The proposal says that China advo-cates green and clean production, promotes the green transformation of traditional manufacturing in-dustry, helps to build a green low-carbon and cycling development industrial system, and en-courages enterprises to upgrade their technol-ogy, technique and equipment. Green finance and development fund will also be seen in the near future.
The country will continue to promote the industrial structure in optimized areas like Beijing-Tianjin-Hebei area, Yangtze River Delta and Pearl River Delta to develop in a high-end and efficient direction, preventing urban problems and decreasing the increment of land for construction year by year. Agglom-eration degrees ofindustries and population in key development zones will be increased and negative list of market entry will be im-plemented in major ecological function areas. China will continue to give financial support to the transfer of key agricultural producing areas and major ecological function areas, in-tensify motivating compensations, and finally set up a horizontal ecological compensation mechanism. What's more, a number of na-tional parks are expected to be established and integrated soon.
China will embrace a green develop-ment model by improving low-carbon cycling development, promoting energy revolution, speed up energy technology innovation and build a modern energy system featuring clean, low-carbon, safe and efficient. While increas-ing the proportion of non-fossil energy and improving the clean and efficient utilization of fossil energy like coal, the country is making efforts to develop wind, solar, biomass, water, geothermal and nuclear energy, bolster energy storage and smart power grid construction, carry out energy-saving low-carbon electric power dispatch, as well as explore deposits natural, shale and coal bed gases, aiming to reform the energy system and form a market mechanism featured by effective competitions.
New energy and electric vehicles will be promoted, energy saving standards of the building will be increased and green architec-ture and materials are considered to be widely adopted in the following years.
Energy-intensive industries, such as pow-er, steel, chemical and architectural material will be subject to carbon emission control reg-ulations. The realization of carbon discharges peak value targets is encouraged led by opti-mized development areas, and demonstration projects with near-zero carbon emission are expected to be established.
Xi Jinping, President of China, noted that it is tough to implement dual actions on both the amount and intensity of energy and water consumption, land for construction and so on. Once completed, not only can energy and water be saved and pollutant emissions be decreased, but also the economic development pattern can be forced to change and the green development level of China's economy can be improved.
Xu Shaoshi, Director of National De-velopment and Reform Commission, listed a series of moves:\"First, China need to persist in low-carbon development and increase the proportion of non-fossil energy. Meanwhile, utilization of coal is encouraged to set up a clean, safe and efficient energy system. Second, China can control the amount and intensi-ty by reinforcing related obligatory targets management. Third, the country can adopt market-oriented management methods, deter-mine standards ofwater consumption, energy consumption and land consumption, and start trades ofwater rights and carbon credits.\"
