又一個(gè)春天,如約而至,“一帶一路”建設(shè)也跨進(jìn)了百花爭(zhēng)艷的新階段。

“以高標(biāo)準(zhǔn)、可持續(xù)、惠民生為目標(biāo),鞏固互聯(lián)互通合作基礎(chǔ),拓展國(guó)際合作新空間,扎牢風(fēng)險(xiǎn)防控網(wǎng)絡(luò),努力實(shí)現(xiàn)更高合作水平、更高投入效益、更高供給質(zhì)量、更高發(fā)展韌性,推動(dòng)共建‘一帶一路’高質(zhì)量發(fā)展不斷取得新成效。”中國(guó)國(guó)家主席習(xí)近平對(duì)“一帶一路”建設(shè)提出了新的要求、新的期許。

“高標(biāo)準(zhǔn)、可持續(xù)、惠民生”——是期許,是目標(biāo),也正一步步從愿景變成現(xiàn)實(shí)。其中,基礎(chǔ)設(shè)施不斷互聯(lián)互通:中老鐵路、以色列海法新港順利竣工;中巴經(jīng)濟(jì)走廊、比雷埃夫斯港運(yùn)營(yíng)穩(wěn)定;中歐班列開行量和貨運(yùn)量再創(chuàng)歷史新高。

合作伙伴不斷增加:一年間,又有10 多個(gè)國(guó)家同中國(guó)簽署“一帶一路”合作文件,共建“一帶一路”大家庭成員達(dá)到181 個(gè)。

抗擊疫情馳援共行:就在2021 年,中國(guó)全力馳援各國(guó)抗疫,同20 個(gè)發(fā)展中國(guó)家合作伙伴開展疫苗聯(lián)合生產(chǎn),其中大部分面向“一帶一路”國(guó)家。

一枝獨(dú)秀不是春,百花齊放春滿園。又一年充滿希望的春天,又一年“一帶一路”項(xiàng)目推進(jìn)年。把基礎(chǔ)設(shè)施“硬聯(lián)通”作為重要方向,把規(guī)則標(biāo)準(zhǔn)“軟聯(lián)通”作為重要支撐,把與共建國(guó)家人民“心聯(lián)通”作為重要基礎(chǔ),將“一帶一路”打造成造福世界的‘發(fā)展帶’、惠及各國(guó)人民的“幸福路”。

As another spring comes as expected, the Belt and Road Initiative (BRI) is entering a new stage of flourishing.

“With the goal of pursuing high-standard, people-centered and sustainable development,and on the basis of consolidating cooperation on enhancing connectivity, we must create new spaces for international cooperation, improve the risk prevention and control network, strive to achieve higher-level cooperation, greater investment benefits, higher-quality supply and development with greater resilience,thus promoting the high-quality development of the Belt and Road Initiative to deliver new results.”Chinese President Xi Jinping proposed new requirements and expectations for the BRI.

“High-standard, people-centered and sustainable development” is an expectation, a goal and a vision that the BRI is gradually turning into reality. Infrastructure connectivity is improving, as evidenced by the successful completion of China-Laos Railway and the new port of Haifa in Israel, the stable operation of China-Pakistan Economic Corridor and Piraeus Port, as well as China-Europe Railway Express hitting a new record high in both the number of freight trains and cargo volumes.

The number of partners continues to increase. Over the past year, 10 more countries signed documents on BRI cooperation with China, and thus 180 members have joined the BRI.

The members rush to the anti-pandemic assistance of each other. In 2021, China rendered full support to aid other countries, and conducted joint vaccine production with 20 developing countries, most of whom were the BRI countries.

由中鐵二十三局集團(tuán)承建的格魯吉亞鐵路項(xiàng)目總長(zhǎng)43.9 公里,于2011 年底開工,計(jì)劃今年底完工,該項(xiàng)目是格魯吉亞近年來最重要的基礎(chǔ)設(shè)施建設(shè)工程之一。哈舒里地處高加索山支脈,這里有重點(diǎn)工程9號(hào)隧道,是難度最大的“咽喉”工程。

The 43.9-kilometer Georgian Railway Project, undertaken by China Railway 23rd Bureau Group Co., Ltd., was launched at the end of 2011 and is expected to be completed by the end of this year. It is one of the most important infrastructure construction projects in the country over recent years. Khashuri, sitting at the branch range of Caucasus Mountains, holds the No.9 Tunnel, which is the most challenging “gateway project”.

During the Spring Festival holidays, on the premise of ensuring safety and pandemic prevention, more than 100 Chinese management and construction personnel worked at the construction site despite the pandemic and the cold, instead of returning home to reunite with their family members. They completed concrete pouring and reinforcement binding of major T-shaped beams of the No.9 Tunnel, repaired hundreds of meters of cracks in the tunnel, cleaned the tunnel, and conducted seepage treatment, making dramatic progress in construction.

2021 年以來,面對(duì)大宗商品價(jià)格的迅猛漲勢(shì),海運(yùn)運(yùn)力緊張、運(yùn)費(fèi)上漲,再加上新冠肺炎疫情影響持續(xù)、管理成本陡增等困難,在埃及的中企攻堅(jiān)克難,始終把基礎(chǔ)設(shè)施“硬聯(lián)通”作為工作方向,持續(xù)推進(jìn)“一帶一路”項(xiàng)目。

由中國(guó)化學(xué)工程第十六建設(shè)有限公司承建的埃及沙姆沙伊赫“城市之星”大型綜合體項(xiàng)目2021 年順利上馬,該項(xiàng)目占地面積7.5 平方公里,預(yù)計(jì)2023 年6 月前完成一期工程內(nèi)兩家酒店共計(jì)800 間客房、690 套公寓的內(nèi)部裝修。該項(xiàng)目中材料成本占到總成本的70%,且有大量室內(nèi)裝飾材料、家具需要從中國(guó)海運(yùn)至埃及。

Since 2021, confronted with the surging commodity prices, the lack of sea transportation capacity,the skyrocketing freight, the continuous impact of the pandemic, and the sharp increase in management costs, Chinese enterprises in Egypt have met challenges squarely, always worked towards the “hardware connectivity” in infrastructure, and continued to promote the BRI projects.

Covering an area of 7.5 square kilometers, the Sharm el-Sheikh “Star of the City” large complex project, undertaken by China National Chemical Engineering No.16 Construction Co., Ltd., was successfully launched in 2021. The interior decoration for 800 rooms and 690 apartments of the two hotels in the first phase is expected to be finished by June 2023.The material cost accounts for 70% of the total of the project, and a large number of interior decoration materials and furniture need to be shipped from China to Egypt.

在埃及伊斯梅利亞省,由中企承建的蘇伊士運(yùn)河新建法爾達(dá)內(nèi)鐵路大橋2021年11 月16 日成功進(jìn)行首次轉(zhuǎn)橋?qū)訙y(cè)試,各項(xiàng)技術(shù)指標(biāo)均滿足設(shè)計(jì)要求,標(biāo)志著大橋主體結(jié)構(gòu)順利完工。該橋跨越蘇伊士運(yùn)河,兩端分別連接亞非大陸,在埃及“一帶一路”項(xiàng)目建設(shè)中具有重要意義,對(duì)埃及蘇伊士運(yùn)河經(jīng)濟(jì)帶建設(shè)也至關(guān)重要。

該項(xiàng)目由蜀道集團(tuán)下屬四川路橋和成都建筑材料工業(yè)設(shè)計(jì)研究院有限公司組成的聯(lián)合體承建。新橋建成后,將成為世界跨徑最大和承載最大的雙線鐵路平轉(zhuǎn)開啟橋梁。

In Ismailia, Egypt, the first transfer and connection test of the El Ferdan Railway Bridge on the Suez Canal built by Chinese enterprises was successfully carried out on November 16, 2021, and all technical indicators met the design requirements, marking the successful completion of the main structure of the bridge. This bridge spanning the Suez Canal and connecting the Asian and African continents is of great significance in the construction of the BRI projects in Egypt, and is also crucial to the development of the Suez Canal Economic Belt.

This project is undertaken by a consortium established by Shudao Group’s Sichuan Road & Bridge Group and Chengdu Design and Research Institute of Building Materials Industry Co., Ltd. Upon completion, it will become the double-track railway swing bridge with the longest span and the strongest bearing capacity in the world.

3 月22 日,中國(guó)土木工程集團(tuán)有限公司承建的尼日利亞拉各斯國(guó)際機(jī)場(chǎng)航站樓項(xiàng)目舉行竣工啟用儀式。尼總統(tǒng)布哈里和多位尼內(nèi)閣部長(zhǎng)以及中國(guó)駐尼大使崔建春等人出席儀式。航站樓項(xiàng)目主要包含一座建筑面積5.6 萬(wàn)平方米的多功能現(xiàn)代化客運(yùn)航站樓、一座貨運(yùn)航站樓以及相關(guān)配套工程。

建設(shè)期間,項(xiàng)目團(tuán)隊(duì)克服施工和疫情等方面困難,通過科學(xué)規(guī)劃和分段施工等措施,保障了項(xiàng)目順利竣工。拉各斯國(guó)際機(jī)場(chǎng)航站樓項(xiàng)目是尼政府推動(dòng)本國(guó)航空業(yè)發(fā)展計(jì)劃的重要組成部分,啟用后該機(jī)場(chǎng)年旅客吞吐能力將達(dá)到約2000 萬(wàn)人次。現(xiàn)代化機(jī)場(chǎng)設(shè)施不僅為旅客提供便利,還有助于吸引外國(guó)投資、創(chuàng)造就業(yè)崗位、助力經(jīng)濟(jì)增長(zhǎng)。

On March 22, the completion and opening ceremony of the Lagos International Airport Terminal Project in Nigeria, undertaken by China Civil Engineering Construction Corporation, was held. Nigerian President Muhammadu Buhari and cabinet ministers, as well as Chinese Ambassador to Nigeria Cui Jianchun attended the ceremony. The project mainly involves a modern multifunctional terminal for passenger flights with a floor area of 56,000 square meters, a terminal for cargo planes and related supporting projects.

During the construction, the project team overcame the difficulties and the pandemic, and ensured the smooth completion of the project through scientific planning, phased construction and other measures. The Lagos International Airport Terminal Project is an important part of the Nigerian government’s plan to promote the development of its aviation industry. After it was put into use, the annual passenger throughput of the airport will reach about 20 million. Modern airport facilities not only provide convenience for passengers,but also help attract foreign investment, create jobs and boost economic growth.
