檔案異構數據庫整合中涉及的數字版權保護問題

摘 要：對檔案異構數據庫資源進行整合，其主要對象是館藏數字化資源和接收現有電子檔案資源，而館藏檔案數字化和現有檔案電子化涉及的數字版權保護問題較為突出。通過分析數字版權保護在檔案異構數據庫整合中所發揮的積極作用，進而闡述檔案異構數據庫整合中所涉及的數字版權保護問題，最后，根據檔案工作實際情況提出解決數字版權問題的具體措施。

Abstract：The object of the archive heterogeneous database integration，which is the existing and receiving digital resources， and the digital copyright protection of the existing and receiving digital resource has become more and more prominent.Then on this paper， first of all，the author have analyzed the positive role which the digital copyright protection has played on the archive heterogeneous database integration， then I have expounded the digital copyright protection problems which the archive heterogeneous database integration has mentioned. Finally， I have brought forward the measures based on the archive actual situation which can solve the digital copyright protection.

在對檔案異構數據庫資源進行整合的過程中，由于整合是對館藏數字化資源和接收現有電子檔案資源進行的，經過對館藏檔案信息資源數字化和現有檔案電子化這兩種模式來加強檔案數據庫建設，檔案數據庫成為當今檔案信息資源建設的重要橋梁。而館藏檔案數字化和現有檔案電子化涉及的數字版權保護問題也較為突出，及時研究解決檔案異構數據庫資源整合中的法律及其保護問題，具有重要的意義。

1 數字版權保護的積極作用

1.1 促進現代檔案工作理論的發展和完善。數字版權保護是一個動態的概念，尤其在信息化進程中，隨著多種高新科技的影響，版權保護也在不斷發展。加強對檔案異構數據庫資源整合中數字版權問題保護的研究，是檔案工作理論得以發展和完善的基礎條件，能為檔案部門實現檔案信息資源共享創造有利條件，檔案信息資源共享的實現，利用了現代的網絡技術、數字技術、多媒體技術，依托國家信息高速公路，以網絡傳輸為主要工作手段。……
