“對重慶，從來沒感到過陌生”
——訪匈牙利共和國駐重慶總領(lǐng)事館臨時(shí)代辦南英杰

記者：你在中國待了有8年的時(shí)間，這期間是否來過重慶，對重慶有什么印象？

南英杰：是的。我在中國一共待了8年的時(shí)間。1988年—1992年在北京的芳草地小學(xué)學(xué)習(xí)，因?yàn)楫?dāng)時(shí)我父親在匈牙利大使館工作，所以有機(jī)會(huì)來到中國學(xué)習(xí)。在中國讀小學(xué)對我的漢語學(xué)習(xí)有著非常大的幫助?；氐叫傺览院笪乙惨恢痹趫?jiān)持學(xué)習(xí)中文，在羅蘭大學(xué)學(xué)習(xí)時(shí)也是就讀的中文專業(yè)。大學(xué)畢業(yè)以后就到匈牙利外交部亞太司中國組工作。

2007年1月份正式到匈牙利駐華大使館 擔(dān)任新聞官的工作，到現(xiàn)在有3年多的時(shí)間，直到今年才被調(diào)來重慶負(fù)責(zé)這邊的工作。

我在北京工作期間沒有來過重慶，但在2009年不管在任何地方，不管是中國的報(bào)紙、網(wǎng)絡(luò)、廣播，還是外國的BBC、CNN都能看到有關(guān)重慶打黑的消息。做為經(jīng)常和媒體打交道的新聞官員，我也看到過重慶打黑和建設(shè)五個(gè)重慶的報(bào)道，并在其它一些場合看到過重慶的宣傳材料，通過這些途徑我能感覺到重慶是一個(gè)很有魅力的城市，雖然之前沒來過重慶，但是對這里我從來都沒感到陌生。

記者：您來重慶已經(jīng)有一段時(shí)間了，請談一談在重慶的感受，喜歡重慶嗎？

南英杰：我是1月25號到達(dá)重慶，到現(xiàn)在有幾個(gè)月的時(shí)間了，對重慶也有了進(jìn)一步的了解，并且也慢慢的喜歡上了這座有著幾千年歷史的現(xiàn)代都市。

初到重慶讓我感觸比較深的有三個(gè)方面。第一，重慶的綠化特別好，走到哪里都是綠色的。在我走下飛機(jī)的瞬間，綠色的樹木，美麗的花草頓時(shí)映入我的眼簾，讓我對這座神奇的城市充滿了好感。第二，重慶人多、車多、街窄，走到哪里都特別熱鬧。第三，就是在語言方面有點(diǎn)不是特別適應(yīng)。剛來重慶對當(dāng)?shù)胤窖赃€有些聽不懂，并且在說普通話方面也跟其他地方有點(diǎn)差異。不過現(xiàn)在我也正在學(xué)習(xí)“重慶普通話”，爭取早點(diǎn)融入到重慶人的生活當(dāng)中。

記者：是什么吸引匈牙利政府來重慶設(shè)立總領(lǐng)事館？總領(lǐng)館的設(shè)立又能給重慶市民帶來哪些便利？

南英杰：在2月4日匈牙利共和國駐重慶總領(lǐng)事館開館之時(shí)，匈牙利外長鮑拉日·彼得就說過，之所以選擇在重慶設(shè)館，是因?yàn)樾傺览麑χ貞c的經(jīng)濟(jì)發(fā)展有著強(qiáng)烈興趣，相信重慶未來有許多潛在的機(jī)遇。

匈牙利既是歐盟成員國又是申根成員國，不管在哪個(gè)城市設(shè)立領(lǐng)事館都能帶來很多好處。駐重慶總領(lǐng)館的工作室裝修完畢后就會(huì)開始在重慶發(fā)放申根簽證，這對于那些對歐洲有著濃厚興趣的重慶市民來說有著非常大的幫助和便利。

記者：匈牙利共和國總領(lǐng)館剛剛在重慶設(shè)立，總領(lǐng)事館在重慶與匈牙利的經(jīng)濟(jì)、政治、文化、教育的溝通與交流中將扮演什么角色，具體有哪些工作計(jì)劃？

南英杰：匈牙利共和國總領(lǐng)事館在重慶與匈牙利的交往中主要起著牽線搭橋的作用， 通過我們讓雙方加強(qiáng)了解。2月4日匈牙利外長訪問重慶時(shí)總領(lǐng)事館就舉行了開館儀式，總領(lǐng)館工作的第一部分也就結(jié)束了。第二部我們工作的重點(diǎn)就是要完成總領(lǐng)館的裝修工作，因?yàn)橹挥邪压ぷ鞯沫h(huán)境準(zhǔn)備好了，其它各環(huán)節(jié)的工作才能更好的開展。

記者：據(jù)悉，到現(xiàn)在為止還沒有重慶企業(yè)到匈牙利投資，您會(huì)在重慶企業(yè)到匈牙利投資方面做出哪些努力？

南英杰：中國西南部與歐洲中東部之間的交流發(fā)展并不多，應(yīng)該加強(qiáng)雙方的交流。而這也正是總領(lǐng)館在中國西南部設(shè)立的原因之一。

記者：匈牙利一直在采取各種有效措施優(yōu)化投資環(huán)境，所以匈牙利也是中東歐地區(qū)人均吸引外資最多的國家之一，能不能介紹一下匈牙利的投資環(huán)境，相對其他歐洲國家匈牙利又有哪些優(yōu)勢？

南英杰：匈牙利地處歐洲中部，交通便利就是最好的投資環(huán)境和最大的優(yōu)勢。從匈牙利到波蘭港口、地中海港口、黑海港口，乘坐火車均只需要幾個(gè)小時(shí)便可到達(dá)，如果乘坐飛機(jī)，2個(gè)小時(shí)之內(nèi)可以到達(dá)歐洲的任何地方。

如果中國企業(yè)想在歐洲建立物流中心或者是大型倉庫，那么匈牙利肯定是首選。匈牙利的對華政策里面還包括很多對中國商人的優(yōu)惠政策，所以也歡迎重慶的企業(yè)到匈牙利投資。

記者：匈牙利的旅游資源豐富，是世界上最吸引人的15個(gè)國家之一，請介紹一下匈牙利的旅游情況，有哪些景點(diǎn)要推薦給重慶市民？

南英杰：匈牙利的國土面積雖然不大，但卻是個(gè)旅游大國。坐落在多瑙河畔的首都布達(dá)佩斯是歐洲著名的古城，風(fēng)光無限，有“多瑙河上的明珠”之美譽(yù)。歐洲最大的淡水湖巴拉頓湖也是吸引大批游客的一個(gè)亮點(diǎn)。另外，匈牙利的葡萄美酒也為這個(gè)國家增光添彩，以其歷史悠久、酒味醇香聞名于世。

匈牙利的醫(yī)療溫泉在世界上也是比較著名的，在匈牙利幾乎在任何地方，只要往地下鉆孔，總是會(huì)發(fā)現(xiàn)溫泉泉源。

記者：現(xiàn)在匈牙利的中國留學(xué)生多嗎？如果市民想去留學(xué)需要具備什么條件，申根簽證辦理會(huì)不會(huì)很復(fù)雜？

南英杰：現(xiàn)在匈牙利大概有2萬多華人，中東歐最大的華人團(tuán)體也在布達(dá)佩斯，但在匈牙利留學(xué)的中國留學(xué)生還不夠多。

對于去匈牙利留學(xué)的條件也沒有什么特別的要求，和其它申根國家是一樣的。匈牙利有1000多萬人口，獲得諾貝爾獎(jiǎng)的就有14個(gè)，人均獲諾貝爾獎(jiǎng)的比例在世界上是最高的，由此也可以反映出匈牙利的教育系統(tǒng)是非常完善的，所以非常歡迎重慶的學(xué)生到匈牙利去學(xué)習(xí)。

因?yàn)樾傺览巧旮蓡T國，申根簽證的辦理已經(jīng)不只是匈牙利內(nèi)部的事務(wù)，它也涉及到其它申根成員國的利益問題，所以在 手續(xù)辦理上要多一點(diǎn)，但是并不是很麻煩，并且拿到簽證以后帶來的好處也將更多，比如持有申根簽證的個(gè)人可以到其他申根成員國去旅游而不需要另外申請簽證，這將給簽證持有人帶來巨大的便利。

M ik lós:Yea, I used to stud y in Beijing Fang caod i p rim a ry schoo l du ring 1988-1992. At tha t tim e m y fa the r wo rked in the Hunga rian Em bassy, so I had the op po rtunity to com e to China to stud y, and stud ying in Chinese p rim a ry schoo l was rea lly he lp fu l fo r m y Chinese. Afte r I wen t back to Hunga ry I still kep t lea rning Chinese, m y m a jo r was a lso Chinese when I stud ied a t the Ro land Un ive rsity.

It has been th ree yea rs since I o ffic ia lly wo rked in Hunga rian Em bassy in Beijing in Janua ry 2007. I se rved as p ress o ffice r a t the em bassy un til this yea r when I was trans fe rred to Chongq ing to wo rk he re. I neve r visited to Chongq ing be fo re, bu t I a lways hea rd abou t the gove rnm en t c racking down Chongq ing’s m a fia g roup from new spape rs and the In te rne t, b road cast, BBC, and CNN in 2009. As a p ress o ffice r, I've wa tched abou t the construc tion o f five Chongq ing on TV and read o the r p rom o tiona l m a te ria ls abou t Chongq ing. I can fee l Chongq ing is a ve ry a ttrac tive and beau tifu l c ity, a lthough I neve r cam e he re be fo re, the re fo re, I neve r fe lt un fam ilia r because I knew wha t was go ing on.

Jou rna list: You’ve been in Chongq ing fo r a w h ile, how is you r fee ling abou t Chongq ing?

M ik lós:I a rrived in Chongq ing in Janua ry 25, which I fina lly received a be tte r unde rstand ing o f this c ity; I sta rted to fa ll in love w ith this histo rica l and m ode rn c ity. First, the land scap ing o f Chongq ing is p a rtic u la rly good, eve rywhe re is g reen. Second, Chongq ing is rea lly busy, m any peop le, ca rs and na rrow stree ts. Third, I’m no t used to the loca l d ia lec t ye t, bu t now I am beg inning to lea rn "Chongq ing Pu tonghua" so I c an in teg ra te in to the lives o f Chongq ing p eop le.

M ik lós:The reason why we chose Chongq ing is the econom ic deve lopm en t o f Chongq ing, Hunga ry showed a strong in te rest in Chongq ing, we be lieve the re a re m any po ten tia l op po rtunities in the fu tu re. Hunga ry is the m em be r coun try o f the EU, a lso it is the Schengen Mem be r Sta te. Afte r the renova tion o f Consu la te Gene ra l was com p le ted we w ill sta rt issu ing Schengen visas in Chongq ing, wh ich w ill be o f g rea t he lp and convenience fo r those who have in te rest in Eu ropean coun tries in Chongq ing.

Ou r Consu la te Gene ra l in Chongq ing he ld the open ing ce rem ony when the Hunga rian fo reign m iniste r visited Chongq ing on Feb rua ry 4, wh ich is the first pa rt o f ou r wo rk. Second is the renova tion wo rk o f the Consu la te Gene ra l, on ly the wo rking environm en t is read y, and then we can ca rry ou t the wo rk be tte r.

M ik lós:The comm unica tion be tween the Cen tra l and Easte rn Eu rope and Sou thwest o f China is no t m uch, we shou ld streng then the b ila te ra l exchanges. This is exac tly why we se tup the Consu la te-Gene ra l in sou thwest o f China.

M ik lós:Hunga ry is loca ted in cen tra l Eu rope, conven ien t transp o rta tion is the best inves tm en t environm en t and the b iggest ad van tage. If Chinese com pan ies wan ted to bu ild a log istics cen te r o r a la rge-sca le wa rehouse in Eu rope, then Hunga ry wou ld de finite ly be the best choice.

The Hunga rian g rape w ine is a lso fam ous as its long histo ry and the in toxica ting w ine frag rance. Hunga ry's hea lth spa is we ll-known in the wo rld. In Hunga ry, a lm ost anywhe re, as long as you a re d rilling in the unde rg round, you w ill a lways find the sou rce o f ho t sp rings.

Hunga ry has m o re than 10 m illion p eop le, the re a re 14 Nobe l Prize w inne rs, pe r cap ita ra tio o f the Nobe l Prize is the highest in the wo rld, which show s Hunga ry's educa tion system is ve ry pe rfec t. Chongq ing studen ts a re ve ry we lcom e to stud y in Hunga ry.

Since Hunga ry is the Schengen Mem be r Sta te, Schengen visa is no longe r just an in te rna l a ffair o f Hunga ry, it is a lso invo lved to the in te rests o f o the r Schengen m em be r sta tes, so the fo rm a lities w ill be m o re bu t no t too com p lica ted, and the bene fits w ill be m o re a fte r ob ta ined the visa, such as the Schengen visa ho lde rs can go to o the r Schengen m em be r sta tes w ithou t ap p lying fo r ano the r visa, which w ill be a huge convenience fo r visa ho lde rs.
