袁家軍胡衡華會見出席2023年中國—拉美 和加勒比國家數字技術合作論壇的嘉賓

Yuan Jiajun and Hu Henghua Meeting with Guests for the 2023 China-CELAC Digital Technology Cooperation Forum

On the afternoon of September 5， Yuan Jiajun， Secretary of CPC Chongqing Municipal Committee， and Hu Henghua， Deputy Secretary of ?CPC Chongqing Municipal Committee and Mayor of Chongqing Municipal Government， met with guests for the 2023 China-CELAC Digital Technology Cooperation Forum in Chongqing.

The attendees included Daniel Filmus， Minister of Science， Technology and Innovation in Argentina， Omar Paganini， Minister of Industry， Energy and Mining in Uruguay， Daniel Ernesto Méndez Cabrera， Secretary of Innovation of the Presidency of the Government in El Salvador， Wayde Watson， Parliamentary Secretary of the Ministry of Economic Affairs in Commonwealth of the Bahamas， Qiu Xiaoqi， Special Representative of the Chinese Government on Latin American Affairs， as well as Chen Xinwu and Jiang Duntao， leadership from Chongqing.

Yuan Jiajun stated that President Xi Jinping attached great importance to Smart China Expo 2023， and also sent the congratulatory letter， which greatly inspired us. Chongqing warmly welcomed every guest who visited Chongqing for SCE 2023. Latin America and the Caribbean is one of the most concentrated areas of developing countries in the world today， and it is also one of the regions with the greatest growth potential. President Xi Jinping attaches great importance to the relations with CELAC. Following the guidance of head-of-state diplomacy， the China-LAC relationship has entered a new era characterized by equality， mutual benefit， innovation， openness， and benefits for the people. Nowadays， Chongqing is fully implementing the guiding principles of the 20th CPC National Congress and facilitating Chinese modernization. It has taken solid steps to promote the construction of the Chengdu-Chongqing Twin-Hub Mega-Region， taking the lead in the modernization of Western China through “interactions between Chengdu and Chongqing”. It has accelerated efforts to build the New International Land-Sea Trade Corridor， bringing about new opportunities for the development of the western region. It has also fostered a “33618” system for modern manufacturing clusters， promoting high-quality economic development. It has made all-out efforts to turn itself into a Digital Chongqing， pushing forward the practices of Digital China in cities. It has expedited its efforts to establish a beautiful Chongqing， endeavoring to protect blue skies， clear waters， and clean lands. The economies of China and CELAC are highly complementary. And with enhanced people-to-people exchanges， it has promised great prospects for cooperation. It is hoped that Smart China Expo 2023 and 2023 China-CELAC Digital Technology Cooperation Forum will serve as a new starting point， deepening bilateral cooperation in the digital economy， trade and economic exchanges， scientific innovation， industrial development， education， and people-to-people and cultural exchanges， and building a China-LAC community with a shared future.

Guests extended great appreciation for Chongqing’s hospitality， expecting to further exchanges and cooperation between Chongqing and CELAC. Daniel Filmus said that the prosperity of Chongqing is quite impressive and we should learn from its experience. He hoped to take this opportunity of visiting Chongqing to strengthen in-depth cooperation between Argentina and Chongqing in mining and education. Omar Paganini said that he appreciates the development and achievements Chongqing has made and hopes to push forward cooperation in new energy vehicles， industrial transformation and upgrading， as well as carbon peak and carbon neutrality goals， so as to promote bilateral relations.

The attendees also included government officials and diplomatic envoys from 16 countries in Latin America and the Caribbean， as well as representatives from the municipal departments.

阿根廷科技創新部部長丹尼爾·菲爾穆斯，烏拉圭工業、能源和礦業部部長奧馬爾·帕加尼尼，薩爾瓦多總統府創新國務秘書丹尼爾·門德斯，巴哈馬經濟事務部議會秘書韋德·沃森，中國政府拉美事務特別代表邱小琪，市領導陳新武、江敦濤參加。

袁家軍說，習近平主席對2023中國國際智能產業博覽會高度重視，專門發來賀信，讓我們備受鼓舞。重慶對各位嘉賓來渝參加博覽會表示熱烈歡迎。拉美和加勒比地區是當今世界發展中國家最集中的地區之一，也是最具增長潛力的地區之一。習近平主席高度重視中拉關系發展，在元首外交引領下，中拉關系進入了平等、互利、創新、開放、惠民的新時代。當前，重慶正全面貫徹中共二十大精神，推進中國式現代化生動實踐。扎實推動成渝地區雙城經濟圈建設，通過“雙城互動”帶動西部地區現代化建設；加快建設陸海新通道，為西部地區開發開放帶來新機遇；打造“33618”現代制造業集群體系，更好促進經濟高質量發展；全力建設數字重慶，推動數字中國戰略市域實踐；加快建設美麗重慶，堅決打好藍天、碧水、凈土保衛戰。重慶與拉美國家經濟互補性強，人員往來密切，合作前景廣闊。希望以博覽會和中國—拉美和加勒比國家數字技術合作論壇舉辦為新起點，深化數字經濟、經貿往來、科技創新、產業發展、教育人文等方面合作，為共建中拉命運共同體作出積極貢獻。

與會嘉賓感謝重慶的熱情接待，期待進一步深化重慶與拉美和加勒比國家交流交往。丹尼爾·菲爾穆斯說，重慶的繁榮發展讓人印象深刻，許多經驗值得學習，希望以此次到訪為契機，進一步加強阿根廷與重慶在礦業、教育等領域深度合作。奧馬爾·帕加尼尼說，對重慶取得的發展成就由衷欽佩，希望在新能源汽車、產業轉型升級、“雙碳”等領域深化合作，持續增進兩地人民友好關系。

來自拉美和加勒比地區16個國家的政府官員和駐華使節，市有關部門負責人參加。
