CBECST Cross-border E-commerce Competency Test Program Officially Takes off

\"The development of e-commerce has changed many common praaices of foreign trade. Such traditional concepts as exporter， importer， wholesale and retail have been basically changed. It becomes more urgent to develop cross-border e-commerce talents，\" Zeng Yafei， chairman of CCPIT Commercial Sub-Council， said at the opening ceremony of CBECST cross-border e-commerce competency test program held on November 12.

According to Zeng Yafei， with the transition and upgrading of the commercial sector and the emergence of new operational type， the tertiary industry has been lifted to an unpreced-entedly important level and the service domains have been expanded to modern service from the traditional commercial sector. Unlike the traditional trade promotion approaches such as exposition and international conference， the CCPIT has turned to a series of comprehensive international trade promotion approaches including exhibition service， standardized service， commercial arbitration， international communication cooperation as well as education training.

Particularly， the Instructions from the General Office of the State Council on Boosting Sound and Fast Development of Cross-border E-commerce issued in June proposed to greatly support the development of cross-border e-commerce， which is beneficial to the \"Internet + foreign trade\".

Zeng said that e-commerce providers such as Alibaba and Jingdong normally depend on venture capital in China. The development of e-commerce on one hand needs a large sum of capital investment and on the other hand needs adequate talent input.

In the foreign trade domain， shortage of cross-border e-commerce talents is a common phenomenon. \"From survey on cross-border e-commerce trade， we find that the cultivation of cross-border e-commerce talents may directly boost foreign trade. Young people may be trained to directly engage in foreign trade. As a foreign trade promotion agency like the CCPIT， we are supposed to put more efforts on training talents.\"

Therefore， the Ministry of Education proposed to launch a government-led education mechanism with instructions from the sector and participation from enterprises in a bid to adjusting vocational education to the changing economic condition and industrial restructuring and to cultivating high-quality workers and technical talents for modernization construction. The focus is to fully advance education， teaching and industry connection under the sector guidance and to advance university-enterprise cooperation for connectingmajor education with the sector and enterprise; a new system for professional courses is to set up for the realization of professional course content and vocational education; the talent cultivation mode is to be reformed to connect the university's teaching with the production process. It's still urgent to cultivate professional talents.

According to Xiao Xu， Director of the International Business Teaching Research Office of the International Business Division under Zhejiang Financial College， the current vocational education has many problems. \"The talents we cultivate cannot meet the enterprise's demand， which is one important reason for us to launch the crorss-border e-commerce competency test program. CBECST is a totally new program， which we have never tried. The program aims to conduct third-party appraisalin terms of the cross-border e-commerce knowledge， rules and skills for the relevant majors in the practical universities， high vocational colleges and secondary vocational colleges，\" Xiao introduced.

Beijing Long Try Co.， Ltd. is the technology provider for the CBECST program and its self-developed software in over ten categories covers three majors including International Trade， Freight Forwarding and Customs Clearance. Xin Yulin， General Manager of Long Try， introduced that once the CBECST program is successful， much backstage data can be obtained to develop the standard for cross-border e-commerce courses and to conduct objective evaluation on the appraisees. \"The program has more profound social significance， which is hopefully to bring both social benefits and economic benefits，\" Xin added.
