摘要:京津冀地區作為我國重要的旅游區域,旅游一體化開發已成為必然,但區域深度開發過程中的障礙因素表明,該區域旅游開發缺乏有效的運行模式。對此,從資源整合、區域旅游板塊共建、“1-2-3”小時交通圈、利益均衡機制、區域協調共生及信息共享平臺等方面,詳細構建了京津冀區域旅游一體化開發的有效運行模式。

The Operational Mode of Tourism Integration Development in Beijing-Tianjin-Hebei Region

Abstract: Beijing-Tianjin-Hebei region is an important tourist area in China. Tourism integration development of Beijing-Tianjin-Hebei region has become an inevitable tendency(yet is faced with) many obstacles in the process of development caused by the lack of effective operating mode. Therefore, some effective operating modes are constructed for the integrated development of regional tourism in Beijing-Tianjin-Hebei region from the following aspects: integration of regional tourism resources, construction of regional tourism board, traffic circle construction, interest balance mechanism, regional harmonious coexistence and information sharing platform.

1 京津冀地區域旅游一體化的提出
區域旅游一體化是當今世界旅游業發展的客觀要求,也是促進區域旅游業發展的必由之路。區域旅游一體化將區域內的旅游資源進行一體化整合,滿足區域內各方的旅游利益,同時有效推進區域內的旅游效益的增長[1]。
區域旅游一體化的運行模式是推動區域旅游發展的重要機制。近年來,“長三角”、“珠三角”等地區通過不斷對區域內旅游資源整合,形成一體化運行模式,有效地促進了區域旅游業的不斷發展。一體化運行模式的開發中起了先鋒帶頭作用的是長江三角洲區域,“長三角”打破行政界限,形成“長三角”無障礙旅游區,實現了資源共享、優勢互補,帶動了區域整體的旅游業發展。
京津冀是我國旅游資源相當豐富的地區,京、津、冀三地地緣相近,旅游資源各具特色、互補性極強,區域一體化合作與開發是這一區域旅游業發展的趨勢。而京津冀區域的旅游合作,發展歷史由來已久,但進展稍慢。……
