Speed up the Building of a Manufacturing Power

The proposal says that China needs to set up a new industrial system and speed up the building of a manufac-turing power by implementing the national strategic planning named \"Made inChina 2025\". During this course， the man-ufacturing industry is supposed to embrace a fine division oflabor and close cooperation， promote the information technology to pen-etrate into links including marketing， design and producing， and realize the transformation of production mode toward a flexible， smart and elaborate direction.

Amid the development， China will at-tempt to carry out solid industrial foundation projects， conduct actions focusing on quali-ty promotion， and encourage enterprises to treat international benchmarks as the target standard in order to boost the technical refor-mation， and enhance the level of technology， technique， equipment， efficiency and environ-ment protection. More attention will be paid to dissolve excess capacity by means of market mechanism， economic means and legalization， step up efforts on policy guidance， and improve the withdrawing mechanism of enterprises.

Wielding the power of strategic emerg-ing industries and utilizing the guidance and motivation functions ofindustrial policies， the national capital guiding fund is expected to be allowed a greater role in cultivating a number of strategic industries.

For the sake of realizing smart manufac-turing projects， China will try to constitute a new manufacturing system by boosting the development and growth ofindustries such as up-to-date information and communication technology， high-end numerically controlled machine tools and roberts， aviation and aero-space equipment， offshore engineering equip-ment and high-tech marine vehicles， advanced rail transportation equipment， energy-saving and new energy vehicles， electric power equip-ment， agricultural machinery， new materials， biopharmaceutical， high-performance medical appliances， etc.

In the meantime， the development of modern service industries is to be accelerated by loosening market access and increasing the service quality. China pledges to transform services focusing on producing previously into ones featuring specialization and high value chain， change services focusing on daily life into ones featuring elaboration and high quality， and convert producing-oriented man-ufacturing into service-oriented. What's more， tourism is supposed to witness a rapid develop-ment in the future.

Miao Wei， Minister of Industry， said in an article published on China Daily on Dec. 2nd that speeding up the building of a man-ufacturing power by implementing \"Made in China 2025\" is a critical decision made by the party central committee based on the strategies to enhance China's overall national strength and international competitiveness， as well as assure the national security and help to realize national rejuvenation.

The major issue in 13th Five-Year Plan is to master some core technologies， further reinforce the competitive edge of advantageous fields， make a significant progress in digita-lization， network construction and intellec-tualization， and increase the integration level of industrialization and informationization. Furthermore， guided by targets for the next one to three decades， China is endeavoring to lay a solid foundation and increase innovation ability in order to gain ground in the future industrial competitions， striving for building up a world-class manufacturing power with leading technology and industrial systems un-til the 100th anniversary of the foundation of People's Republic of China.

According to Miao， China needs to complete the following missions during this period: build a new system focusing on smart manufacturing; strengthen the fundamental power of industry; enhance the construction of high-quality brands; bolster the development of advanced manufacturing; accelerate the growth of service-oriented manufacturing and producing-oriented services.

Moreover， information technology service catering to manufacturing should be improved， fostering Internet enterprises to develop innovative models like mobile e-com-merce and 020. China also vows to develop the third-party services including RD and design， technology consulting and third-party logistics， for the purpose of reinforcing the supporting ability for the transformation and upgrading of manufacturing.

The article by Miao also argued that China will implement five projects including innovation center construction， smart manu-facturing， solid industrial foundation， green manufacturing and high-end equipment in-novation， based on the requirements on eco-nomic and social development together with national security. With an aim to promote the overall competitiveness driven by break-throughs at key points， special planning and annual plans will be formulated as soon as possible for strategic areas like new informa-tion technology， new materials and pharma-ceutical industry， production quality increase， human recourse development， service-orient-ed manufacturing， etc.

As to how to transform China from a manufacturing giant to a manufacturing power， Miao attached great importance to the following points:

First， stick to the market-oriented and government-led model. Building a manufac-turing power is a national strategy， which calls for the integration of both official and non-of-ficial resources， that is， on one hand， market should play as a dominant role in resource allocation for the purpose of consolidating the principal position of enterprises， as well as motivating and vitalizing them; on the other hand， it is of great necessity for government to redefine its role， innovate industrial man-agement methods and improve taxation and financial support policies， in order to form resultant force in pushing the process forward.

Second， adhere to the concept of devel-oping independently and building partnership extensively. Since manufacturing is the key to international competition and cooperation， China needs to collaborate with others as well as rely on its own efforts. To be specific， it is vital to open wider to the outside world， increase the foreign investment utilization and international cooperation level， encourage and support Chinese enterprises to go glob-al， participate in and promote international industrial cooperation， propel the global dis-tribution of major industries， combine foreign investment and outbound investment in a better way， and help to make companies more competitive in the world.

Third， expand new export-oriented in-dustries like equipment manufacturing. What matters in the transformation and upgrading of China's foreign trade is the change from consumption goods export to both consump-tion and capital goods export. Amid the 13th Five-Year Plan period， China should seize the opportunity brought about by a new round of infrastructure construction all over the world， and boost equipment manufacturing export with overseas contracted projects as a forerun-ner and financial and insurance services as a support.
