九江：打造旅游警務新范式

九江，江西的“北大門，這座被譽為“天下眉目之地”的千年古城，地處萬里長江、千里京九、百里鄱陽湖的交匯處，以2200年的文明積淀與壯闊的山水畫卷，向世界展開懷抱。廬山雄峙、長江奔涌、鄱湖浩瀚，千年文脈與壯麗山水在此交融，吸引著國內外游客紛至沓來。

九江公安以“環境好、警情少、服務優、矛盾不出景區”的旅游警務新范式，為全球游客筑牢安全屏障。

快警護衛廬山

在云霧繚繞的廬山之巔，廬山市公安局將旅游警務深度融入5A級景區管理與世界遺產保護。

20年前，廬山牯嶺鎮百戶居民敲鑼打鼓為云中派出所送來的“警察楷模”牌匾現在依然掛在廬山市公安局云中派出所的二樓，這不僅是對當時民警工作的認可，更成為一代代廬山公安人的精神傳承。

“旅游安全就是我們廬山公安的晴雨表。”廬山市公安局云中派出所所長陳椿胺說，這句話道出了全體民警的堅守。2025年1月10日，作為九江公安第一批城市快警試點之一，廬山快警中隊正式成立。這支高效響應的隊伍，是社會面巡邏防控的中堅，是應急處突的尖刀，更是快速反應的先鋒。

2025年2月22日，一名外籍游客誤訂了不能接待外賓的民宿，因語言不通和登記困難陷入困境。接到求助后，快警隊員迅速趕到，用流利英語溝通，聯動出入境管理部門，高效解決了住宿難題。“Thankyouverymuch！Chinesepolicemenareall very good！（非常感謝！中國警察真棒！）”，外籍游客發出了由衷的贊嘆。

快速到達現場只是第一步，妥善處置才是關鍵。為化解群眾間的“小摩擦”“小糾紛”“小矛盾”，云中派出所構建起多元調解機制。以“庭所銜接”“民調入所”“律師進所”為基礎，劃分13個“警格”，與“網格”雙頻互動，探索出“云閃調”工作法。2024年10月6日，兩個香港旅游團因排隊乘車發生糾紛，情緒激動。民警啟動“云閃調”，通過“筆 + 手勢”交流，歷時3小時、3頁紙的說理，成功化解矛盾，保障了游客后續行程的順利。

“要讓游客高高興興上山，不留遺憾回家。”陳椿胺說。為此，云中派出所建立“公安 + 職能部門 + 旅游仲裁”大聯動機制，推行“調解 + 仲裁”同步、“預賠制”先行的模式。當地政府每年30萬元專項資金保障，配合跟蹤回訪，確保矛盾糾紛及時化解。年均300余起糾紛調處，超 98% 的成功率與滿意率，正是廬山公安守護游客平安的有力證明。

2025年，廬山景區成立了廬山移民事務服務中心，在廬山交通索道下站售票大廳旁，裝飾新穎的廬山移民事務服務中心大廳成為了人境游客們眼中便捷、高效的旅游服務新坐標。美國游客喬納森·莫瑞森暑假隨親屬來廬山旅游，他說：“我在辦理境外人員臨時人住登記手續時，廬山移民事務服務中心的民警非常地樂于助人，他們指引我在指定地點辦理注冊手續，并且詳細講解了需要完成的步驟，他們很熱心，給我提供了便捷的服務，這樣的旅游體驗太好了。”

在廬山移民事務服務中心，前臺陳列了英語等多種語言版本的入境旅游指南，詳細地展示了人境游政策、廬山旅游路線推薦等服務信息，每位人境游客都能便捷地獲取出行所需資訊；布設了中英雙語ATM機、支付咨詢服務平臺及配有多種語言的境外游客售取票機等現代化旅游服務設施，多次為人境游客提供了居留旅行服務、手機支付、文旅導覽、手機通訊等“一站式”便捷服務，持續優化了人境游客在廬山的旅游體驗，向入境游的賓客們呈現了充滿煙火氣、人情味、文化韻、科技感和國際范兒的廬山。

單車巡邏西海

廬山西海，位于中國長江中下游九江市境內，是一處集國家5A級景區、國家水利風景區、國家森林公園、亞洲最大土壩水庫、全國佛教樣板叢林于一體的山岳湖泊型特大景區。它由亞洲第一大土壩柘林大壩截江西五大水系之一的修河而成，水域面積308平方公里，8000多個島嶼，星羅棋布。

夢生山碼頭堤岸上，兩名騎著單車的民警迎面而來民警李云峰介紹說，他們使用的是配有滅火器、車載儲物箱等裝備的新式警用自行車，每天要沿著湖區開展巡邏。各類宣傳資料、便民聯系卡、派出所問卷調查、人員信息采集表、戶籍辦理材料表、矛盾糾紛排查表這些都是廬山西海分局“單車警務”車載儲物箱里的“家當”，民警隨車帶著這些“家當”，為景區附近的居民送去了暖心便民服務，也可以隨時停車，接受游客的詢問和求助。

單車巡邏是九江市公安局廬山西海公安局立足景區特色，積極探索創新，推出一系列行之有效的旅游警務措施，湖光山色之間，騎行巡邏成為了一道獨特的風景線。

夜色下的柘林老鎮傳來了一陣清脆的車鈴聲，石板路上民警余少東和同事一起開始了單車夜間巡邏。“見警察、見警車、見警燈”，絢爛的霓虹與閃爍的警燈交相輝映。“每逢節假日，柘林老鎮人流量劇增，特別是在夜間，我們不間斷巡邏，就能夠第一時間發現問題、解決問題。”柘林老鎮巡邏民警、柘林派出所副所長余少東介紹說。

沒有警車的呼嘯而過，取而代之的是清脆的“丁零”聲。湖光山色與騎行民警，繪就和諧的美感。這是西海分局創新推出的“單車警務”模式，借用自行車“小巧靈活、機動性強”的優勢，在人、車流量較大時，可以大幅度提升執勤民警到達事故、糾紛地點的速度，實現快速反快速處置，從而進一步提高對景區的動態管控能力，拉近警民之間的距離，實現警務工作的延伸和高效覆蓋。

立足假日期間游客“井噴”的旅游特點，廬山西海分局堅持“警力跟著警情走”，深化“潮汐警務”，健全完善機關警力下沉機制，整合西海志警、保安員等安保力量，按照錯峰用警、科學布警、重點駐警、動態調警工作原則，廬山女子巡邏隊民警與暑期研學學生交流攝影：陳云嘯投入警力200余名在崗執勤，強化對重點路段、熱門景點及相關派出所“定人、定崗、定責”警力派駐。

在碧波蕩漾的廬山西海水面上，一支專業的水警隊伍正守護著這片珍貴的水域。廬山西海的一級水質不僅是生態保護的成果，更是吸引游客的核心資源。水警大隊民警劉定欣和輔警王星星穿戴好警用救生衣，拿著宣傳單，走向警用巡邏快艇。船艇解纜，馬達聲響起快艇從湖面疾馳而去，在船后掀起一朵朵浪花，船尾的五星紅旗迎風招展。水警巡邏艇每日穿梭于各島嶼之間，執行著水質監測、非法捕撈巡查、水上交通安全監管等多項任務。在旅游旺季，水警工作更加繁忙。他們需對近120艘游船進行安全檢查，確保救生設備齊全、船員持證上崗。同時，還承擔著水上救援的重任。

太感謝你們了，要不是你們爭分奪秒，我這條命都懸乎了！”2023年4月30日，一名武漢籍游客陳先生在廬山西海風景區西海漁村游玩過程中突感心臟不適，情況危急，水警大隊民警立即駕駛警用快艇護送返程，伴隨護航快艇閃爍的警燈與馬達發出的陣陣轟鳴聲，僅6分鐘后，快艇便抵達了夢生山碼頭。隨后，民警將游客送往了最近的醫院，全程用時不到15分鐘，為游客的緊急救援爭取了寶貴時間。

在廬山西海湖面上空，一架印有“公安”標識的無人機正穿梭于千島之間，實時回傳的4K畫面清晰顯示著湖面游船軌跡與島嶼植被動態。這是西海公安新組建的“空警小隊”，2架搭載熱成像儀、喊話器和應急物資投送裝置的警用無人機，每日分時段對1667個3畝以上的島嶼及核心水域開展立體巡查。

“無人機視角能快速鎖定湖面非法捕撈船只，10分鐘內就能抵達現場。”空警小隊隊員韓子鈺演示著操控屏向記者說道。據統計，無人機投入使用后，水域違法案件發現時效提升 80% ，曾在今年五一假期成功協助救援兩名被困孤島的徒步游客一通過熱成像定位后，無人機僅用3分鐘就將救生衣和通信設備精準投送到事發區域。

“無人機發現長江二橋下游500米處有疑似非法垂釣行為，坐標…·”九江市公安局水警支隊110指揮中心的“封江控湖”智慧平臺上，實時回傳的4K畫面正標記出目標區域。民警輕點鼠標，系統立即聯動附近的水上巡邏艇與岸線執勤警力，12分鐘后違規人員便被勸離—這是九江公安水上分局日常巡查的場景。作為全國首批推進大江水域信息化建設的公安單位，九江水警將1206個智能監控設備、海事AIS定位系統與警用無人機組網，構建起覆蓋152公里長江岸線的“水陸空天”立體防控網。
