服務國家總體外交 提升國際事務參與度

2022年，重慶深度對接國家戰略，積極服務國家總體外交，找準外事工作定位，立足外事資源稟賦，深入推進中西部國際交往中心建設，持續推動深化地區多雙邊合作，加快構建立足中西部、面向東盟、聯通世界的對外交往格局。

In 2022, Chongqing kept in line with national strategies, actively served the Country’s Overall Diplomacy, and effectively identified the positioning of foreign affairs work. Based on the roadmap of foreign affairs resources, Chongqing further promoted the construction of the Center for International Exchanges in Central and Western China, constantly deepened regional multi/bi-lateral cooperation, and accelerated the construction of a pattern of foreign exchanges based in central and western China, facing ASEAN and the world.

■ 更深融入國家發展戰略Integrating into National Development Strategies

重慶外事始終堅持從全局謀劃一域，以一域服務全局，緊密對接國家重大發展戰略和全市中心工作，積極提升國際事務參與度和影響力。

★ 9月，在習近平主席訪問烏茲別克斯坦前夕，完成重慶與烏茲別克斯坦塔什干州正式簽署建立友好市州關系協議，納入元首外交活動成果框架。

★ 9月，中白發布《中華人民共和國和白俄羅斯共和國關于建立全天候全面戰略伙伴關系的聯合聲明》第九條明確，雙方歡迎白俄羅斯同中國重慶、青島、天津等地深入開展經貿合作。

Chongqing Foreign Affairs Office always insists on planning regional development with big-picture thinking, serving the overall development with local contribution, closely connecting with the country’s major subnational development strategies and the key tasks of Chongqing, actively promoting Chongqing’s engagement and influence over international affairs.

★ In September 2022, ahead of President Xi Jinping’s visit to Uzbekistan, Chongqing officially signed an agreement with Tashkent Province, Uzbekistan to establish sister city/province relations, including it into the results framework of China’s Head-of-state diplomacy.

★ In September 2022, China and Belarus issued theJoint Statement on Establishing All-weather Comprehensive Strategic Partnership. According to article 9 of the statement,the two sides welcome deepened economic and trade cooperation between Belarus and Chinese cities, such as Chongqing, Qingdao, and Tianjin.

★ 11月，中新雙邊合作聯委會第18次會議舉行，雙方同意繼續深化中新互聯互通項目合作，協同推進西部陸海新通道建設。

★ 11月，中越發布《關于進一步加強和深化中越全面戰略合作伙伴關系的聯合聲明》第七條明確，中方支持越方在重慶、杭州設立的貿易促進辦公室為兩國經貿合作發揮積極作用。

★ 重慶醫療隊援巴布亞新幾內亞20周年紀念畫冊被作為國禮贈送給來華出席北京2022年冬奧會開幕式的巴布亞新幾內亞總理。

2022年11月，國務院副總理韓正同新加坡副總理王瑞杰共同主持中新雙邊合作聯委會第18次會議、蘇州工業園區聯合協調理事會第23次會議、天津生態城聯合協調理事會第14次會議和中新（重慶）戰略性互聯互通示范項目聯合協調理事會第6次會議。

紀念援巴布亞新幾內亞中國醫療隊派遣20周年紀念畫冊。

★ In November 2022, the 18thChina-Singapore Joint Council for Bilateral Cooperation Meeting was held, and the two sides agreed to further deepen cooperation of the China-Singapore (Chongqing)Demonstration Initiative on Strategic Connectivity and join hands to build International Land-Sea Trade Corridor in Western China.

★ In November 2022, China and Vietnam issued theJoint Statement on Further Strengthening and Deepening the China-Vietnam Comprehensive Strategic Cooperative Partnership. According to article 7 of the statement, China supports Vietnam to play a positive role in China-Vietnam economic and trade cooperation by setting up offices of the Vietnam Trade Promotion Agencies in Chongqing and Hangzhou.

★ The 20thAnniversary Album commemorating Chongqing’s medical teams to Papua New Guinea(PNG) was given to the Prime Minister of Papua New Guinea (PNG) as a national gift, who attended the opening ceremony of the Olympic Winter Games Beijing 2022.

■ 積極參與全球合作治理Actively Participating in Global Cooperative Governance

助力打造人類命運共同體，持續參與國際減貧合作。舉辦南亞國家減貧與發展研修班（第二期）、上合組織國家減貧與發展重慶研修班（第一期）。

打造彭水縣鄉村振興國際合作示范點，廣泛開展國際減貧經驗分享和項目對接合作。

2022年7月，市政府外辦、市鄉村振興局和彭水縣三方簽署《共建重慶市鄉村振興國際合作示范點合作協議》。

We have advanced the construction of a community with a shared future for mankind and constantly engaged ourselves in international poverty reduction cooperation.The phase II workshops on “China-South Asian Countries Poverty Alleviation and Developmert” and phase I workshop on“SCO Countries Poverty Alleviation and Developmert” (Chongqing) were held.

The Rural Revitalization International Cooperation Demonstration Site in Pengshui County has been established to carry out extensive international poverty reduction experience sharing and project cooperation.

2022年6月，上合組織國家減貧與發展重慶研修班（第一期）開班儀式。

2022年12月，南亞國家減貧與發展研修班（第二期）開班儀式。

圍繞構建人類健康命運共同體，積極參與國際抗疫合作，精準開展對外醫療援助，全市統籌向尼泊爾等多個國家和國際組織捐贈防疫物資。積極參與國際減災行動，緊急籌集救災物資，全力支援巴基斯坦抗擊洪澇災情，助推發展中巴全天候戰略合作伙伴關系。

Focusing on building a community with a shared future for health, we have actively engaged ourselves in the promotion of international pandemic control cooperation.We have provided targeted foreign medical assistance and made well-coordinated efforts to donate coronavirus prevention materials to Nepal and other countries as well as international organizations. We have actively participated in international disaster relief operations, raising emergency relief supplies to fully support Pakistan’s fight against floods and promote the development of the all-weather strategic cooperative partnership between China and Pakistan.

2022年9月，援助“巴鐵”中國民間在行動——援助巴基斯坦抗洪賑災捐贈儀式。

2022年9月，重慶市援助巴基斯坦救災物資啟動儀式。

2022年2月，重慶市人民對外友好協會和重慶市工商業聯合會（重慶市總商會）組織全市有關商會企業向尼泊爾捐贈40萬只醫用口罩，支援尼泊爾防疫抗疫工作。

■ 配合國家總體外交 彰顯重慶地方特色Staying in Line with the Country’s Overall Diplomacy and Displaying the Local Features of Chongqing

圍繞建設中西部國際交往中心目標，全面提升對外交往基礎設施硬實力和城市形象軟實力。主動作為、多方協調推動開放發展戰略，助力成渝地區雙城經濟圈、中歐班列（重慶）、西部陸海新通道、中老鐵路建設，彰顯對外開放前沿陣地的外事擔當。

7月，緬甸駐重慶總領事館開館；經批準在渝設立領事機構增至13家。

Focusing on building the Center for International Exchanges in Central and Western China, we comprehensively enhanced Chongqing’s facilities for foreign exchange, i.e. infrastructure, and its soft power, i.e. urban image. We have taken active actions to coordinate all parties to promote opening and development strategy,advancing the construction of the Chengdu-Chongqing Twin-Hub Mega-Region, China-Europe Railway Express (Chongqing),International Land-Sea Trade Corridor in Western China, and China-Laos Railway,thus demonstrating our responsibility over foreign affairs as the forefront of reform and opening-up.

In July 2022, the Consulate General of the Republic of the Union of Myanmar in Chongqing was inaugurated. The number of authorized consular agencies in Chongqing was increased to 13.

2022年4月，國務委員兼外長王毅在安徽屯溪會見來華訪問的緬甸外長溫納貌倫，并共同為緬甸駐重慶總領事館揭牌。

2022年7月，緬甸駐重慶總領事館開館。

落實高質量共建“一帶一路”倡議，重點加強與絲路沿線國家合作，建立友好城市關系。與蒙古國烏蘭巴托市、巴布亞新幾內亞莫羅貝省，分別簽訂建立友好省市關系諒解備忘錄。與烏茲別克斯坦塔什干州簽署建立友好市州關系協議書，并納入元首外交活動成果框架。萬州區與墨西哥合眾國蒙克洛瓦市簽署發展國際友好城市關系意向書。巴南區與老撾烏多姆賽省勐賽縣簽署建立友好城市關系意向書。

中歐班列（重慶）運營線路輻射亞歐27個國家72個節點城市。

2022年7月，中國（重慶）——老撾商品集散分撥中心在重慶揭牌。

西部陸海新通道物流網絡已覆蓋113個國家和地區的338個港口。

2022年5月，市委副書記、市長胡衡華通過視頻方式，會見蒙古國烏蘭巴托市市長蘇米亞巴扎爾，并共同簽署兩市建立友好城市關系諒解備忘錄。

2022年7月，外交部領事司副司長魏曉東與外國駐渝領團座談交流。

Chongqing is implementing highquality Belt and Road cooperation,attaching great importance to the cooperation with countries along the Silk Road, and establishing sister city relationships. Chongqing has signed MoUs on Sister City Relations with Ulaanbaatar of Mongolia and Morobe province of Papua New Guinea. An agreement with Tashkent Province,Uzbekistan was signed to establish friendly city/province relations, including it into the results framework of China’s Head-of-state diplomacy. A letter of intent on establishing sister-city relations between Wanzhou District of Chongqing and Monclova City of Mexico was signed. A letter of intent on establishing sister-city relations between Banan District and Muangsai of Oudomxay province, Laos.

2022年7月，中國(重慶）——老撾重點合作項目簽約及揭牌儀式舉行。重慶市巴南區與老撾烏多姆賽省勐賽縣簽署建立友好城市關系意向書。

在建交周年紀念、主題年等重要節點，積極開展市領導致賀信、視頻交流會、藝術展等多種形式的交流活動，為增進人文交流搭建友誼之橋。

Chongqing actively carried forward activities such as sending congratulatory letters from Chongqing municipal leaders,holding online meetings, and hosting art exhibitions to celebrate the anniversary of diplomatic relations and themed year,which facilitates closer people-to-people exchanges.

2022年1月，為慶祝中國與白俄羅斯建交30周年，“中白建交30周年圖片展暨重慶——明斯克電視周開播儀式”舉行。

2022年2月，為慶祝中國與墨西哥建交50周年，重慶與北京、上海等城市聯動，同時點亮地標建筑。圖為重慶大劇院。

2022年3月，為慶祝中國與荷蘭建交50周年，中荷建交50周年荷蘭花藝裝置展在重慶舉行。

2022年4月，為慶祝中國與巴拿馬建交5周年，“拼縫故事——巴拿馬莫拉藝術展”在重慶舉行。

2022年5月，為紀念中日邦交正常化50周年，市人民對外友好協會舉辦市政府經濟顧問華井滿九十壽辰生日祝福視頻會。

2022年6月，中國和英國建立大使級外交關系50周年之際，英國駐重慶總領事館舉辦英國女王生日酒會暨白金禧年慶典。

2022年9月，“感知重慶·2022中秋城市推廣美國行”在明尼蘇達州舉行，聯邦眾議員Dean Phillips為重慶銅梁龍點睛。

2022年9月，成功舉辦重慶——仁川結好15周年射箭友誼賽，以紀念中韓建交30周年。

2022年4月，為慶祝中國與哥倫比亞建交42周年，重慶芭蕾舞團經典選段薈萃《百年紅梅頌》參加哥倫比亞國際舞蹈季“云展演”。
