向“綠”而行

九曲黃河奔騰入海，巍巍泰山屹立東方。當新舊動能轉換的號角聲響徹齊魯大地，山東高質量發展之路綠色動能澎湃成潮。

2022年8月，國務院印發《關于支持山東深化新舊動能轉換推動綠色低碳高質量發展的意見》，賦予山東建設綠色低碳高質量發展先行區的重大使命。這是黨中央提出“雙碳”戰略以來，全國第一個以綠色低碳高質量發展為主題的戰略布局，也是新中國成立以來第一個以國發文件賦予山東的重大戰略使命，為中國式現代化山東實踐開辟了廣闊空間。

厚望如山，使命在肩。2023年是山東建設綠色低碳高質量發展先行區的開局起步之年。作為中國重要的工業基地和北方地區經濟發展的戰略支點，山東于2023年年初制定了《山東省建設綠色低碳高質量發展先行區三年行動計劃（2023—2025年）》《山東省建設綠色低碳高質量發展先行區2023年重點工作任務》等政策措施，為綠色低碳高質量發展提供制度保障。

能源是工業的糧食、國民經濟的命脈，也是綠色轉型、推動高質量發展的主陣地。從黃渤海濱到魯西南腹地，從茫茫曠野到城市深處，五大清潔能源基地動能迸發，碳達峰“十大工程”和能源轉型發展“九大工程”全面起勢，找能、造能、儲能的規模體量和技術支撐不斷躍升，山東新型能源體系建設行動正高歌猛進，一日千里。

傳統產業是山東的寶貴家底和財富，端牢端穩傳統產業的飯碗，是山東塑成綠色低碳高質量發展新優勢的基礎。山東以智能化、綠色化、融合化為主攻方向，滾動實施“萬項技改、萬企轉型”，落地實施裕龍島煉化一體化、日照精品鋼鐵基地等一批產業轉型重大項目，推動傳統產業提檔升級、闖出“新天地”。

既要固本也要興新。改造提升傳統產業的同時，山東大力發展新技術，加速建設綠色制造體系和服務體系，讓新興產業競逐“新賽道”，7個集群入選首批國家級戰略性新興產業集群，數量居全國首位。同時，山東積極布局建設空天信息、磁懸浮、元宇宙、量子科技等未來產業，加快形成新質生產力，不斷塑強高質量發展的新動能、新優勢。

創新引領，奏響綠色低碳高質量發展澎湃樂章。山東推動數字經濟與實體經濟深度融合，加快建設高能級創新平臺助推科技創新，中科院濟南科創城、濱州渤?？苿摮?、菏澤現代醫藥港等一批區域科技創新高地在黃河流域加速崛起。

新征程呼喚新擔當，新使命激勵新作為。推動綠色低碳高質量發展，有挑戰，也充滿機遇。山東以“綠”為底，向“綠”而行，以發展的“含綠量”提升增長的“含金量”，一幅綠色低碳高質量發展的時代畫卷正在齊魯大地徐徐展開。

In August 2022， the State Council issued the Opinions on Supporting Shandong in Deepening Its Transition from Old to New Growth Drivers and Promoting Green， Low-Carbon， and High-Quality Development， entrusting Shandong with the major mission of building a pioneering zone for green， low-carbon and high-quality development. This is not only China’s first strategic layout with a theme of green， low-carbon， and high-quality development since the proposal of the“carbon peaking and carbon neutrality” strategy by the CPC Central Committee， but also the first major strategic mission given to Shandong in the form of a State Council document since the founding of New China， opening up broad space for Shandong’s practice in Chinese-type modernization.

The mountain-like expectation highlights the importance of the mission. The year 2023 marks the start of Shandong’s building of a pioneering zone for green， low-carbon and high-quality development. As an important industrial base of China and the strategic fulcrum of North China’s economic development， Shandong developed relevant policies in early 2023 to provide institutional guarantee for green， low-carbon and high-quality development.

Besides， in new energy， green transition of traditional industries， emerging industries， future industry layout and other aspects， Shandong has continued to strengthen its new growth drivers and advantages of high-quality development. In the course of green， low-carbon and high-quality development， Shandong is undoubtedly a “top student”. On a new journey， Shandong will continue to compose a new chapter on green， low-carbon and high-quality development.
