From September 14thto 16th,President Xi Jinping attended the 22ndMeeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) held in Samarkand and paid state visits to Kazakhstan and Uzbekistan upon invitation.At the end of the trip,Wang Yi,State Councilor and Foreign Minister,briefed the accompanying journalists on the pragmatic and fruitful results of the visit.

In this mid-autumn,President Xi Jinping embarked on a trip to Central Asia under the spotlight of the world.It was his first visit since COVID-19,and was highly significant and opportune as it was an important diplomatic action taken by the CPC Central Committee facing Eurasia based on domestic and international situations.As a milestone taking place at a critical juncture,the visit drew great international attention and was intensively reported.Cooperation,security,development,openness,mutual trust,and respect were the key words in mainstream international media coverage.The international community generally believes that it is of great strategic significance for President Xi Jinping to choose Central Asia for his first visit since COVID-19,a strategic move by the SCO “circle of friends” to break the US “encirclement” against China.This fully demonstrates the confidence and charisma of President Xi Jinping and the increased status and influence of China in the international arena.

In a packed schedule of three days and two nights,President Xi flew to Nur-Sultan and Samarkand,stayed for 48 hours,and intensively attended nearly 30 events,featuring both multilateral and bilateral agenda,and covering both security and development issues.Despite the tight schedule,there are many highlights and fruitful results,which have strongly pushed the SCO expansion a new step forward and brought China’s relations with relevant countries to a new level.President Xi’s trip to Central Asia charts the course amid challenges,adds more vitality to the Silk Road spanning through Eurasia,brings more stabilizing factors to the international and regional situation standing at a crossroads,and creates more favorable international conditions for starting a new journey of building a modern socialist country in all respects.It speaks volumes about how the leadership of China and CPC has taken upon itself to shoulder global responsibility and ride on the trend of the times as a major player in the international arena.

This year marks the 20thanniversary of the signing of theSCO Charterand the 15thanniversary of the signing of theTreaty on Long-Term Good-Neighborliness,Friendship,and Cooperation.Focusing on the new situation,tasks,and challenges facing the SCO and its member states,President Xi Jinping delivered an important speech at the Samarkand Summit,where he well summarized the successful experience of the SCO,namely,adhering to political trust,win-win cooperation,equality between nations,openness and inclusiveness as well as equity and justice.He added that the five points fully embody the Shanghai Spirit,truly practice multilateralism,transcend the traditional bloc politics,and answer the questions of what and how new regional cooperation should be promoted in the new era,thus charting the course for the SCO to explore a new vision of cooperation.

With the joint efforts of President Xi Jinping and the leaders of the participating countries,the summit has passed more than 40documents covering the fields of economy,finance,science and technology,people-to-people and cultural engagement,mechanism building,and external exchanges.In particular,under China’s promotion and support,the heads of state of the member states issued four major statements on maintaining international energy security,safeguarding international food security,addressing climate change,and keeping supply chains reliable,sustainable and diversified.The practical measures met the needs of countries,reflecting that China has not only proposed the Global Development Initiative and Global Security Initiative,but also has been implementing them.

今年是上合組織憲章簽署20周年，也是成員國長期睦鄰友好合作條約簽署15周年。習近平主席著眼上合組織和各成員國面對的新形勢、新任務、新難題，在撒馬爾罕峰會上發表重要講話，深刻總結上合組織成功經驗——堅持政治互信、堅持互利合作、堅持平等相待、堅持開放包容、堅持公平正義，指出這“五個堅持”充分體現了“上海精神”，也是真正多邊主義的實踐，是對傳統集團政治的超越，回答了在新的時代背景下應當推進什么樣的新型區域合作、如何推進新型區域合作的問題，為上合組織擘畫了前進路線圖、描繪了合作新前景。

At this summit,the SCO launched a new round of expansion,the largest one in history,which once again showcased the vitality,cohesion and attractiveness of the Shanghai Spirit.This expansion also fully demonstrated that the SCO is not a closed and exclusive“small circle”,but an open and inclusive “big family”.

Kazakhstan and Uzbekistan,major countries in Central Asia,are China’s important northwest neighbors and comprehensive strategic partners,as well as the first countries to support and participate in the Belt and Road cooperation.President Xi Jinping visited Kazakhstan and Uzbekistan again after years,and made the two countries his first visit since COVID-19,which fully demonstrated the importance and uniqueness of China’s relations with Kazakhstan and Uzbekistan,as well as the close friendship and high trust between the heads of state.

The two heads of state both attached great importance to President Xi Jinping’s visit and welcomed him as the most honored guest.They have both personally planned and arranged the program and received President Xi Jinping with the highest courtesy and toplevel standards.These special and warm arrangements reflected the political will of the heads of state of the two countries’ friendship towards China,as well as the close ties from the peoples of Kazakhstan and Uzbekistan towards China.

Implementing the vision of a community with a shared future at the bilateral level between China and Kazakhstan and between China and Uzbekistan is an integral part of building a community with a shared future for mankind.It will surely reinvigorate the traditional friendship between the two sides that has lasted for thousands of years,and better benefit the people of China,Kazakhstan,and Uzbekistan,thus contributing to regional peace,stability,and development.

Samarkand hosted bilateral meetings between President Xi Jinping and the leaders of 10 states attending the SCO summit,and a trilateral meeting of China,Russia,and Mongolia.China had talks both with its old friends who it met many times in recent years and also with new friends who it met for the first time.Those meetings held deep dives into various fields and gained concrete results,which played a key role in pushing the development of bilateral relationships and making the regions peaceful and stable by setting the direction and outlining the priorities.

中哈、中烏在雙邊層面啟動踐行命運共同體理念是構建人類命運共同體的組成部分，必將使雙方綿延千年傳統友誼煥發新的生機活力，更好造福中國和哈烏兩國人民，同時為地區和平穩定與發展作出中哈、中烏貢獻。

The second face-to-face meet this year between President Xi Jinping and President Vladimir Putin was held.Also,it was the first meet between the two leaders on an international occasion since the pandemic.

The heads of state of China,Russia,and Mongolia held an inperson meeting for the first time after three years.

President Xi met with Kyrgyz President Sadyr Zhaparov,Turkmen President Serdar Berdymukhamedov,and Tajik President Emomali Rahmon separately.It was the third meeting between President Xi and the leaders of five Central Asian countries this year,which embodied the close ties between China and Central Asia countries.

President Xi also met with leaders of other states including Iran,Belarus,Pakistan,Mongolia,Türkiye,and Azerbaijan separately,through which a new important consensus upon developing bilateral relations was built.

Targeting the recent attempts by some countries to undermine China’s sovereignty and interfere in China’s internal affairs,the leaders of the above-mentioned countries took the initiative to reiterate during the meetings that they will continue to honor the one-China principle,firmly stand by China on issues related to Taiwan,Xinjiang Uygur Autonomous Region,and Hong Kong Special Administrative Region and other core interests.It proved that justice lies in everyone’s heart,and China rallies abundant support for its just cause.

As President Xi demonstrated his far-sighted strategic vision,open and inclusive broad-mindedness,and personality of valuing goodwill and friendship,China has won widespread international understanding,respect,and endorsement.

The leaders of countries who met President Xi took the initiative to congratulate China in advance on the complete success of the upcoming 20thNational Congress of the Communist Party of China.They expressed confidence in China’s future,hope in greater mutually beneficial cooperation with China on all fronts,and expectation of China playing a bigger role in international affairs.President Kassym-Jomart Tokayev of Kazakhstan stated that President Xi is a truly great leader,who enjoys the heartfelt support of the Chinese people,and that China will surely achieve its magnificent goal of building a modern socialist country in all respects as scheduled.President Shavkat Mirziyoyev of Uzbekistan said that President Xi Jinping is a great statesman in today’s world,and Uzbekistan is convinced that under President Xi Jinping’s wise leadership,China will have not only a bright today but also a brighter future.

President Xi’s visit to neighboring Central Asia focuses on the Eurasian continent and covers global situations,which is yet another successful practice and vivid embodiment of the Xi Jinping Thought on Diplomacy.

中俄蒙三國元首時隔3年首次舉行線下會晤。
