as well as Chongqing being the center of this project. The promising future isn't based on empty assumption， but concrete facts as follow. In the past 20 years， China-Singapore cooperation has always been steadfastly following the direction of development strategy. Fruitful success is not limited to where the project is centered， but extends far beyond of Singapore and China.

In February， 1994， the first China-Singapore governmental cooperation project was initiated. As a result the Suzhou industrial park was founded. Up until last year， Suzhou industrial park has accumulatively attracted over 5200 foreign investment projects， with 26.7 billion dollars of foreign capital in actual use. More than 90 of the Fortune 500 companies have invested here.

In 2008， the second China-Singapore governmental cooperation project was initiated in Tianjin in the form of Tianjin eco-city. Up until 2014， Tianjin eco-city has accumulatively registered 2173 companies， with more than 100 billion yuan of registered capital.

Wu Shicun， Chairman of Singapore-Chongqing Chamber， says，cooperation between Singapore and Chongqing will broaden f elds and enhance qualities

“At the moment the news of cooperation between Chongqing and Singapore been released， many friends from Singapore phoned to inquire about the commercial opportunities in Chongqing.” Indeed， Mr. Wu has been very busy recently. On the one hand， he has to introduce the investing environment in Chongqing to Singaporean. On the other hand， he is thinking about a better way to build a platform for closely investigating the process of the specif c policies.

This is Wu's tenth year in Chongqing， and he has witnessed an increasing attention from Singaporean companies to invest in Chongqing. “At present， there are 246 Singaporean companies investing in Chongqing， actual use of Singaporean capital has reached 5.5 billion dollars， and in 2015 alone there has been 300 million dollars of newly increased Singaporean investment capital，” says Wu. This year Singapore has grown to be the largest source of foreign investment for Chongqing. And it's delighting to see so many new faces appeared in Chongqing and engaged themselves in real estate， logistics， education，f nance and some other f elds.

According to Wu， Chongqing has the advantage of being a municipality under the direct governance of the central government， as well as being a transportation hub in the south west China. This is beneficial for propelling interconnection as well as merging the “Belt and Road” strategy with the development of middle-western China. Chongqing being the center of the third China-Singapore governmental cooperation“exhilarates” many of the Singaporean entrepreneurs in Chongqing. In Wu's words， entrepreneurs used to engage in business ventures on their own， but now they have acquired China-Singapore support as well as macroscopic guidance. This will surely broaden the f elds for cooperation and enhance the cooperation quality as well.
