On May 12, the Second Congress of the China-EU Association (CEUA) was held in Beijing. Chen Haosu, president of the CEUA and the CPAFFC, council members and representatives of group members of the CEUA from all circles of society, totaling nearly 160, attended the congress presided over by Vice President Li Jianping.
The Congress consists of a plenary session and a council meeting. President Chen Haosu made a work report on the plenary session, in which he made an analysis of the current situations and looked into the prospect of China-EU relations. In the report he reviewed the progress of various work of the CEUA and its activities held in the past six years. The report affirmed all the efforts made by the CEUA to enhance social recognition, perfect its rules and regulations and working mechanism, establish project platforms for promoting substantial exchanges and cooperation, and proposed the framework of work for its second council. He Jifeng, director general of the Department of European and Asian Affairs of the CPAFFC, briefed on the re-election of the second council of the CEUA and put forth for examination by the congress the name lists of members of the second CEUA council and candidateleaders of the second council, the draft of the amended CEUA Statutes and the regulation on the handling of financial support received from society. The work report by the president and the draft of the amended CEUA Statutes were approved at the plenary session.
At the second council meeting, the new leadership of the CEUA was elected. He Luli, former vice chairperson of the NPC Standing Committee, was the honorary president of the CEUA; Chen Haosu, president of the CPAFFC, was elected president; Li Xiaolin, Li Jianping, Wang Hongjian, Zhou Hong, Lan Weiban, Zheng Quan, Hao Ping, Feng Jun, Shu Xiaofeng, Wu Zhenmian and Meng Xiaosu vice presidents, and He Jifeng secretary general. The Regulation on Handling Financial Support CEUA Receives from Society was approved at the meeting. Secretary General He Jifeng, in his briefing on the work plan of the second council, proposed to better use various resources, improve the structure of the organization, open up new sources of financial support for holding activities, strengthen construction of working units, establish, if possible, the system of holding annual meeting so as to upgrade the CEUAs function, expand its influence in society, keep close communication with the EU and the institutions of EU members in China. The work plan got favourable response from the council members and was thoroughly discussed at the meeting. They put forward a lot of ideas and suggestions on direction, contents and forms of future work.
In the evening, a reception was held to celebrate the success of the council meeting. Present were He Luli, honorary president of the CEUA, Chen Haosu, president of the CEUA, Dr. Michael Pulch, deputy head of the Delegation of the European Commision to China, French and Romanian ambassadors, diplomats from embassies of Spain, Czech, Greece, Lithuania, Slovenia, Ireland, Bulgaria, Malta, Cyprus, Latvia, Hungary and Estonia, and vice presidents and council members of the CEUA. He Luli, Dr. Michael Pulch and Chen Haosu made speeches at the reception.
