CCPIT Takes Over 2016 B20 Presidency

The B20 presidency was handed over from Turkey to China on November 14， 2015， the first day of B20 Antalya Summit and one day before the opening of G20 summit. Under the witness and applause of more than 400 industry and business leaders and representatives of international organizations and consulting agencies， Mr. Rifat Hisaciklioglu， TOBB President B20 Turkey Chair， handed the B20 presidency over to Mr.Jiang Zengwei， chairman of the CCPIT (China Council for the Promotion of International Trade).

Political and business leaders and representatives of international organizations expressed their con-gratulations and high expectations for B20 China Summit.

This will also be the first time for China to host the B20 summit.

In his delivered remarks， Mr.Jiang Zengwei said that under the entrustment of Chinese government， the CCPIT will be responsible for the organization of 2016 820 Summit. To better prepare for the event， the CCPIT has established 2016 820 0rganizing committee and formulated a series of discussion topics including financing growth， trade and investment， infrastructure， development of SME and employment. The CCPIT will also set up a special taskforce for each topic and open up anti-corruption forums based on related recommendations. Over the next year the organizing committee will oversee a chain of events including B20 summit， taskforce meeting， research discussion session and forums， to discuss issues key to the global economic development， and submit B20 policy recommendations to G20 leaders.

Mr.Rifat， the 2015 820 chairman， believes that China will successfully host the B20 Summit and bring great encouragements to global business industries.

B20 is an important platform involving global business and industry leaders into the formulation of international economic trade rules and global economic management. It has played a prominent role in advancing communications and dialogues among G20 leaders， global business industries and international organizations institutions， and ensuring the reflection of recommendations from the business industries into the policy making and implementations by G20 leaders. Since 2010， B20 summit has accumulated the best wisdom of global business and industry leaders， and provided valuable and important recommendations for G20 leaders. It has been increasingly attracting the attention from the G20 member country governments.

B20 summit is an important platform for global business industries to get involved into the formulation of global trade and economic rules and global economic management. It aims to promote communications and dialogue among G20 leaders， business industries and international organizations and institutions， to ensure the reflection of recommendations from business industries into the policy making and implementations of G20 leaders.

The CCPIT arranged the taskforce based on five discussion topics: \"financing growth\"， \"trade investment\"， \"infras-tructure\"， \"SME development\" and \"employment\". These taskforces have been designed based on the principle of continuity， innovation and connectivity and are associated with the focus of the business industries， as well as the forum of anti-corruption forum.

The CCPIT will follow previous working practices to host the B20 summit， taskforce joint meeting and ask for advices from international business industries through various means， to submit to G20 leaders a policy recommendation report on how to tackle key issues of global economic development. 2016 B20 Summit will also raise the degree ofinteractions between B20 and G20， to make the policy recommendations of business industries more acceptable to the G20.

1.About \"Finacing Growth\" taskforce

Economic growth and employment are always key parts of G20 process， in which finance plays a very important role. Setting up the \"financing growth\" taskforce is consistent with G20's historical mission and maintains the continuity of G20 concerns. Nowadays the world economy is under slow recovery， but is still in a period of adjustment after global financial crisis. How to promote economic growth through financial means will be the top focus on global business industries. The financing growth taskforce for 2016 B20 Summit will discuss the improvement of global financial market supervision， promotion of currency diversification of international transaction， strengthening of global taxation cooperation and coordination and other topics.

2.About trade investment taskforce

Trade and investment are main driving forces promoting the economic development and creation ofjobs， and stimulating the value growth and innovation in the industry， commerce and service. It is also one of the major topics discussed at this year's G20 and B20 summits. 2011 820 France and 2012 820 Mexico had set up trade and investment taskforce. 2013 B20 Russia， 2014 B20 Australia and 2015 B20 Turkey created trade taskforce that combines investment and infrastructural building. About how to improve 2016 820 Summit associations and international organizations have mentioned the close and complementary relations between trade and investment. So it will be very appropriate to place them under the same taskforce， and the trade investment taskforce of 2016 B20 China will discuss TFA， trade cooperation mechanism under G20 framework and establishment of global investment management system.

3.About infrastructure taskforce

Infrastructural building is always a heated topic of G20 summit. In previous B20 summits there was special taskforce managing this topic. 2015 B20 Turkey follows the practices of2014 B20 Australia by establishing an infrastructure taskforce and this will continue in 2016 B20 China. Now the infrastructural investment policy environment needs further improvement and it is necessary to explore innovative financing model for infrastructuralinvestment， such as Public-Private Partnership， and encourage multilateral institutions to work with development banks to let regional or multi-lateral development banks and investment guarantee institutions play their role through further involvement into infrastructural construction and development.

4.About SME development taskforce

SME plays a very important role in raising social productivity， promoting innovation， advancing economic development and improving employment. Under the background of sluggish recovery of the global economy， SMEs， especially those mini-size companies， are facing tremendous challenges and difficulties. Taking effective measures to promote the development of SMEs is an important issue focused on by the G20 member countries and business industries. SME development taskforce of2016 B20 Summit will further discuss innovation development of SMEs， integration into global value chain， finance for SMEs and improvement of business environment.

5.About employment taskforce

Employment is one of the major topics concerned by B20 business industries. How to create more quality job opportunities to promote sustainable and balanced development of the economy under the difficult economic situation will be an important task faced by many countries. Consequently B20 China Summit will set up the employment taskforce to further discuss the promotion of employment for women and young people， reasonable allocation oflabor resources，job creation by startups and skill trainings.

6.About anti-corruption forum

Anti-corruption is always an important topic of B20 summit and based on the results of previous meeting， 2016 B20 Summit will further discuss this topic. To increase the influence of anti-corruption， and involve more G20 members and industry representatives into the discussion， 2016 B20 anti-corruption forum will focus on international cooperation in fighting against corruption， promotion of corporate anti-corruption and compliance capacity building， and the strengthening of synergy between G20 and B20 in combating corruption. The discussion results will be incorporated into the final policy recommendations submitted to G20 leaders.
