Joint Declaration between China and Pakistan on win-win cooperation for common development

On Dec 9， the 2021 Forum on Cooperation between China and Pakistan Friendship Provinces and Cities was successfully held at the Diaoyutai State Guesthouse in Beijing， online and offline simultaneously. The forum was co-hosted by the Chinese People’s Association for Friendship with Foreign Countries and the Embassy of Pakistan in China.

The forum was one of the association’s series on win-win cooperation and common development. Participants reached broad consensus on promoting friendly exchanges between friendship provinces and cities of China and Pakistan and building a closer China-Pakistan community with a shared future. They agreed to release a joint declaration on win-win cooperation for common development. The full text follows：

We， representatives from the local and provincial governments of the People’s Republic of China and the Islamic Republic of Pakistan， attended the 2021 Forum on Cooperation between China and Pakistan Friendship Provinces and Cities on December 9， 2021 in both online and offline modes. The forum was co-hosted by the Chinese People’s Association for Friendship with Foreign Countries and the Embassy of Pakistan in China.

H.E. Mr. Zhang Chunxian， vicechairman of the Standing Committee of the National People’s Congress of China， and H.E. Mr. Qasim Khan Suri， deputy speaker of the National Assembly of Pakistan， delivered keynote speeches at the opening ceremony of the forum.

H.E. Mr. Lin Songtian， president of the CPAFFC， H.E Mr. Moin ul Haque， Pakistan’s Ambassador to China， and Mr. Mohsin Mushtaq Chandna， secretary of Ministry of InterProvincial Coordination of Pakistan， also addressed the forum. H.E. Mr. Sha Zukang， president of China-Pakistan Friendship Association， H.E. Mme. Hua Chunying， assistant minister of Foreign Affairs of China， and 240 professionals from local governments， enterprises and other sectors in both countries attended the forum.

During the event， an online signing ceremony of nine friendly cooperation agreements was also held.

Under the theme of “WinWin Cooperation for Common Development”， we had candid and indepth exchanges and reached broad consensus on promoting friendly exchanges and mutual learning， deepening win-win cooperation， enhancing common development between friendship provinces and cities of China and Pakistan and building a closer China-Pakistan community with a shared future.

We agreed to release the joint declaration as follows：

We warmly congratulate the Communist Party of China on its 100th anniversary and the successful convening of the Sixth Plenary Session of the 19th CPC Central Committee， highly appreciate the CPC’s founding mission of seeking happiness for the Chinese people and the rejuvenation of the Chinese nation， praise historic achievements and valuable experience achieved by the CPC over the past century， especially since the 18th National Congress. We are confident that the CPC will learn from history to create a bright future， unite and lead the Chinese people to achieve the Second Centenary Goal， and make new and greater contributions to maintaining world peace， stability， development and prosperity.

We warmly congratulate the peoples of Pakistan and China on the 70th anniversary of the establishment of diplomatic relations between the two brotherly nations， cherish this ironclad friendship which was forged by our founding leaders and carefully nurtured by successive generations of leaders and peoples from both sides. We agree that under the strategic guidance of the Chinese and Pakistani leadership， the development of the China-Pakistan Economic Corridor has reaped fruitful results， all-weather strategic cooperative partnership has continued to deepen and the China-Pakistan relationship has become a model of equality， bilateral trust， mutual respect， win-win cooperation and common development among the community of nations.

We recognize that the world is facing a turbulent international situation unseen in a century and accelerated by the COIVD-19 pandemic. Driven by resurgent power politics and a Cold War mentality， the practices of unilateralism and protectionism are on the rise. The world is in chaos， but the overriding trend is still clear. The 21st century belongs to Asia， and win-win cooperation for common development is the right way and the only correct choice for all countries.

We highly appreciate the exemplary role of solidarity and cooperation expressed by China and Pakistan for the international community in joining hands to address the challenges of the pandemic， to safeguard international justice and fairness and to build the ChinaPakistan Economic Corridor and the Belt and Road Initiative with high quality. In the face of the new situation and new mission， China and Pakistan will jointly work for stronger solidarity， uphold and foster the shared human values of peace， development， fairness， justice， democracy and freedom， advance the all-weather strategic cooperative partnership between the two countries， build a closer ChinaPakistan community with a shared future in the new era and promote global governance in a more just and equitable way.

We a l l a g r e e t h a t l o c a l cooperation， especially the exchange and cooperation between friendship provinces and cities， is an important manifestation and priority of the China-Pakistan all-weather strategic cooperative partnership， a concrete initiative to benefit our peoples and for the common interest of both sides. We will work together to promote the establishment of more friendship city relations， strengthen friendly exchanges and win-win cooperation in the fields of politics， economy and trade， scientific and technological innovation， education and culture， public health， and enhance people-topeople connectivity， to deliver greater benefits to our two peoples.

We all agree that the Forum on Cooperation Between China and Pakistan Friendship Provinces and Cities has provided an effective platform for local governments of the two countries to deepen exchanges， learn from each other and create a common future. It is unanimously agreed that the next forum be held in 2023.

We look forward to the success of the Beijing 2022 Winter Olympic and Paralympic Games and wish the athletes of all countries， including China and Pakistan， will achieve good results. Beijing will be the only city in the world to host both the Summer and Winter Olympic and Paralympic Games. We highly appreciate China’s outstanding contributions to the promotion of the Olympic spirit and the Olympic cause and firmly oppose any attempt or means to undermine the Olympic spirit or politicize the Olympic sporting event.
