中國（重慶）首批10個自由貿易試驗區 聯動創新區建設啟動

11月2日，中國（重慶）自由貿易試驗區聯動創新區啟動建設新聞發布會在市商務委舉行。

市商務委黨組成員、副主任李巡府介紹，重慶市將在重慶高新技術產業開發區、重慶經濟技術開發區、長壽經濟技術開發區、萬州經濟技術開發區、永川高新技術產業開發區、涪陵高新技術產業開發區、重慶公路物流基地、黔江正陽工業園區、墊江高新技術產業開發區、云陽工業園區建設中國（重慶）自由貿易試驗區聯動創新區（以下簡稱聯動創新區）。這是重慶市第一批建設的自貿試驗區聯動創新區。

建設自貿試驗區是我國在新時代全面深化改革、擴大開放的一項戰略舉措。重慶自貿試驗區作為黨中央、國務院批準設立的第三批自貿試驗區，掛牌運行四年多來，深入貫徹落實習近平總書記對自貿試驗區建設和重慶發展作出的系列重要指示批示精神，堅持以制度創新為核心，推動先行先試，開展首創性、差異化的改革探索，充分發揮了改革發展排頭兵、開放發展制高點、創新發展先行者作用，有力推動了重慶實現更高水平的開放和更高質量的發展。

為什么要設立聯動創新區？李巡府表示，自貿試驗區作為國家改革開放的“試驗田”，承擔著為全面深化改革和擴大開放探索新途徑、積累新經驗的重任，自貿試驗區先行先試取得的成果，只有在更大范圍內進行復制與推廣，才能更大程度地發揮自貿試驗區的示范引領作用。“設立自貿試驗區聯動創新區，是我市加快內陸開放高地建設的一項重要舉措，也是一項全新的工作。”

談及聯動創新區的重點任務，李巡府表示，聯動創新區將把自貿試驗區改革創新經驗的復制推廣作為自身建設的首要任務，全面落實相關工作要求，積極復制國家層面各批次改革試點經驗和最佳實踐案例，大力推廣重慶自貿試驗區自身的創新成果，重點借鑒政府職能轉變、投資管理、貿易便利化、金融創新與開放、綜合監管等領域的好做法好經驗，全面提升平臺的開放發展水平。

“我們要穩步推進權限下放與政策協同。按照‘依法放權、按需放權‘放得下、接得住原則，將下放到自貿試驗區的部分市級權力事項，同步下放到具備承接條件和具有較強承接意愿的聯動創新區實施?！崩钛哺Q，在做好風險防范的前提下，爭取將國家和市里賦予自貿試驗區的改革試點政策逐步適用于聯動創新區，最大限度地激發聯動創新區的創造潛力和發展活力。

重慶還要大力開展聯動創新試驗。聯動創新區將在安全和風險可控的前提下，與自貿試驗區同步開展相關探索，著力破除在改革發展中遇到的政策和制度障礙。強化與自貿試驗區的創新聯動，努力形成一批跨區域、跨部門、跨層級的創新成果。支持聯動創新區充分發揮自身優勢，著眼于傳統產業轉型升級和新興產業培育，探索一批體現區域特色的改革創新經驗。

與此同時，聯動創新區將充分發揮平臺功能和優勢，聚焦先進制造業和現代服務業，促進與自貿試驗區協同聯動，推動形成產業鏈條，實現產業集聚，構建開放型產業體系。建立自貿試驗區與聯動創新區招商信息共享機制，整合各方資源，形成優勢互補，實現協同招商，推動更多優質項目落地。

此外，聯動創新區將依托西部陸海新通道、中歐國際鐵路聯運通道、長江黃金水道等通道優勢，加快完善基礎設施和物流體系，大力發展通道經濟，充分發揮通道帶物流、物流帶經貿、經貿帶產業效應。有效利用區域內各類物流樞紐和口岸優勢，發揮海關特殊監管區域功能，加快融入綜合交通運輸體系，大力發展多式聯運和樞紐經濟。

按照規劃，重慶今后每年還將建設5個左右自貿試驗區聯動創新區。

會上，重慶高新技術產業開發區、重慶經濟技術開發區、長壽經濟技術開發區、萬州經濟技術開發區、永川高新技術產業開發區、涪陵高新技術產業開發區、重慶公路物流基地、黔江正陽工業園區、墊江高新技術產業開發區、云陽工業園區相關負責人分別介紹了本開發區的特色、亮點及未來規劃。

On November 2， the press conference on the launch of the construction of China （Chongqing） Pilot Free Trade Zone Linked Innovation Areas was held at the Chongqing Municipal Commission of Commerce.

Li Xunfu， member of the Party Leadership Group and deputy director of the Municipal Commission of Commerce， introduced that Chongqing would construct China （Chongqing） Pilot Free Trade Zone Linked Innovation Areas （hereinafter referred to as Linked Innovation Areas） in Chongqing Hi-Tech Industrial Development Zone， Chongqing Economic and Technological Development Zone， Changshou Economic and Technological Development Zone， Wanzhou Economic and Technological Development Zone， Yongchuan High-Tech Industrial Development Zone， Fuling High-Tech Industrial Development Zone， Chongqing Highway Logistics Base， Qianjiang Zhengyang Industrial Park， Dianjiang High-Tech Industrial Development Zone and Yunyang Industrial Park. This is the first batch of Pilot Free Trade Zone Linked Innovation Areas built in Chongqing.

The Pilot Free Trade Zone construction is a strategic measure for China to deepen reform and expand opening-up in an all-round way in a new era. As the third batch of Pilot Free Trade Zone set with the approval of the CPC Central Committee and the State Council， during its operation in over four years， Chongqing Pilot Free Trade Zone has thoroughly implemented the guidelines of a series of key instructions made by General Secretary Xi Jinping on its construction and the development of Chongqing， adhered to system innovation as the core， promoted pioneering， and unfolded innovative and differentiated reform exploration， given full play to the pacesetter role of reform and development， the vantage point of opening-up and development and the pioneer role of innovation and development， and effectively facilitated Chongqing to achieve a higher level of opening-up and higher-quality development.

What's the reason to set up the Linked Innovation Areas？ Li Xunfu said that as the "test field" of national reform and opening-up， the Pilot Free Trade Zone shoulders the responsibilities of blazing new paths and accumulating experience to deepen reform and expand opening-up in an all-round way. The pioneering fruits born in the Pilot Free Trade Zone can play a demonstrative and spearheading role to a larger extent only via replication and promotion on a larger scale. "Setting up the Pilot Free Trade Zone Linked Innovation Areas is both a key measure and a brand-new work for the city to accelerate the construction of the inland opening-up high ground."

In terms of the key tasks of the Linked Innovation Areas， Li Xunfu said that the Linked Innovation Areas would take the replication and promotion of reform and innovation experience in the Pilot Free Trade Zone as the primary task of their own construction， fully implement the relevant work requirements， actively duplicate the reform pilot experience and best practice cases of various batches at the state level， vigorously promote the innovation achievements of Chongqing Pilot Free Trade Zone， place emphasis on learning from the good practices and experiences of government in the fields of function transformation， investment management， trade facilitation， financial innovation and opening-up， and comprehensive supervision， etc. so as to comprehensively improve the opening-up development level of the platform.

"We shall steadily enhance power delegation and policy coordination. In the principle of "delegating power as per law and needs" and "being capable of delegation and undertaking"， part of municipal power items delegated to the Pilot Free Trade Zone will be delegated to the Linked Innovation Areas with undertaking conditions and relatively strong undertaking willingness in sync." Li Xunfu stated that under the prerequisite of ensuring risk prevention， we strive to apply reform pilot policies of Pilot Free Trade Zone given by the state and city to the Linked Innovation Areas gradually， in order to stimulate the creative potential and development dynamism of the Linked Innovation Areas to the maximum.

Chongqing shall vigorously carry out linked innovation trial as well. With the premise of safety and controllable risks， the Linked Innovation Areas will conduct related explorations in sync with the Pilot Free Trade Zone to eliminate the policy and system obstacles encountered in the reform and development. We should strengthen the innovative linkage with Pilot Free Trade Zone in an effort to form a group of innovative achievements crossing regions， departments and levels. The Linked Innovation Areas are supported to give full play to their own advantages， concentrate on the transformation and upgrading of traditional industries and the cultivation of emerging industries， and explore a number of reform and innovation experiences reflecting regional characteristics.

Meanwhile， the Linked Innovation Areas will give full play to the functions and advantages of the platform， focus on advanced manufacturing and modern service industries， boost collaborative linkage with the Pilot Free Trade Zone， promote the formation of industrial chain， realize industrial agglomeration and build an open industrial system， and establish an investment information sharing mechanism between the Pilot Free Trade Zone and the Linked Innovation Areas， integrate the resources from various parties to form advantage supplementation， achieve collaborative investment attraction， and push forward the implementation of more high-quality projects.

In addition， relying on the channel advantages of new western land-sea corridor， China-Europe international railway express intermodal corridor and the golden waterway of the Yangtze River， etc.， the Linked Innovation Areas will expedite the improvement of infrastructure and logistics system， vigorously develop corridor economy， and give full play to the effects of corridor driving logistics， logistics driving economy and trade， and economy and trade driving the industry， make effective use of the advantages of various logistics hubs and ports in the region， give full play to the special supervision regional function of customs， accelerate integration into the comprehensive transportation system， and vigorously develop multi-intermodal transport and hub economy.

According to the planning， Chongqing will build five Pilot Free Trade Zone Linked Innovation Areas or so every year from now on.

At the conference， relevant persons in charge of Chongqing Hi-Tech Industrial Development Zone， Chongqing Economic and Technological Development Zone， Changshou Economic and Technological Development Zone， Wanzhou Economic and Technological Development Zone， Yongchuan High-Tech Industrial Development Zone， Fuling High-Tech Industrial Development Zone， Chongqing Highway Logistics Base， Qianjiang Zhengyang Industrial Park， Dianjiang High-Tech Industrial Development Zone and Yunyang Industrial Park introduced the characteristics， highlights and future planning of the zones respectively.
