
The proposal says that, as required to coordinated development, China will further promote the regional co-ordination, urban-rural integration, and coordinated growth between material and spiritual civilizations, under the guidance of broadening development scope in coordinated development, as well as enhancing the stamina of development in relatively weak fields.
Xu Shaoshi, Director ofNational Devel-opment and Development Commission, stat-ed that there are three prominent problems in coordinated development, namely, first, con-flicts within urban-rural dual structure and dual structure of urban system itself; second, unbalanced regional development among eastern, central and western China; third, asynchronous development level between social civilization together with quality of na-tionals and economic and social development.
He also pointed out that, during the 13th Five-Year Plan period, China will further stick to the overall regional development strategies focusing on four sections, and continue to car-ry forward three strategies based on \"the Belt and Road\", coordinated development of Bei-jing, Tianjin and Hebei Province, and Yangtze River Economic Zone construction.
The overall regional development strategies focusing on four sections are as following: to further fully implement Western Development Strategy, support western area in improving infrastructure construction, bring industries with local advantages into full play, and intensify the effort on ecological environment protection; to give play to the advantages of central China in industry connection and development since central China has the function of connecting the east and the west, and the south and the north; to continue promoting the development of eastern China in institutional innovation, transformational development and coordinated development of the land and the sea; to maintain the guidelines for northeastern old industry base development by deepening the reform, transformation and upgrading with an aim to enhance the economic vitality.
Playing an important role in the 13th Five-Year Plan, three strategies based on \"the Belt and Road\", coordinated development of Beijing, Tianjin and Hebei Province, and Yangtze River Economic Zone construction have gradually become the core of the new round of regional economic integration, which are also significant strategic acts in economic development made by the currentleadership.
As the dominating factor in three strat-egies, \"the Belt and Road\" runs through the eastern, central and western China, bridges countries and regions at home and abroad, and paves the way for development in south-west China. The coordinated development of Beijing, Tianjin and Hebei Province is a model project in city construction and will lead the nationwide city clusters construction. The Yangtze River Economic Zone covers 11 provinces, involving more than 40% national population and GDP, and will surely become a new pillar for China's economy with its unique advantages and huge potentials.
The further implementation of \"the Belt and Road\" will facilitate the product output and production capacity of upstream indus-tries with excess capacities like cement, steel, chemical and so on. Meanwhile, it will be conducive to increase the efficiency of foreign exchange use, boosting a number ofindustries. Depending on five aspects, which are policy communication, facilities connection, smooth trade contacts, financial intermediation and non-governmental exchange respectively, the construction of \"the Belt and Road\" will help to provide new opportunities for enterprises engaging in industries such as transportation, energy, communications, finance, education, medicine, import and export, etc.
It is different functions of Beijing, Tianjin and Hebei Province that can accelerate indus-trial adjustment. Beijing is positioned as the political center, cultural center, international communication center and technical inno-vation center. Tianjin serves as the advanced manufacturing site and RD center, the core area ofinternational shipping in north China, a demonstration zone ofinnovative operation in finance and a pioneer in reform. Hebei Prov-ince acts as an important modern trade and logistics base of China, an experimental zone of industrial transformation and upgrading, a demonstration zone oflate-model urbanization and urban-ruralintegration, as well as a sup-porting area for ecological environment within Beijing, Tianjin and Hebei Province.
Possessing a large economic volume, the Yangtze River Economic Zone has the cov-erage of 11 provinces, and more than 40% of national total in population and GDP. With convenient transportation conditions and rich resources, Yangtze River Economic Zone out-shines in the aspects ofindustries and human resources. It also has a relatively higher city density, 2.16 times the national average densi-ty for cities along the river. By promoting the interaction among eastern, central and western China, and quickening the coordinated devel-opment between regions alongside the sea and the river, Yangtze River Economic Zone will contribute to exert the advantage of provinc-es and cities within the area, and explore the growth potential.
According to Xu Shaoshi, there are 65 countries alongside \"the Belt and Road\" at present, more and more having given response to this strategy and expressed willingness to cooperate under the frame. Xu also noted that the core of coordinated development of Beijing, Tianjin and Hebei Province is to reallocate non-capital functions of Beijing by promoting transportation integration, environmental and industrial development. What's more, the devel-opment strategy for economic circle around the Bohai Sea can also play a complementary role. In addition, primary missions ofYangtze River Economic Zone are to promote the construction of comprehensive three-dimensional transpor-tation corridor, accelerate industrial transforma-tion and upgrading along the river, and enhance the ecological protection ofYangtze River.
Yang Weimin, deputy director of the Office of the Central Leading Group on Fi-nancial and Economic Affairs, stated that in order to cultivate competitive ability and agglomeration effect in the near future, core cities must have complete industrial chain lay-out. According to Yang, China will speed up fostering city clusters in northeast area, central area, midstream ofYangtze River, and Sich-uan Province and Chongqing area. Relying on core cities and regions surrounding them, China hopes to strengthen the elements fiow and functions connection, promote industrial collaboration and functional complementation, build a key economic zone to support and drive China's economic development.
