2005年,吳小清從警校畢業后,分配到廈門鐵路公安處龍巖車站派出所,成為一名客勤民警。她立足崗位,充分發揮鐵路站車查緝優勢,短短幾年就查獲網上逃犯百余名。
2005年11月,吳小清執勤時,查獲1名盜取單位68000元的網上逃犯,至此就與網上追逃結下了不解之緣。
針對轄區站區治安復雜、站周“三不管”地帶警情多發、派出所查緝薄弱等情況, 2006年初,吳小清主動請纓,向所領導要求,把所里的3名女警組織到一起,成立了一支由她帶領的女子查緝隊。查緝隊以車站為陣地,突出重點,加強對候車進站旅客進行身份核查,對站周旅社飯店等重點場所、部位的盤查、檢查。
2006年8月,女子查緝隊在開展站車查緝時,一對30歲出頭的男女見到民警轉頭就躲,這異常動作被眼神犀利的吳小清捕捉到。其中男伴見勢不妙,丟下同伴跑了,被迅速反應過來的吳小清和隊員在一公里外擒獲。經核實確認,該人系搶劫在逃人員吳某。
2013年,吳小清帶領民警在進站口查獲一名攜帶K粉的網上逃犯,并順藤摸瓜、尋線突破,搗毀了一個制毒窩點。
多年來,她帶領民警共查獲公安部網上在逃人員349名,各類危險品、違禁品4.9萬余件,查控各類重點人員1.6萬余名。那時,年輕的她一心撲在工作上,所帶領的警隊先后被授予福建省、國家級“青年文明號”。
車站“零發案”
龍巖火車站位于龍巖市區繁華地帶,日均客流2萬余人,是閩西南重要交通樞紐,人員流動性大,盜竊案時有發生。為給旅客平安出行營造一個良好的治安環境,吳小清牽頭街道辦、交警、工商等9家單位,成立了綜合執法警務室,在龍巖站區全面實行網格化綜合治理。
在路地相關部門的大力支持下,站區新裝了100多個監控探頭,為治亂嚴打搭建“天網”。就這樣,一個“三不管”地帶,在吳小清的努力下,“十指合攏、攥指成拳”。
其間,共搗毀站區周邊從事盜竊、詐騙、倒票等不法活動窩點19個,抓獲違法人員256名,實現了廣場“零發案”、站區“零票販”、警務執法“零投訴”,站區社會治安綜合治理成效顯著。
針對“野馬拉客”,火車站廣場出口處及附近出租車、三輪車等車輛亂停亂放,站區亂擺攤設點,盜搶扒竊旅客財物等慣性治安問題,吳小清牽頭組織各部門在春運、“兩節”等重大節假日開展集中整治130余次,處理違章停放機動車輛2600余部,清理各類閑雜人員160余名,站區治安環境問題得到根本性扭轉,于2018年初被龍巖市綜治委評為“年度全市鐵路護路聯防工作先進集體”。
維權又幫扶
2010年,根據龍巖地區女子和青少年被騙傳銷、被拐現象多發的現象,吳小清倡導在車站廣場設立“青少年維權崗”,制定了“購票信息鎖定身份、監控視頻查探線索、分析研判掌握行蹤”的打擊解救模式,救助離家出走、流浪、被騙進入傳銷組織等重點困難青少年群體。
2013年春運中的一天,吳小清接到群眾報警求助,稱其女兒梅梅乘坐火車來龍巖,已經跟家里失聯15天。吳小清認真分析案情,排查各方線索,布置民警“守株待兔”,帶領民警最終打掉一個違法傳銷團伙,解救10余名被騙入傳銷組織的少女。
順應新時代要求,吳小清的“青少年維權崗”已然拓展為各類人群的救助服務點。得知火車站周邊的低保戶張老伯生小病都沒錢就醫時,吳小清想方設法向龍巖市有關部門“說情”求援,為其申請救濟,自掏腰包買了常備藥:“有了這些藥治小病沒啥大問題。再有困難您隨時告訴我,我一定幫您想辦法。”
多年來,“青少年維權崗”已然成為轄區旅客群眾心目中的“大拇指”,共幫助青少年210多人次,解救被騙傳銷人員100多人,搗毀傳銷窩點12個, 2013年,被命名為全國鐵路“青少年維權崗”。
帶隊創佳績
2018年,吳小清被提任教導員。
2019年,吳小清利用春運時機在龍巖站廣場策劃“凝聚青力量情暖回家路”大型主題宣傳活動,為旅客群眾講解演示真假車票辨別、防盜反扒技巧、實名制購票和安檢查危等出行常識,人民網、新華網、龍巖電視臺和廣播電臺等多家主流媒體、知名網站相繼滾動播報。
吳小清以破獲的盜竊旅客手機及龍巖站廣場“撿錢分錢”等案例為切入點,策劃了多部專題片,受到媒體的廣泛青睞。
為樹立良好警容風紀,吳小清注重隊伍建設,凡事親力親為,走到民警之中,回應民警“急難愁盼”,在全所范圍內營造了民警參與工作積極性高、公安工作宗旨意識深的工作氛圍。
在吳小清的帶領下,龍巖所的面貌煥然一新,2019年被授予“全國青年文明號”等榮譽稱號,2023年被授予“全國優秀公安基層單位”榮譽稱號。她本人也于2021年3月,被評為“全國公安系統二級英雄模范”。

The Extraordinary Female Officer

After graduating from police school in 2005, Wu Xiaoqing joined the Longyan? Police Station in the Xiamen Railway Police Department as a police officer serving passengers. Through her investigations, she has captured more than 100 fugitives in recent years by leveraging her post at the railway station.
In November 2005, Wu Xiaoqing seized a fugitive who had stolen RMB 68,000 from his employer. From that incident on her life was tied to online manhunt.
To deal with complicated public security incidents, frequent police alerts, understaffing, and weak facilities, in 2006, Wu Xiaoqing organized three female police officers into an investigation and seizure team under her leadership. This special squad focus its paid attention to key points within the railway station jurisdiction, strengthened identity checks, and undertook investigation and searches in key places such as hotels and restaurants around the station.
In August 2006, when patrolling the railway station, Wu Xiaoqing's squard encountered a couple in their 30s who turned away at the sight of the officers.? Their attempt didn't escape Wu's notice. The man fled, but was seized by Wu Xiaoqing and her colleagues after a one-kilometer chase. The man turned out to be a robbery suspect wanted online.
In 2013, Wu Xiaoqing and her colleagues seized a fugitive with Ketamine? at the entrance of the station. They later picked up his case and eventually destroyed a drug manufacturing base.
Over the years, Wu Xiaoqing and her colleagues seized 349 fugitives, collected more than 49,000 dangerous or prohibited items, and found more than 16,000 people of interest. Through Wu Xiaoqing's hard work, she and the team under her leadership were given the? Youth Civilization Award at both the provincial and national levels.
Zero Cases Around the Station
Longyan Railway Station is located in downtown area and sees more than 20,000 daily passengers. It is an important transportation hub in southwest Fujian, and the high volume of passengers made it a common spot for pickpocketing. To improve the public security environment and ensure passengers' safe travel, Wu Xiaoqing worked with the local government, traffic police, industry and commerce bureau and six other organizations to form a comprehensive law enforcement office to push forward grid governance at Longyan station.
With the support of related government departments, Wu Xiaoqing and her team had more than 100 cameras installed in and around the station. This "sky net" was established to help deal with any public security problems. Wu Xiaoqing's efforts turned the station from a place with no effective governance into one that combines the strengths of various departments to combat crimes.
Meanwhile, 19 common areas for crimes like thefts, frauds, and scalping were destroyed and 256 offenders caught. This positive result: zero cases in the station square, zero scalpers in around the station, zero complaints against the police, and establishing comprehensive governance within the station area, and improved security around the station.
Wu Xiaoqing worked to deal with common security issues such as unlicensed taxis, drivers soliciting passengers, car parking chaos in the roads around the station, unregulated vendors operating in the station area, and thefts of passengers' property. During large holidays like Spring Festival, she instructed all related organizations to initiated all organizations to carry out more than 130 special missions, dealt with more than 26,000 illegally parked vehicles, and dealt with more than 160 people causing disturbances. The security environment in the station area improved, and in 2018 Longyan Station was honored as an Advanced Group in City Railway Road Protection and Joint Defense Work by the Longyan Commission of Comprehensive Administration.
Safeguarding Rights and Assisting
In 2010, to combat the common crimes of abduction, trafficking, and scams by pyramid sellers, Wu Xiaoqing pushed for the establishment of a booth in the station for youth rights protection. The booth helped young people at risk of abduction by ensuring tickets were tied to the suspect's ID card, checking CCTV cameras, and analyzing location data.In so doing, Wu has rescued a number of youngsters.
One day during the 2013 Spring Festival travel rush, Wu Xiaoqing received a call from a woman who claimed her daughter, Meimei, had travelled to Longyan by train 15 days earlier and had since lost contact with them. After carefully analyzing the case, gathering evidence, and arranging police officers into position, Wu Xiaoqing and her colleagues saved 10 young girls from a criminal pyramid selling gang.
The remit of the Youth Rights Protection booth initiated by Wu Xiaoqing was expanded later to become a rescue site for anyone in trouble. When Mr Zhang, a low-income individual who lived near the station, needed help to buy medicine, Wu Xiaoqing helped him apply for support from government agencies, and even paid for some of his medicine herself. "This medicine will cure you in no time. If you have any more problems, you can contact me anytime and I'll help you," she told Mr Zhang.
Over the year, the Youth Rights Protection booth has become one of the most important sites for helping people near Longyan Station. It has offered assistance to more than 210 young people, rescued more than 100 from criminal pyramid selling scams, destroyed 12 pyramid selling operations, and was honored as a Youth Rights Protection Post at the national level.
Remarkable Achievements under Her Leadership
In 2018, Wu Xiaoqing was promoted to instructor.
During the 2019 Spring Festival travel rush, Wu Xiaoqing organized a large public education campaign in Longyan station square that gave passengers tips on how to distinguish real tickets from fake ones, avoid being pickpocketed, buy tickets online, and pass security checks. The campaign was featured by People's Daily, Xinhua News Agency, and Longyan TV and broadcasting station.
Wu Xiaoqing planned several videos to educate the public. These included features on cracking a case of a passenger's mobile phone theft, and common scams such as"money sharing fraud". The videos were well received by the media.
To improve the atmosphere in the police and ensure discipline, she encouraged team building, attended events with her officers, and attended to her team's problems and worries, which helped create an enthusiastic atmosphere and sense of purpose among the team.
Under Wu Xiaoqing's leadership, the Longyan Police Station was renewed and reinvigorated. It was honored with the National Youth Civilization Award in 2019, and National Excellent Public Security Basic Unit in 2023. Wu Xiaoqing was named a National Police Second Level Hero Model in 2021.
