筑實“藍(lán)色糧倉”推進(jìn)大連漁業(yè)經(jīng)濟(jì)高質(zhì)量發(fā)展

摘要：大連市是我國北方重要的漁業(yè)增養(yǎng)殖基地和水產(chǎn)品供給基地，在遼寧漁業(yè)生產(chǎn)中占據(jù)絕對優(yōu)勢，但大連海水養(yǎng)殖產(chǎn)出效益低于隔海相望的膠東經(jīng)濟(jì)圈5城市。大連漁業(yè)發(fā)展與需求之間的矛盾既有新舊生產(chǎn)方式轉(zhuǎn)換問題，也有產(chǎn)業(yè)調(diào)整管理缺位問題，距離現(xiàn)代漁業(yè)要求的信息化、智能化、高生產(chǎn)率、低管理成本仍有較大差距。打造現(xiàn)代漁業(yè)新模式成為大連市建設(shè)“藍(lán)色糧倉”的必然選擇，這需要做好幾個方面的調(diào)整。產(chǎn)業(yè)調(diào)整方面，轉(zhuǎn)換傳統(tǒng)漁業(yè)生產(chǎn)模式，發(fā)展碳匯漁業(yè)，做好漁業(yè)一、二、三產(chǎn)業(yè)融合發(fā)展;生產(chǎn)方式上，鞏固大連漁業(yè)養(yǎng)殖優(yōu)勢的同時，發(fā)展陸基、深遠(yuǎn)海養(yǎng)殖;科技方面，加快科技創(chuàng)新，開展智慧漁業(yè)示范工作，推進(jìn)智能技術(shù)在漁業(yè)養(yǎng)殖上的推廣應(yīng)用;金融保險領(lǐng)域，推動海洋金融參與海洋與漁業(yè)發(fā)展和資源環(huán)境保護(hù)，完善漁業(yè)生產(chǎn)風(fēng)險防范及保障機(jī)制，加強(qiáng)漁業(yè)生產(chǎn)風(fēng)險抵抗能力;組織管理方面，組建漁業(yè)專業(yè)合作社，提升大連海鮮品牌形象，同時加強(qiáng)水產(chǎn)技術(shù)推廣。

Build ‘Marine Granary’ to Promote High Quality Development of Dalian Fishery Economy

Abstract：Dalian is an important base for breeding fishery and supplying aquatic products in the north of China. It has an absolute advantage in Liaoning's fishery production，but the output bene-fit of Dalian's mariculture is lower than that of the five cities（Qingdao，Weihai，Yantai，Weifang，Rizhao）in Jiaodong economic circle across the sea. The contradiction between the development of Dalian fishery and the demand is not only the transformation of the old and new mode of produc-tion，but also the absence of industrial adjustment and management. There is still a big gap between Dalian fishery and the informationization，intelligence，high productivity and low manage-ment cost required by modern fishery. Building a new model of modern fishery has become an in-evitable choice for the construction of “blue granary”in Dalian. This requires adjustment in several aspects. In terms of industrial adjustment，the traditional fishery production mode should be transformed，carbon sink fishery be developed，and should do a good job in the integrated de-velopment of the primary，secondary and tertiary fishery industries. In terms of production mode，the advantages of Dalian's fishery aquaculture should be consolidated，and land-based and far- reaching marine aquaculture be developed. In terms of science and technology，scientific and tech-nological innovation should be accelerated，smart fishery demonstration work be carried out，and the popularization and application of smart technology in fishery breeding promoted. In the field of finance and insurance，the participation of marine finance in marine and fishery development and resource and environmental protection should be promoted，the risk prevention and guarantee mechanism of fishery production be improved，and the risk resistance capacity of fishery produc-tion be strengt.hened.In terms of organization and management，specialized professional fishery cooperatives should be strengthened and the brandimage of Dalian seafood be enhanced，and aquatic technology promotion be strengthened.

黑土地，廣袤肥沃，是保證農(nóng)業(yè)豐產(chǎn)豐收的重要資源。39°N，122°E附近的海域也存在著一片海洋黑土地，作為野生海洋生物的天然棲息地，這里海水平均溫度12.1℃，潮差1.5～2 m，鹽度垂直分布一致;海水流速平緩，水質(zhì)清澈污染度低，氧、鹽含量適宜，海藻、浮游生物豐富，這就是大連的海域環(huán)境?！?br>
