






摘 要:接觸網(wǎng)設(shè)備是高鐵基礎(chǔ)設(shè)施的關(guān)鍵組成部分,對(duì)其進(jìn)行有效的風(fēng)險(xiǎn)管理對(duì)于保障列車的安全運(yùn)行具有重要意義。既有的接觸網(wǎng)安全風(fēng)險(xiǎn)管理大多以純文本形式呈現(xiàn),不生動(dòng)形象,難以被職工尤其是老職工所接納。基于蝴蝶結(jié)模型的風(fēng)險(xiǎn)管理模式具備高度可視化、實(shí)操性強(qiáng)等特點(diǎn),掌握蝴蝶結(jié)模型原理,以高鐵整體吊弦損傷風(fēng)險(xiǎn)管理為參考樣例,調(diào)研和分析其損傷原因,構(gòu)造其安全屏障,進(jìn)而搭建蝴蝶結(jié)模型,通過這樣的方式,以期為構(gòu)建接觸網(wǎng)安全風(fēng)險(xiǎn)管理新模式提供參考。

Abstract: The catenary equipment is a crucial component of high-speed railway infrastructure, and effective risk management of it holds significant importance in ensuring the safe operation of trains. Most of the existing catenary security risk management is presented in pure text form, which is not vivid and difficult to be accepted by employees, especially veteran employees. The risk management model based on the bowtie model is highly visible and practical. Based on the principle of the bowtie model, this paper takes the overall high-speed rail hanger string damage risk management as a reference example, investigates and analyze the damage causes, constructs its safety barrier, and then builds a bowtie model. In this way, it is expected to provide a reference for building a new model of catenary safety risk management.

接觸網(wǎng)整體吊弦以其數(shù)量眾多、作用明顯的特點(diǎn)在高鐵供電設(shè)備中扮演著重要的角色,其運(yùn)行質(zhì)量直接關(guān)乎高鐵運(yùn)營安全。運(yùn)行中的吊弦如果發(fā)生損傷,可能導(dǎo)致導(dǎo)高突變、線索燒傷等故障,一旦斷脫的吊弦侵入到動(dòng)態(tài)包絡(luò)線,還會(huì)引發(fā)嚴(yán)重的弓網(wǎng)事故,對(duì)列車的安全和運(yùn)行構(gòu)成極大威脅。因此,分析整體吊弦損傷對(duì)研究整個(gè)接觸網(wǎng)風(fēng)險(xiǎn)管理具有代表性意義。
1 高鐵接觸網(wǎng)風(fēng)險(xiǎn)管理現(xiàn)狀
安全風(fēng)險(xiǎn)管理主要是由危險(xiǎn)源識(shí)別、安全評(píng)價(jià)與控制措施3部分組成,通過調(diào)研某鐵路局3個(gè)供電段共6個(gè)高鐵供電車間的風(fēng)險(xiǎn)管理現(xiàn)狀,發(fā)現(xiàn)目前接觸網(wǎng)風(fēng)險(xiǎn)管理全部以表格形式呈現(xiàn),如圖1所示。楊旭東[1]提出鐵路建立的安全風(fēng)險(xiǎn)庫數(shù)據(jù)繁多,不能直觀地顯示危險(xiǎn)源及對(duì)應(yīng)控制措施,并建立蝴蝶結(jié)模型對(duì)鐵路軌道爬行安全問題開展風(fēng)險(xiǎn)管理。……
