重慶對“海歸”創業提供專項資金支持

新華社重慶3月17日專電 為繼續鼓勵“海歸”回渝創業，重慶市啟動第三批“留學人員回渝創業支持計劃”，海選優秀創新項目，對于單個重點創業項目最多支持20萬元。

重慶市人力社保局相關負責人介紹，重慶市出臺的“留學人員回渝創業啟動支持計劃”，重點支持具備自主知識產權或發明專利，技術創新性強，具有市場潛力，擁有海外自主創業經驗者。

按照要求，申報項目必須是創新實力強、發展潛力大、市場前景好、有核心競爭力的現代企業。優先支持重慶市重點推進的新型工業化大力發展的電子信息、汽車摩托車、裝備制造、醫藥化工、材料產業、能源產業、消費類制造業等產業；企業法定代表人應為留學回國人員，留學期間原則應獲得碩士以上學位。企業注冊時間不超過五年，申請重點和優秀創業項目的企業注冊資金現金資產不低于20萬元。

據了解，資助項目分重點、優秀和一般三類，一次性分別給予創業支持資金20萬元、10萬元和5萬元，資金將用于企業科研創新和市場開拓，也可用于貸款貼息、人員安置、團隊建設等方面。

一季度重慶市對外投資約43億美元

3月30日，記者從市對外投資和經濟合作企業協會會員大會上獲悉，一季度，我市預計境外設立企業(機構)達341家，對外實際投資額約43億美元，在中西部地區居領先地位。

市外經貿委數據顯示，去年，我市各路資本一共在34個國家和地區有投資。其中，民企對外投資首次全面超越國企，民企實際投資額達6.25億美元，占到了全市對外投資的56.07%。

全球首款工業物聯網SIP芯片在渝誕生

3月26日，重慶郵電大學在市經信委舉辦的2015云博會新聞發布會上，首次展示了全球首款工業物聯網SIP芯片——CY2420S。據悉，該款芯片主要應用于工業自動化設備，幫助生產線實現無線智能化控制。

SIP芯片——CY2420S是一款將信息交互與互聯跟主動控制兩大功能進行集成的芯片(封裝集成芯片)，由重慶郵電大學與臺灣達盛電子股份有限公司聯合研發，尺寸約1厘米，主要應用于工業自動化設備之間的信息交互與互聯，以及與操作主機的遠程主動控制。

韓國ASG進駐重慶美容健康產業基地

3月末，韓國明進ASG株式會社進駐重慶美容健康產業基地簽約儀式在大渡口區政府行政中心舉行。明進ASG株式會社是韓國較有代表性的化妝品生產制造企業，其獨有的生產技術先后獲得韓國、美國、歐洲、日本、中國等11個國家多項專利，更是韓國知名化妝品品牌太平洋、LG的指定生產商。項目建成投產后，重慶市民將更方便地購買到正宗韓國化妝品。

渝新歐客運旅游專列力爭年內試運行

3月20日，記者從市經信委獲悉，今年我市將積極探索開通渝新歐客運旅游專列，力爭年內試運行，使其成為“一帶一路”框架體系下特色旅游的一大通道。

據介紹，渝新歐班列自2011年1月28日開行以來，截至2014年底，已開行233班，其中去程210班，回程23班，居中歐班列第一位，貨物運輸總量達到2萬標箱，貨物運輸周轉量54億噸公里，進出口貿易額68億美元，占整個經阿拉山口進出入境的80%以上，已經成為中歐班列的知名品牌，成為新絲綢之路經濟帶建設的標志性成果和新的亞歐大陸橋。

渝新歐大通道建設今年將有何重要部署？市經信委副主任楊麗瓊介紹，2015年，我市將充分發揮地處“一帶一路”和長江經濟帶戰略節點的區位優勢,進一步提高渝新歐班列運輸能力、服務質量和運行效率，力爭全年開行250班以上，其中去程150班、回程100班。目前，我市正在積極探索開通渝新歐客運旅游專列，力爭年內試運行，使渝新歐不僅有利于貨物運輸、貿易往來，而且還有助于促進沿線各國人文交流，成為“一帶一路”框架體系下特色旅游的一大通道。

為不斷完善渝新歐班列常態運行機制，市經信委將積極開展渝新歐班列承運商全球競爭性談判工作，加大與沿線鐵路公司的談判力度，力爭將渝新歐班列全程運輸價格再降低10%以上。同時，加大與沿線鐵路公司和海關部門協調力度，將渝新歐班列運行時間減少1天以上。

在加強貨源組織方面，今年我市將積極拓展渝新歐班列運輸貨物種類和數量，重點發展國際郵政專用品、汽車整車、汽車零部件、機械裝備、食品飲料、冷鏈產品和醫療器械等貨源，尤其將加大汽車整車貨源的組織，力爭今年達到進出口車通過渝新歐運輸5000輛，到2020年實現5萬輛的進口水平。同時，還將加快完善鐵路口岸和整車口岸建設，大力引進經銷商、物流商，打造口岸經濟，使重慶真正成為貨物的集散地和物流樞紐。

重慶要積極謀劃旅游大項目，加大旅游營銷力度

3月12-13日，重慶市旅游局局長劉旗一行抵達萬州區，調研旅游工作相關情況。劉旗說，要加快重大旅游項目建設，策劃、申報一批旅游大項目，爭取政策和基金支持。同時，還要加快郵輪母港建設，做好水陸空游客聯運的融合，抱團沿江區縣，做活游船短線游與長線游的結合，發揮母港優勢作用。要按照市政府提出的“一心三帶”旅游建設思路，站在渝東北大旅游的高度，圍繞“集散中心”來打造、來謀劃，把萬州旅游平臺的游客輸送給渝東北13個區縣。

市旅游局外籍顧問積極為重慶旅游對外合作牽線搭橋

今年開始，重慶市旅游局陸續選擇聘任外籍顧問為重慶旅游出謀劃策和對外交流牽線搭橋。第一批選擇聘任的澳大利亞和韓國2名外籍顧問開始發揮其影響力和積極作用，分別為促進兩地旅游發展貢獻力量。

市旅游局澳大利亞顧問湯姆·泰特目前擔任黃金海岸市長職務。他經營家族生意長達20年，擔任家族企業首席執行官，其中包括Islander黃金海岸度假酒店。市旅游局韓國顧問宋炳祚，曾在韓國全羅南道長城郡、京畿道安山市和扶安郡政府部門任職，是韓國群長大學教授，目前在重慶第二師范學院任教。

重慶將建西南第一梯 190米高俯瞰巫山十二峰

在游客通過步游道直登神女峰后，巫山縣正在開辟巫山十二峰中最靚麗的山峰——凈壇峰近距離觀賞游。3月20日，該縣旅游局相關人員介紹，建設索道和即將開建西南地區最高的電梯，把藏在深閨中的凈壇峰及神女溪的美景正式展現給中外游客。據介紹，總投資6000萬元的＂西南第一梯＂位于神女溪峽谷中，是由重慶大學專家初設，目前即將開始建設招標。即將動工的神女溪景區電梯為上下2部，其垂直高度為190米，電梯運行高度160米，電梯速度為3米/秒，上下運行時間為60秒，載重1600公斤，每個轎廂載人25人。

A Trial Run of the Chongqing-Xinjiang-Europe Passenger Train Hopefully by the End of this Year

Chongqing Economic and Information Technology Commission disclosed on March 20,2015,the city will proactively explore the launch of the Chongqing-Xinjiang-Europe passenger train and try to make it be run by the end of this year,turning out it to be a gateway of unique tourism in an endeavor to ride on the wave of the Silk Road economic belt and 21st-Century Maritime Silk Road (hereinafter referred to as the “One Belt,One Road”) initiatives.

Is there any significant strategy for the construction of the Chongqing-Xinjiang-Europe gateway this year? According to Madam Yang Liqiong,Vice Director,Chongqing Economic and Information Technology Commission,Chongqing will,in 2015,make full play of its geographic location along the Belt and Road as well as the Yangtze River economic belt to further ameliorate the capacity,service,and operational efficiency of the Chongqing-Xinjiang-Europe train and try its utmost to run 250-plus trains including 150 leaving and 100 returning.At present,the city proactively probes into the launch of Chongqing-Xinjiang-Europe passenger train and tries to make it possible within the year so that the railway is conducive to not only the freight and trade but people-to-people exchange among countries along the Belt and Road,becoming a gateway of unparalleled tourism under the Belt and Road framework.

In order to constantly better its operational mechanism,the commission will actively undertake the global competitive negotiations for the Chongqing-Xinjiang-Europe train,and step up efforts to negotiate with the railway companies along the Belt and Road in an endeavor to cut the whole-range freight rate by another 10 percent.Meanwhile,great efforts will be made to intensify coordination with the railway companies and custom authorities along the Belt and Road in a bid to cut the running time by more than a day.

In geeing up the organization of the source of commodities,Chongqing will vigorously increase the types and quantity of cargoes to be shipped on the train with a focus on international special post articles,automobiles,auto parts,machinery,food ＆ beverage,cold chain products,and medical devices particularly automobiles.An endeavor will be taken to transport,via the route,5,000 imported vehicles this year and 50,000 ones by 2020.At the same time,the city will gear up the construction of the railway port and automobile port and the introduction of distributors and logistics providers to shape port economy so as to make Chongqing a cargo distribution base and logistics hub.

Chongqing to Proactively Plan Significant Tourism Projects and Brace up Marketing

Foreign Advisors of Chongqing Tourism Administration Energetically Act as a Bridge for Cooperation

Mr.Tom Tate,Mayor of Gold Coast,Australia,now acts as an advisor for Chongqing Tourism Administration.Mr.Tate has run his family business for 20 years.Known as a CEO,he manages holiday hotels including Islander on Gold Coast.Korean advisor Song Bingzuo,who successively held the important posts at Jangseong-gun of Jeonnam,Ansan City of Gyeonggi-do,Buan County of Jeollabuk,Korea,is a professor with Chonbuk National University and teaches at Chongqing University of Education now.

Chongqing to Erect No.1 Lift of Southwestern China A Bird’s Eye View of Mt.Wu 12 Peaks from 190 Meters above

Once tourists ascend to the Goddess Peak via the footpath,they are able to take a close look at the Jingtan (literally Holy Altar) Peak,known as the most graceful one among 12 peaks,which the county of Wushan is developing.Wushan Tourism Administration claimed on March 20,2015 that the cableway under construction and the lift to be put up tallest in southwestern China are bound to unfurl the beauty of the Jingtan Peak and Shennuxi (literally Goddess) Gorge to the tourists from home and abroad with an investment of 60 million yuan.It’s said,the lift to be built soon falls into two sections,190 meters tall vertically in totality.Its operational height will reach 160 meters and it takes 60 seconds to run a round trip at a speed of 3 meters/second.Each deck can accommodate 25 persons as it’s capable of holding 1,600 kilograms at a time.

重慶男娶境外女漸增多

涉外婚姻在重慶早已不算新鮮事，統計顯示，重慶男娶境外女逐年增多，重慶妹嫁境外男逐年減少。

娶個洋媳婦，或者嫁個金發郎，這樣的姻緣如今在多數人的傳統印象中，雖已變得平常了，但依然算個新鮮事。重慶的涉外婚姻登記情況如何？記者近日從市婚姻收養登記管理中心了解到，去年的涉外結婚登記量是780對。

“如果和10年前相比，還有一個明顯的變化，就是嫁出去的重慶姑娘越來越少，而娶境外老婆的重慶男子在增多。”該中心有關負責人說。

重慶開始辦理涉外婚姻登記，是在上個世紀90年代初期。那個時候，每年有數千重慶女子嫁出去。從區域來看，男方多為港澳臺人士，老夫少妻現象也很普遍。

“現在，這種情況越來越少了。”市婚姻收養登記管理中心負責人說，近兩年來登記的涉外婚姻，老夫少妻幾乎絕跡，不少都是雙方年齡相仿，而且，港澳臺男士在減少，歐美國家人士在增多。雙方文化程度都明顯提高，很多外籍男士還會講普通話。

除了主體發生變化，走進市婚姻收養登記管理中心的重慶男性有一個共同的特點，就是英語口語非常好，和他們的“洋媳婦”交流起來很順暢。

一位資深婚姻人士告訴記者，他所在的公司平均每月都要舉辦一場涉外婚禮，其中不少是重慶小伙娶洋姑娘的婚慶業務。“這種婚姻，重慶小伙一般都有留洋經歷。”

據外經貿委統計，目前有超過5000名老外在重慶學習、工作和生活。因此，重慶本地男性接觸外國女性的機會也在增多。

中國微車配件產業基地落戶重慶合川

3月21日，中華全國工商業聯合會汽車摩托車配件用品業商會正式將“中國微車配件產業基地”授予重慶合川區東部工業經濟走廊清平鎮。該項目的落地建設將強力助推重慶微車產業升級發展。

“中國微車配件產業基地”項目是合川區繼2010年引進北汽銀翔汽車之后，又一重大綜合性汽車項目，坐落于清平鎮三環下道口，占地約1900余畝，建筑規模約200萬方，總投資65億元。

據悉，該項目預計5年內全部建成，將建成微車配件“產研—商貿—物流—金融—進出口—總部服務”為一體的產業邏輯極強的汽車產城綜合體，其最大的運營亮點是，將打造汽配外貿綜合服務平臺和物聯網供應鏈金融服務平臺，預計此平臺首年貿易額將超過150億元。其現代互聯網商貿成果，將成為全國微配進出口貿易的標桿項目。

大足石刻走進博鰲亞洲論壇

備受全球關注的博鰲亞洲論壇2015年年會于3月26日至29日舉行。3月20日，由大足石刻文化創意投資有限公司向該論壇捐贈的《“一帶一路”之歌》大型雕塑，正式亮相博鰲亞洲論壇酒店(北區)大門口。

《“一帶一路”之歌》雕塑主材為紫銅，表面貼金，雕塑基座為整體花崗巖雕刻，總高3.9米，僅實心的花崗巖底座就重達10噸。由著名雕塑家、清華大學美術學院雕塑系趙萌、董書兵教授設計制作，基座刻石的書法題名由中國書協創會時期的會員、資深書法家馬祝平先生書寫。作品的立意和構思大氣磅礴，象征“一帶”的絲綢與象征“一路”的圓弧相交，寓意經緯天地、古今融合，造福八方。

大足石刻文化創意投資有限公司負責人向天榮說，捐贈《“一帶一路”之歌》大型雕塑，體現了公司今后的戰略布局，那就是要依托“一帶一路”，將大足石刻文化、大足文化創意產業推向世界、推向更開放更智慧更特色的前沿高地。

More Chongqing’s Men Married Foreign Women

Intercultural marriage is no longer something new.Statistics indicated that the number of intercultural marriages between Chongqing’s men and foreign women increased,while marriages between Chongqing’s women and foreign men decreased year on year.

Marrying a foreign wife or husband becomes nothing special in the eyes of most people nowadays.Nevertheless it’s still a piece of news.How about the registration of intercultural marriage in Chongqing? According to Chongqing Marriage ＆ Adoption Registration Administration Center,the number of intercultural marriages arrived at 780 last year.

“There is an obvious change comparing to that ten years ago,the number of Chongqing’s girls marrying foreign men is lesser,whilst growing Chongqing’s men have foreign wives”,said an official in charge of the center.

Dating back to early 1990’s,Chongqing started to offer the registration service of intercultural marriage.Thousands of girls from Chongqing married foreign men every year then.The men were mainly from Hong Kong,Macau,and Taiwan,and even the May-December marriages weren’t unusual.

“The phenomenon gets less and less nowadays”,reiterated the leader.The intercultural marriages registered in recent two years were hardly seen the May-December type as the couples’ages were quite close.Moreover,men from Hong Kong,Macau,and Taiwan dwindled and from the EU and the USA increased.The couples’education was evidently enhanced,and some of men even spoke Chinese mandarin.

Aside from the change,Chongqing’s men who came to the registration administration center have a common denominator i.e.proficient in English and no language barriers with their wives.

An insider of the sector disclosed,the company he worked for would hold a wedding ceremony for an intercultural marriage on a monthly basis,many of which were Chongqing’s boys marrying foreign girls.“In such a marriage,Chongqing’s boys usually studied abroad”.

According to Chongqing Foreign Trade and Economic Relations Commission,5,000-odd foreigners study,work,and live in Chongqing.As a result,opportunities of local men meeting foreign women increased.

China’s Mini Car Parts Industry Base Took Root in Hechuan of Chongqing

The Auto ＆ Motorbike and Parts ＆ Accessories Chamber of Commerce,All-China Federation of Industry and Commerce officially granted “China’s Mini Car Parts Industry Base”to Qingping town along the Eastern Hechuan economic corridor of Chongqing on March 21,2015.The project will give a strong push to the development and upgrading of Chongqing’s mini car industry.

The “China’s Mini Car Parts Industry Base”project was another major milestone of the comprehensive automobile industry at Hechuan after the district allured BAIC Yinxiang in 2010.Located close to an outlet at Qingping of the third ring road,the base covers an area of 1,900-odd mu including a floor area of around 2 million square meters with a total investment of 6.5 billion yuan.

It’s said,the project is expected to be finished building in five years and will turn out to be a complex of automobile industry and city featuring industry ＆ research,commerce,logistics,finance,import ＆ export,and headquarters service,the biggest highlight of which is about the comprehensive service platform of automobile parts for foreign trade and the financial service platform of IOT supply chain.It’s estimated the transaction volume on the platforms will top 15 billion yuan in the first year since it is launched.Its fruits of modern e-commerce will become a benchmark for import and export of mini car parts nationwide.

Dazu Rock Carvings Entered into Bo’ao Forum for Asia

Bo’ao Forum for Asia Annual Conference 2015,drawing the world’s attention,was held between March 26 and 29,2015.Dazu Rock Carvings Cultural ＆ Creative Investment Co.,Ltd donated a large sculpture entitled Song of the Belt and Road to the forum,which was officially unveiled at the gate (North),BFA Hotel.

The Song of the Belt and Road sculpture is made of copper inside and gold outside with 10-ton granite as its base,3.9 meters tall in totality.Designed and sculptured by Professors Zhao Meng and Dong Shubing,Department of Sculpture,Academy of Arts ＆ Design,Tsinghua University,the calligraphy on the base was inscribed by Mr.Ma Zhuping,a founding member of the China Calligraphers Association and a prominent calligrapher.The masterpiece with ingenious creativity and exquisite composition symbolizes integration between the earth and sky as well as the past and present to benefit the universe as the silk denoting the Belt and the arc signifying the Road crosses.
