Middle Zone: The Context, Narrative and Negotiation Mechanism ofMediated Governance

Abstract: In modern society,the media not only reconstructs the public relations of social interaction, but also is deeply embedded in various links of social governance,and constructs a“ middle zone” among social governance, public relations and individual life. As a new media scene,the“middle zone” is becoming a new way of social narrative. Social narratives are increasingly showing trends such as immediacy, individualization, chatinization and transparency due to media intervention. These evolutionary trends jointly construct the “instant narrative” paradigm.Research shows that“ instant narrative” has become an important social interaction mechanism in the media era through the dialogue space of“individual voice” and the meaning space of“self-involvement”.Together with the“middle zone”,it has reshaped the social govermance and interaction mechanism in the media era.The mediated social consultation mechanism formed by the internal and external synergy of the two not only embeds social governance in allaspects of social life,but also makes social governance a kind of“universal morality” in daily life.

“深圳衛健委”公眾號的成功崛起引發了對政務新媒體在社會治理中角色的重新思考。作為政務新媒體的典型代表,“深圳衛健委”不僅突破了傳統政務的地域和職能邊界,還通過媒介化手段實現了與公眾的深度互動]。需要指出的是,“深圳衛健委”“廣州公安”“上海發布\"等政務新媒體通過媒介化手段重構政務服務情境、推動社會治理轉型,這一方式既貼近公眾需求,又將政務融人日常社會交往,然而此類成功尚未普及,多數政務新媒體賬號仍停留在服務窗口層面,未充分運用媒介化思維實現治理轉型。究其原因在于多數政務新媒體賬號由第三方機構托管,并未完全掌控政務社會治理資源,因而難以代表政府公共治理的全面轉型。
“深圳衛健委”等政務新媒體開展的媒介化治理,雖是社會治理媒介化的有益嘗試,但也面臨諸多挑戰。一方面,媒介化邏輯在政務機構與服務對象之間形成的“中間地帶”,為公共服務開辟了一個“中介化”的協商空間。這種協商與緩沖有助于化解治理矛盾,是政府部門和機構選擇入駐社交媒體的關鍵因素。另一方面,公眾在這個“中間地帶”,會根據自身需求選擇虛擬空間的服務方式,推動社會治理逐步趨向自我治理,可能引發公共價值虛化和公共準則去中心化。
除“中間地帶”外,“即時敘事”亦是媒介化治理的重要特征,對社會治理產生了深遠影響。“中間地帶”“即時敘事”不僅改變了社會治理的空間和方式,更重塑了社會治理的微觀基礎和協商機制[2]123。……
