














摘" 要:為降低機場飛行區活動目標之間碰撞沖突等不安全事件發生概率,減少重大安全隱患和事故,提高機場飛行區的運行效率和安全水平。該文基于北斗與5G等自主可控技術,提出基于北斗與5G的聯合定位來提升機場活動目標定位精度,彌補北斗定位在機場復雜環境下的定位盲點問題。總結歸納機場運行管理規定,建立機場跑道/滑行道告警規則、航空器安全距離告警規則和航空器與機場活動目標規則,設計沖突預警、檢測和解脫方法,有助于飛行區安全管理從被動應對向主動防范轉變。

Abstract: In order to reduce the probability of unsafe events such as collision and conflict between active objects in the airport flight zone, reduce major safety hazards and accidents, and improve the operational efficiency and safety level of the airport flight zone, based on Beidou and 5G and other controllable technologies, this paper proposes a joint positioning based on Beidou and 5G to improve the positioning accuracy of airport moving targets and to make up for the blind spot problem of Beidou Navigation Positioning System in the complex airport environment. The airport operation management regulations are summarized, the airport runway / taxiway warning rules, aircraft safety distance warning rules and aircraft and airport activity target rules are established, and the methods of conflict early warning, detection and relief are designed. This design is helpful to change the safety management of flight area from passive response to active prevention.

民用機場是航空運輸的重要基礎設施,作為民用航空運輸系統的一個組成部分,其是飛機安全起飛和降落的最重要前提,也是飛機安全運行的基礎。據統計,起飛和降落階段只占總飛行時間的4%,但這一階段的事故率占比超過50%。因此,確保機場的運行安全和控制機場飛行區移動目標對于確保飛機、車輛和機場人員的運行安全和效率至關重要[1-2]。
機場飛行區活動目標定位和跟蹤,是實施機場飛行區車輛和人員管控的基礎。針對當前機場場面目標跟蹤容易受遮擋、背景干擾等因素影響的問題,楊臨風等[3]提出基于濾波器自適應更新的機場目標跟蹤算法,結果表明在目標特征不明顯或正在發生變化時具有更好的性能,在目標遮擋和背景干擾等9種因素下的跟蹤性能有較大提升。……
