
The proposal points out that open-ing-up is an essential access to the prosperity of China. Conforming to the trend of integrating into the world economy, China vows to carry forward win-win cooperation strategy, continue pursuing coordi-nated internal and external demands, as well as balanced import and export, stick to the con-cepts of attaching equal importance to foreign investment and going global, foreign capital and foreign techniques, with an aim to develop a higher level of the open economy, earn a growing institutional voice in global economy management and help to shape an extensive community with shared interests by means of active engagement in global economy manage-ment and public products supply
The core of creating a new look of open-ing-up lies in enriching the connotations, in- creasing the levels, and improving the strategic reassurance, economic and trade cooperation, as well as international communication, for the purpose of forging reciprocal cooperation with deep integration.
Ⅰ.Refine the strategic layout of opening-up
China pledges to promote bidirectional opening-up, and facilitate elements flow, ef-fective recourses allocation and deep market interfusion. Through the effort_of perfecting the strategic regional layout of opening-up, strengthening inland border ports construc-tion, pioneering transnational multi-model transport corridor, developing export-oriented industry clusters and building open bases with diverse focuses, China aims to accelerate for-eign trade optimization and upgrading, and transform from a country with large economic quantity to one ofhigh quality.
Ⅱ.Formulate a new system of opening-up
China is making efforts to improve business environment by legalization, globalization and facilitation. Other endeavors include: set up a system faalitating new trade patterns like cross-border e-commerce; increase the construction quality of free trade experimental zones; fully implement pre-establishment national treatment and negative list management system; improve overseas investment management, open the service industry wider orderly, and expand the market access of bank, insurance, security and silver industries; enlarge the bidirectional opening of financialindustry; realize the convertibility of RMB capital account, call on more countries to sign high-level bilateral investment treaties and judicial assistance agreements, and strive for visa waiver or simplified procedure among more countries.
Ⅲ.Promote the construction of \"the Belt and Road\"
Under the guidance of diplomatic policy with emphasis to kindness, integrity, mutual benefit and tolerance, and principles of discuss-ing together, constructing together and sharing together, China endeavors to improve bilateral and multilateral cooperation system, bring mar-ket-oriented operation dominated by enterprises to effect, boost various win-win practical coop-eration with related countries and regions, and create a brand new opening-up pattern with the help ofinteractions in and out of the land and bidirectional opening-up from east to west.
Ⅳ.Deepen the cooperation between mainland China and Hong Kong SAR (HK for short hereafter), Macau SAR and Taiwan area
Both mainland China and HK have agreed on cementing HK's positioning as an international financial center, a shipping center as well as a trade center, getting HK involved in bidirectional opening-up and \"the Belt and Road\" construction, and consolidating HK's function as a hub for global offshore RMB business with an aim to form premium and high value-added financing, commerce and trade, logistics, professional services and so on. For the purpose ofbuilding a world-class tourism and recreation center, mainland China promises to help Macau SAR set up a service platform for business with Portuguese-speaking countries, and moderately stimulate Macau's economic de-velopment in a diversified and sustainable way.
Ⅴ.Push multilateral trade negotiations forward
China vows to promote multilateral trade systems development in a balanced, win-win and tolerant way, and helps to form a righteous, rea-sonable and transparent international trade regu-lation system. China is in favor of the suggestion to get developing countries involved equally into global economy management for the sake of expediting international monetary system and financial supervision reform.
Focusing on building a global high-level free trade zone internet, China will spare no ef-fort to speed up the implementation of free trade zone strategy, promote regional comprehensive economic partnership agreement negotiation, and bolster the construction ofFree Trade Area of the Asia-Pacific.
Gao Hucheng, Minister of Commerce, stat-ed in an article published on China Daily on Dec. 10th that during the 13th Five-Year Plan period, China should stick to the concept of combining open economic development with coordinated regional development, speed up the opening of inland border areas, increase the opening level of coastal areas and create a brand new opening-up pattern with the help ofinteractions in and out of the land and bidirectional opening-up from east to west.
Statistics by Ministry of Commerce show that China has built 17 economic cooperation zones in border areas, set up China-Kazakhstan Khorgos International Border Cooperation Cen-ter, and is discussing with Laos, Vietnam and Mongolia about promoting the construction of crossborder economic cooperation zones. It is necessary for China to further develop support-ing policies and innovate development patterns, in order to build industrial bases and open portals with distinguished features.
According to Gao, China should seize every chance ofinfrastructure construction during the 13th Five-Year Plan period, and bolster equipment manufacturing export with overseas contracted projects as a forerunner and finan-cial and insurance services as a support. While consolidating traditional trade in services like transportation and tourism, China should en-large emerging services export such as culture, Chinese traditional medicine, software and in- formation service. Following the trend of going global for equipment manufacturing industry, ex-port of other related trade in services like finance, insurance, logistics and maintenance should be increased by promoting the combination between trade in services and that in goods together with outbound investment. Service outsourcing is ex-pected to transform from a passive receiver to an active provider by increasing its technical content and added values.
