對城建檔案工作核心價值的思考

摘 要：本文提出城建檔案工作是城市建設發(fā)展現(xiàn)實需要的產物，城建檔案信息是城市建設可持續(xù)發(fā)展的戰(zhàn)略性資源，城建檔案工作是提升城市建設品位的重要保證，城建檔案工作是城市建設事業(yè)的重要組成部分等觀點，對當前城建檔案工作改革和創(chuàng)新有一定借鑒意義。

Abstract：This article proposes that the urban construction archives work is the result of the reality of city construction and development needs， the urban construction archives information is the strategic resources of the urban construction sustainable development， the urban construction archives work is an important insurance to promote the urban construction grade， and the urban construction archives work is an important component of urban construction career，which is of certain reference meaning to nowadays urban construction archives work's reform and innovation.

我國城建檔案工作起步較晚，但發(fā)展非常快。目前，全國660多個設市城市中已建立了500多個城建檔案館，區(qū)（縣）城建檔案室達到了1000多個，館藏量在4000萬卷以上；僅1998年至2004年就提供查閱利用150萬人次，產生可測算經濟效益7億元[1]。城建檔案工作從對象上講屬檔案范疇，從程序上講又屬建設行政領域，它的實踐和發(fā)展既突破了經典的檔案理論體系，尤其是全宗理論的思想，又為傳統(tǒng)的檔案理論帶來了新的內容、新的實踐和新的發(fā)展，并成為了中國特色檔案事業(yè)的重要組成部分。目前，我國城建檔案工作主要存在著三個方面的問題，一是發(fā)展不平衡性。各城市無論投資規(guī)模、館舍規(guī)模、隊伍建設、現(xiàn)代化建設，還是所取得的成績方面相差都很大，存在著明顯的地區(qū)差異。二是發(fā)展的不穩(wěn)定性。即使是同一個地區(qū)、甚至同一個城市，不同的時期，發(fā)展速度很不平衡，有時很快，有時很慢，甚至是停滯不前。三是發(fā)展的多樣性。各地的發(fā)展思路、發(fā)展模式、工作內容和體制結構等許多重要方面都存在著很大差異，產生了許多爭議，甚至產生了一些迷茫和困惑。……
