參加渝洽會絲綢之路沿線國家增多

第十七屆渝洽會于5月15日拉開帷幕。本屆渝洽會客商范圍廣，46個國家（地區）的1600多家跨國公司、6500多家企業（機構）報名參會，特別是絲綢之路沿線國家增多。

今年渝洽會參展參會客商特別是境外團組多，范圍廣，體現重慶國際知名度和影響力不斷擴大。有北京、上海、浙江、江蘇、江西、遼寧、山東、四川等27個省（區、市）、5個副省級城市、美國、英國、匈牙利、加拿大、丹麥、荷蘭、意大利等18個國家（地區）共59個政府代表團報名參會。46個國家（地區）的1600多家跨國公司、6500多家企業（機構）報名參會。其中，世界500強112家，大型央企42家（含19家世界500強）。

值得一提的是，隨著“渝新歐”國際物流貿易大通道上升為國家戰略，俄羅斯、哈薩克斯、白俄羅斯、德國、匈牙利、波蘭和泰國、越南、柬埔寨等“一帶一路”沿線國家非常看好重慶作為“兩帶一路”戰略匯合點的優勢，紛紛來渝參展參會，分享重慶發展商機，不少是第一次參加渝洽會。除美國加州外，加拿大安大略等6省首次來渝推介招商。

重慶拓展與美國加州合作領域

繼與美國加州首府薩克拉門托市簽訂全面經貿戰略合作諒解備忘錄后，市外經貿委以第十七屆渝洽會為契機，進一步拓展與加州合作領域，取得務實成效。

一是加州組團來渝考察。成功邀請加州多名部長和薩克拉門托市長特別代表，率由加州議員、政府官員和企業、商會、大學、公共研究機構代表組成的商貿代表團，在渝洽會期間來渝開展系列訪問、對接和展覽。二是推動雙向投資合作。渝洽會期間，加州代表團在基于重慶云計算中心的基礎設施建立新的數據運營中心、建立冷鏈物流和倉儲中心等方面進行考察。同時，加州代表團還舉辦投資推介會，推出建筑、房地產、酒店開發、商貿流通、包裝、住宅、交通和新能源等領域10個重點項目吸引我市企業投資合作。三是渝洽會專門設立“加州節”。在渝洽會同期舉辦“品味加州-美國加利福尼亞節”，利用保稅港區獲批進口水果口岸平臺，從加州空運新鮮水果、堅果、紅酒等產品在我市展示銷售。

首家韓資銀行進駐重慶

5月6日，記者從重慶銀監局獲悉，友利銀行(中國)有限公司籌建重慶分行的申請獲得中國銀監會批準，即將成為首家進駐重慶的韓資銀行。

韓國友利銀行成立于1899年，是韓國第二大全國性商業銀行和唯一的國有銀行，業務涉及銀行、證券、租賃等各個領域。友利銀行(中國)有限公司成立于2007年，總部設在北京，注冊資本金為24億元人民幣，目前擁有已開業分行8家。針對重慶市場特點，友利銀行重慶分行將開展企業銀行業務、個人銀行業務和外匯業務。

截至目前，重慶已有15家外資銀行分行，其中已開業分行13家。

兩江新區

兩江新區航空產業園規模化生產

重慶通用航空產業正邁出自主制造的重要一步。5月5日，兩江新區航空產業園重慶直投公司旗下直升機生產組裝線建成，5月中下旬實現恩斯特龍直升機的正式組裝，預計產能達到恩斯特龍直升機50架。

據了解，為搶占全球通航市場，兩江新區聯合落戶的重慶直投、兩江航投集團，通過收購、合作等方式，積極參與市場競爭，擴大市場銷售范圍。針對國內市場，則以警用、安監、航拍、農林噴灑、醫療救援、消防等領域為推廣重點，同時著力培養個人市場，尤其是觀光、旅游、租賃、商務等方面，將成為發展的重點。預計2015年，兩江新區航空產業園各項建設形成規模，實現通航關鍵零部件的落地生產，產業形成規模，預計園區實現產值76億，帶動684億上下游產業規模。至2020年預計園區實現產值350億，帶動上千億上下游產業規模。

重慶果園港初具規模已完成建設投資60億元

重慶果園港是我國規劃建設中最大的內河水、鐵、公路聯運港。目前，果園港已完成建設投資60億元，擁有16個泊位的港口主體工程已建成，正在加快推進鐵路及后方物流倉儲區的建設。

果園港建成后將具備“鐵公水”聯運功能，屆時通過進港鐵路專用線,港區將與國家鐵路主干線渝懷鐵路相連，實現“鐵水聯運”，貨物可通過“渝新歐鐵路”直達歐洲。

此外，港區將通過果園立交、疏港東立交等公路通道與周邊高速公路網相連，實現“公水聯運”，可對云、貴、川等周邊省市貨物實現集聚和輻射。

重慶高新區

高新區為傳統物流業植入互聯網基因

依托電子商務和物聯網，高新區正為傳統物流業植入互聯網基因，園區內首個電商物流項目正在緊鑼密鼓籌備中。作為國家級物流樞紐的西部國際涉農物流園區將通過整合電商和物聯網，建設統一的電子商務運營管理平臺，打造千億級現代商貿物流產業集群。

重慶糧食集團將在園區建設“國家臨時儲備糧食競價銷售平臺”，預計2016年建成上線。屆時，全國乃至全球的企業都能在第一時間通過互聯網獲取該平臺關于諸如小麥、大豆、食用油等貨物的基本信息，不必親臨交易現場即可享受線上付款、線下實體配送的服務。大宗糧食交易成本將大大降低，同時交易量也將有效提升。

此外，園區在物聯網建設方面亦有突破。依托重慶公路運輸集團項目，通過在園區建設如4IF平臺（四方信息平臺）、農副產品交易中心、農產品加工配送中心、貨運樞紐中轉配載中心等，實現消費者網上下單、支付，供應商在最短時間對貨物分撥、配送到家的快捷服務。而整個流程都將運用到各平臺的物聯網功能，對貨品、車輛、倉儲空間、集散程度、中轉頻率、配載距離等信息數據進行充分對接和分析，提高服務效率。未來，園區還將通過出臺扶持政策，對園區內汽摩、機電、農副產品等各大專業市場和企業自建電子商務平臺進行補貼，并為各大電商平臺提供統一運營管理服務。

The 17th CCISF opens on May 15, 2014. With a broad coverage of exhibitors, this Fair has received application from over 1600 multinational companies in 46 countries (regions) and 6500 enterprises (institutional), among which a larger number of countries along the Silk Road have signed up.

This year’s CCISF is featured by a wide array of numerous overseas investor delegations, showing the ever-growing international reputation and infl uence of Chongqing. 59 Government delegations from 27 provinces (prefectures and municipalities) such as Beijing, Shanghai, Zhejiang, Jiangsu, Jiangxi, Liaoning, Shandong and Sichuan, 5 sub-provincial cities, 18 countries (regions) such as U.S., U.K., Hungary, Canada, Denmark, Netherlands, and Italy. Over 1600 multinational companies and 6500 enterprises (institutions) from 46 countries (regions) have signed up for this Fair, among which there are 112 World Top 500 Companies and 42 large central enterprises (including 19 World Top 500 Companies)

It should be noted that as the Chongqing-Xinjiang-Europe international logistics trade channel rises to a national strategy, the countries along the “Silk Road economic belt” and “21st Century maritime Silk Road” such as Russia, Kazakhstan, Belarus, Germany, Hungary, Thailand, Vietnam and Cambodia are very upbeat toward Chongqing’s strategic advantage as the juncture of“two belts and one Road “and thus all join this Fair to share development opportunities. Many are fi rst-time participants. Apart from the State of California from United States, 6 provinces including Ontario in Canada also come to Chongqing for the fi rst time to attract investment.

After signing a Comprehensive Economic and Trade Strategic MOU with Sacramento, California, the Chongqing Foreign Trade and Economic Relations Commission strives for tangible results in its cooperation with California on the occasion of the 17th CCISF

First, a Californian delegation will visit Chongqing. Ministers and special representatives of Sacramento Mayor are invited to lead the trade delegation of Californian congressmen, government offi cials, enterprises, chambers of commerce, universities and public research institutions for a series of visits, matchmaking events and exhibitions in Chongqing during the Fair. Second, bilateral investment cooperation will be boosted. During the Fair, the Californian delegation will examine possibilities to establish new data operation centers on the basis of Chongqing Cloud Computing Center, cold chain logistics as well as warehousing centers. Meanwhile, the delegation will hold investment briefi ngs of 10 key projects such as architecture, real estate, hotel development, trade circulation, packaging, residential building and new energy to attract Chongqing companies to cooperate. Third, the Fair specifi cally holds the “Californian Festival”, or“Tasting California: The American Californian Festival” at the same time, which utilizes the approved platform of imported fruits in the bonded port to exhibit and sell fresh fruits, nuts and wine products transported by air from California.

On May 6, it is reported from Chongqing Banking Regulatory Commission (CBRC) that Woori Bank (China) Co., Ltd has been approved to establish a branch in Chongqing by CBRC and it will soon become the first Korean bank in Chongqing.

Founded in 1899, the Korean Woori Bank is the second largest national commercial bank and the only state-owned bank in South Korea, covering various areas in banking, securities and leasing. Set up in 2007 with its headquarter in Beijing with a registered capital of RMB 2.4 billion, Woori Bank (China) Co., Ltd now has eight branches. To address Chongqing market features, the Chongqing Branch of Woori will start corporate banking, personal banking and foreign exchange banking businesses very soon.

So far, 15 foreign banks have established branches in Chongqing, among which 13 have opened for business.

Liangjiang New Area

The Chongqing general aviation is making an important step of indigenous manufacturing. On May 5, it is learnt from Liangjiang New Area that the helicopter production and assembly line under Chongqing General Aviation Industry Group of Aviation Industrial Park, Liangjiang New Area has been built recently and will formally begin Enstrom assembly in middle or late May. It is predicted to produce 50 Enstrom helicopters.

It is known that in order to make an inroad into global general aviation market, Liangjiang New Area will join Chongqing General Aviation Industry Group and Liangjiang Aviation Investment Group to actively engage in market competition and expand market sales through acquisitions and partnerships. To domestic market, besides highlights such as police, safety monitoring, aerial photography, agricultural spray, medical rescue and fi re fi ghting, future efforts will be made to nurture personal markets like sightseeing and tourism, leasing as well as business. It is estimated that by 2015, the Aviation Industrial Park of Liangjiang New Area will take shape in various aspects with production capabilities of key aviation parts. Given scaled industry, the Park will realize a total output of RMB 7.6 billion, which will then activate a potential upstream and downstream value of RMB 68.4 billion. By 2020, the Park is predicted to realize a total output of RMB 35 billion, activating a potential upstream and downstream value of over RMB 100 billion.

Chongqing Orchard Port is the largest water, railway and road joint transportation port in inland river area in the pipeline. At present, the Port has already leveraged a construction investment of RMB 6 billion, completed the main port project with 16 berths and is accelerating railway and rear logistics and warehousing zone construction.

After its final completion, the Port will be equipped with the combined transportation functionality of railway, road and water. By that time, through a specifi c railway line, it will be connected with Chongqing-Huaihua Railway, or a national trunk railway and then reach Europe through Chongqing-Xinjiang-Europe Railway.

In addition, the Port will be joining with surrounding highway networks through Orchard Flyover and East Shugang Flyover, thus realize combined transportation of railway and water as well as gather and distribute cargo in Yunan, Guizhou, Sichuan and other surrounding provinces and cities.

Chongqing Hi-tech Zone

Depending on E-commerce and Internet of Things (IOT), the Hi-tech Zone is implanting the DNA of internet into traditional logistics industry. The first E-commerce logistics project is being intensely phased in. As a national-level logistic hub, the West International Agricultural Logistics Park will integrate E-commerce and IOT to build a uniform E-commerce operation and management platform and fi nally build a modern commercial logistics cluster of over RMB 100 billion.

The National Bidding and Sales Platform of Provisional Grain Reserve, proposed by Chongqing Grain Group will be built in the Park by 2016. By that time, enterprises home and abroad can access basic information of wheat, bean, edible oil and other commodities through internet in no time and enjoy on-line payment and off-line delivery without coming to the transaction site in person. The bulk grain transaction cost, therefore, will be greatly slashed while the transaction volume will rise signifi cantly.

In addition, the Park has breakthroughs in IOT as well. Relying on projects of Chongqing Road Transportation Group, through construction of 4IF platforms, agricultural produce and by-products transaction centers, agricultural produce processing and delivery centers and freight hubs, transit and stowage centers, on-line ordering and payment can be made by consumers and express distribution and delivery can be made by suppliers in the shortest period of time. The whole process makes use of IOT functions in various platforms and raises service effi ciency by fully connecting and analyzing information and data of cargo, vehicle, warehousing space, distribution degree, transit frequency and stowage distance. In the future, the Park will subsidize its major specialized markets like automotive and motorcycle, machinery and electronics, agricultural produce and by-products and self-built E-commerce platforms of the enterprises as well as offer uniform operation management services to major E-commerce platforms.
