信息化背景下對我國城市總體規(guī)劃的反思

摘要：文章分析了目前總體規(guī)劃在信息化背景下存在的問題，并進(jìn)一步研究信息化影響下總體規(guī)劃在城市功能布局、城市空間、城市職能和城市產(chǎn)業(yè)結(jié)構(gòu)方面的變化。最后從總體規(guī)劃的空間布局原則、總體規(guī)劃與社會經(jīng)濟(jì)發(fā)展相結(jié)合、總體規(guī)劃的技術(shù)經(jīng)濟(jì)指標(biāo)體系、利用信息技術(shù)提高總體規(guī)劃的設(shè)計(jì)水平等方面討論了信息化背景下的城市總體規(guī)劃。

Abstract: Urbanization and suburbanization processes have been deeply influenced by information technology， especially Internet technology. And its influences on urban function and special structure have been widely discussed by social scholars， architectures， urban geographers， and so on. In our country， the information technology has been greatly improved， but the research on urban master planning ininformation era has been limited on very narrow field. This paper discusses the problems urban master planning faced in information era， it also discusses the Internetinfluences on urban function design ， urban space， urban function development and urban industrial structure. Based on above analysis， it also puts forward some ideas on urban master planning in information era: reforming urban function design principle， combination of the master planning and the social economic development， reforming master planning economic index system and utilizing information technology to improve efficiency of master urban planning.

1引言

在信息革命浪潮的推動下，信息及其網(wǎng)絡(luò)已滲透到城市生產(chǎn)、生活、交通和游憩等各個(gè)領(lǐng)域中。工業(yè)經(jīng)濟(jì)時(shí)代的城市功能和結(jié)構(gòu)，在進(jìn)入信息時(shí)代后將發(fā)生根本性的改變。面對與以往大不相同的信息化城市，有關(guān)城市的所有理論和實(shí)踐成果都需要重新研究和論證。信息化帶來的城市功能和結(jié)構(gòu)的變化、城市空間和城市職能的變化直接反映在城市的土地使用模式上，而土地利用規(guī)劃是總體規(guī)劃的重點(diǎn)內(nèi)容之一。在信息化影響下，傳統(tǒng)城市總體規(guī)劃出現(xiàn)了滯后反應(yīng)，同時(shí)面臨著挑戰(zhàn)和機(jī)遇。

2現(xiàn)行城市總體規(guī)劃的滯后響應(yīng)

我國城市規(guī)劃發(fā)展時(shí)間短，發(fā)展過程曲折，面對信息化背景下日新月異的城市發(fā)展形勢，城市總體規(guī)劃顯得不夠適應(yīng)，總體規(guī)劃被突破、被改變、被違反的現(xiàn)象屢見不鮮，在市場行為的作用下顯得十分軟弱。……
