機構知識庫：再造學術出版消費流程

〔摘 要〕傳統(tǒng)的學術出版流程，尤其是傳統(tǒng)的學術期刊出版流程，已經在某種程度上制約了學術思想的快速流動，不能適應當前的發(fā)展要求。機構知識庫(IR)是近年發(fā)展起來的補充甚至取代傳統(tǒng)學術出版的有效工具。本文從分析傳統(tǒng)學術出版流程的弊病入手，構建了一個以機構知識庫為核心的新型的學術出版流程，提出了幾點在高校實施機構知識庫的構想。

〔Ａｂｓｔｒａｃｔ〕Conventional periodical publication process is based on paper print，cannot still accommodate the rapid developmental demand of academic communication.Institutional repositories(IR)are developed for reinforcing even replacing the conventional publication.The paper pointed out the disadvantages of conventional publication process and developed a new academic publication process based on IR，then gave out some advice for implementing IR in universities.

傳統(tǒng)學術出版流程，尤其是傳統(tǒng)學術期刊出版流程，以紙質印刷物為載體，出版周期長，傳播慢，內容展示形式單一，已經在某種程度上制約了學術思想交流，不能適應當前科學技術快速發(fā)展的要求。新近發(fā)展起來的機構知識庫，具有以電子出版為載體、出版周期短、不受篇幅限制、可以擁有作者與讀者互動功能等特點，可能成為補充甚至取代傳統(tǒng)學術出版的有效工具。隨著電子出版技術日益成熟，針對傳統(tǒng)學術出版流程的弊病，人們提出了以機構知識庫系統(tǒng)為中心的電子出版模式。

１ 傳統(tǒng)學術出版消費流程及其弊病

１.１ 傳統(tǒng)學術出版消費流程

以目前在學術交流中占重要地位的學術期刊為例，其出版消費流程見圖１。

（１）屬于大學或者其他研究機構的作者撰寫論文，提交給期刊編輯部；

（２）編輯部邀請專家組織審稿，做出錄用、修改、或退稿處理；

（３）期刊出版、發(fā)行；

（４）機構或者讀者購買和使用期刊。……
