










摘" 要:該文主要探究低丘緩坡未利用地開發過程中農田水利工程的規劃設計,并對開發方案的效益展開評價。首先介紹項目區的基本情況,以及農田水利工程的整體布局。隨后分別從土地平整工程、灌溉與排水工程、農田防護與生態保持工程3個方面,概述低丘緩坡農田水利工程的規劃設計要點。根據規劃設計方案,運用德爾菲法構建土地適宜性評價體系,并選擇田塊平整度、有效土層厚度、灌溉保證度等評價指標,對項目區土地適宜性作出量化評價。結果表明,綜合分值為80分,項目區土地適宜耕種,在提供配套水利工程的基礎上能夠產生良好的經濟效益。

Abstract: This paper mainly probes into the planning and design of farmland and water conservancy projects in the process of unused land development on gentle hills, and evaluates the benefits of the development scheme. First of all, the article introduces the basic situation of the project area and the overall layout of the farmland and water conservancy project. Then, the main points of planning and design of low hilly gentle slope farmland water conservancy project are summarized from three aspects: land leveling project; irrigation and drainage project; and farmland protection and ecological conservation project. According to the planning and design scheme, the land suitability evaluation system is constructed by Delphi method, and the evaluation indexes such as field smoothness, effective soil thickness and irrigation guarantee degree are selected to quantitatively evaluate the land suitability of the project area. The results show that the comprehensive score is 80, and the land in the project area is suitable for farming, which can produce good economic benefits on the basis of providing supporting water conservancy projects.

耕地占補平衡是加強耕地保護、嚴守18億畝耕地紅線的一項重要舉措。其中,低丘緩坡作為一種未被利用同時又具有開發潛力的后備土地資源,在保證耕地占補平衡方面發揮了重要作用。對低丘緩坡未利用地進行規劃設計,實現科學開發,一方面能夠提高土地資源的利用率,增加了農村耕地面積,間接增加了農民收入,促進了農村經濟發展;另一方面,還能解決低丘緩坡荒地存在的水土流失等問題,對改善區域生態環境也有積極幫助。在進行低丘緩坡未利用地的開發時,需要結合實地勘察結果做好農田水利工程規劃,并對利用效益進行綜合評價,驗證開發方案的可行性,為下一步的土地開發提供依據?!?br>
