重慶市與哥倫比亞麥德林市簽署建立友好城市關系諒解備忘錄

9月15日，重慶市與哥倫比亞麥德林市建立友好城市關系諒解備忘錄簽署儀式暨中國品牌商品（哥倫比亞）展開幕式，通過線上方式在重慶外事大樓舉行。重慶市委副書記、市長唐良智，哥倫比亞貿工旅游部副部長安德列斯·卡德納斯·穆尼奧斯，麥德林市市長丹尼爾·肯特羅，中國駐哥倫比亞使館臨時代辦、公使銜參贊徐偉，哥倫比亞駐華大使蒙薩爾韋，中國商務部外貿發展局局長吳政平、麥德林市投資合作局執行總監埃萊奧諾拉·岡薩雷斯出席活動并致辭。副市長陳金山主持活動儀式。

唐良智在致辭中代表市委、市政府，代表陳敏爾書記，向推動重慶市和麥德林市建立友好交流關系的各位朋友表示感謝，祝愿中國品牌商品（哥倫比亞）展取得圓滿成功。唐良智說，今年2月，習近平主席與哥倫比亞杜克總統通電話，為我們深化合作、共謀發展指明了方向。重慶市與麥德林市簽署建立友好城市關系諒解備忘錄，重慶商品（哥倫比亞）展示中心在麥德林市開館，這是落實兩國領導人重要共識的具體行動，是深化兩國地方合作的務實舉措。當前，我們正緊緊圍繞把習近平主席殷殷囑托全面落實在重慶大地上這條主線，立足新發展階段、貫徹新發展理念、融入新發展格局，搶抓成渝地區雙城經濟圈建設重大機遇，加快建設內陸開放高地、山清水秀美麗之地，推動高質量發展、創造高品質生活，努力在推進新時代西部大開發中發揮支撐作用、在推進共建“一帶一路”中發揮帶動作用、在推進長江經濟帶綠色發展中發揮示范作用。近年來，重慶與哥倫比亞經貿往來日益密切，人文交流不斷加深，特別是雙方攜手抗疫、相互支持，體現了守望相助、共克時艱的深厚情誼。面向未來，我們愿進一步深化雙方在經貿、數字經濟、科教人文、國際展會等領域合作，更多造福兩地人民。重慶是“近者悅、遠者來”的好地方，歡迎哥倫比亞朋友多到重慶實地感受“山水之城·美麗之地”的獨特魅力，在重慶“行千里·致廣大”。

卡德納斯副部長在視頻致辭中祝賀中國品牌商品（哥倫比亞）展成功開幕。他說，近年來，哥中兩國認真落實雙方領導人達成的重要共識，不斷深化經貿往來和務實合作，取得了積極成效。中國已經成為哥倫比亞第二大貿易伙伴和第一大亞洲投資來源國。中哥兩國之間擁有廣闊的合作前景，我們對未來雙方深化合作充滿信心，將進一步加強與中國在經濟、貿易、科技、旅游、文化等多個領域合作交流，擴大對中國非煤礦產品、工業產品、農牧產品等出口。歡迎更多中國企業來哥倫比亞投資興業。

肯特羅表示，麥德林市與重慶市簽署建立友好城市關系諒解備忘錄，是哥中兩國地方間交流合作的重要內容，具有特別意義。麥德林市與重慶市都是美麗的山城，都是工業、貿易、經濟發展強勁的城市。希望雙方進一步加強科技合作、人文交流，賦予友城關系豐富的內涵，推動合作取得更加豐碩的成果。

徐偉說，重慶市和麥德林市正式結為姊妹城市，推動中哥雙邊關系發展取得了重大的一步，這將為中哥雙方關系添磚加瓦，產生豐碩成果，造福兩國人民。

蒙薩爾韋表示，重慶和麥德林結為友城關系是他駐任大使以來重要的工作目標之一，備忘錄的簽署具有特殊意義，標志著兩座城市之間堅實友誼的開始，這一關系蘊含著巨大的潛力和互補性，將為中哥關系發展和兩國交流合作和鞏固作出重要貢獻。祝愿兩座城市的友誼在新的階段取得豐碩的成果，哥倫比亞駐華大使館愿意提供幫助，為實現美好藍圖共同努力。

吳政平介紹，中國商務部外貿發展局、哥倫比亞外貿和重慶市商務委在2019年實體展成功舉辦基礎上，共同舉辦2021中國品牌商品（哥倫比亞）展，采用線上線下同步互動，有機融合的辦展模式。線上展于4月20日—5月20日在線上平臺Chinabrand Store順利舉辦。線下展在麥德林Premium Plaza商業中心設置為期1年的線下產品實體展示中心，以線上線下相結合的方式，幫助企業展銷產品，落實跟蹤已有訂單，拓展新客戶。未來，商務部將繼續為深化中哥雙邊經貿合作搭建更好平臺，提供更多合作機會和更優質服務，推動中哥經貿合作取得務實成果。

埃萊奧諾拉·岡薩雷斯說，重慶市與麥德林市簽署建立友好城市備忘錄，是雙方關系發展邁出的堅實一步。麥德林是哥倫比亞非常重要的城市，與重慶結好最終將惠及兩座城市的市民。而中國品牌商品（哥倫比亞）展是展示銷售中國優質產品的平臺，將為拉近兩國之間的距離作出貢獻。

活動現場，唐良智市長與肯特羅市長在線簽署《中國重慶市與哥倫比亞麥德林市建立友好城市關系諒解備忘錄》;兩地同步舉行了重慶商品（哥倫比亞）展示中心開館儀式，共同見證中心揭牌。唐良智及有關領導在重慶會議現場參觀長安汽車、重慶小康工業集團等10家企業產品展示，了解企業主打產品、技術研發、市場銷售等情況。

重慶商品（哥倫比亞）展示中心位于哥倫比亞麥德林市的Premium Plaza 商業中心內，展出面積1500平方米，小康、長安、飛牛、匯帆等重慶重點企業進駐展示中心。展示中心采取“線下展示+線上對接”的方式，通過麥德林當地的推廣宣傳團隊推介展廳展品，篩選出對口的采購商與重慶企業線上洽談，促成合作。展示中心可提供倉儲、物流、通關、售后、推廣等一系列外貿綜合服務，同時還可以為重慶與哥倫比亞企業提供雙向的投資貿易咨詢協助服務。

本次活動由重慶市政府、哥倫比亞麥德林市政府共同主辦，哥倫比亞貿易、工業和旅游部，商務部外貿發展局支持，重慶市政府外辦和市商務委承辦。

On September 15， the MOU Signing Ceremony on Establishing Sister City Relations between Chongqing and Medellin， Colombia and the Opening Ceremony of China Brand Show （Colombia） Exhibition were held online in Chongqing Foreign Affairs Building. Tang Liangzhi， deputy secretary of the CPC Chongqing Municipal Committee and mayor; Andrés Cárdenas， Mu?oz Deputy Minister of Commerce， Industry and Tourism， Columbia; Daniel Quintero， mayor of Medellin; Xu Wei， charg é d'affaires ad interim and minister counsellor of the Chinese Embassy in Colombia; Luis Diego Monsalve， Colombian ambassador to China; Wu Zhengping， director of the Trade Development Bureau of the Ministry of Commerce of China， Eleonora Betancur González， executive director of ACI Medellin attended the event and delivered speeches. Vice Mayor Chen Jinshan presided over the ceremony.

In his speech， Tang Liangzhi， on behalf of the CPC Chongqing Committee and Chongqing Municipal Government as well as secretary Chen Miner， thanked all friends who promoted the establishment of friendly exchange relations between Chongqing and Medellin， and wished the China Branded Commodities （Colombia） Exhibition a complete success. Tang Liangzhi said that in February this year， President Xi Jinping telephoned the President of Columbia Iván Duque Márquez， pointing out the direction for us to deepen cooperation and seek shared development. Chongqing and Medellin signed a MOU on establishing sister city relations， and Chongqing Commodity （Colombia） Display Center opened in Medellin. This is a concrete action to implement the important consensus of the leaders of the two countries and a practical measure to deepen local cooperation between the two countries. At present， we are closely focusing on the main task of fully implementing President Xi Jinping's ardent expectations towards Chongqing. Based on the new development stage， we are implementing the new development concept， integrating into the new development pattern， seizing the key opportunities for the construction of the Chengdu-Chongqing economic circle， accelerating the construction of an inland opening-up highland and a land of natural beauty， promoting high-quality development and create high-quality life， and striving to play a supporting role in pushing forward western development in a new era， as well as playing a leading role in driving the joint construction of the "Belt and Road" and an exemplary role in the green development of the Yangtze River Economic Belt. In recent years， Chongqing and Colombia have seen increasingly closer economic and trade exchanges and deepened people-to-people exchanges. In particular， the two sides work together to fight the COVID-19 epidemic and support each other， reflecting the deep friendship of mutual help and overcoming difficulties together. Facing the future， we are willing to further deepen bilateral cooperation in the fields of economy and trade， digital economy， science， education， humanities， international exhibitions and so on， so as to bring more benefits to the people of the two places. Chongqing is an auspicious place that "delights people nearby and attracts those far away". Colombian friends are welcome to Chongqing to experience the unique charm of "A Land of Natural Beauty， A City with Cultural Appeal" and “A Tour in Chongqing · A Gain in Vision”.

Vice Minister Cárdenas congratulated the successful opening of China Brand Show （Colombia） Exhibition in his video speech. He said that in recent years， Colombia and China have earnestly implemented the important consensus reached by the leaders of both sides， continuously deepened economic and trade exchanges and pragmatic cooperation， and achieved positive results. China has become Colombia's second largest trading partner and the largest source of investment in Asia. China and Colombia embrace broad cooperation prospects. We are full of confidence in deepening cooperation between the two sides in the future and will further strengthen cooperation and exchanges with China in many fields such as economy， trade， science and technology， tourism and culture， and expand exports of non-coal mining products， industrial products， agricultural and animal husbandry products to China. More Chinese enterprises are welcome to invest in Colombia.

Mayor Quintero said that the signing of the MOU on establishing sister city relations between Medellin and Chongqing is an important part of local exchanges and cooperation between Colombia and China， which is of special significance. Medellin and Chongqing are both beautiful mountainous cities with strong industrial， trade and economic development. It is hoped that the two sides will further strengthen scientific and technological cooperation and people-to-people exchanges， endow friendly city relations with rich connotation， and promote cooperation to achieve more fruitful results.

Counsellor Xu Wei said that Chongqing and Medellin have officially become sister cities， which has been a significant step in advancing the development of China-Colombia bilateral relations， and will bring fruitful results in China-Colombia relations and benefits to the people of the two countries.

Ambassador Monsalve said that the friendship between Chongqing and Medellin is one of his major working goals since his tenure as ambassador. The signing of the MOU is of special significance and marks the beginning of solid friendship between the two cities. Such relation contains enormous potential and complementarity and will make important contributions to the development of China-Colombia relations and the consolidation of both countries' exchanges and cooperation. I wish the friendship between the two cities more fruitful results in the new stage. The Colombian Embassy in China is willing to provide assistance and work together to realize the beautiful blueprint.

Director Wu Zhengping introduced that on the basis of the successful holding of the physical exhibition in 2019， the Trade Development Bureau of the Ministry of Commerce of China， Colombia International Trade Administration and Chongqing Municipal Commission of Commerce jointly held the 2021 China Brand Show （Colombia） Exhibition， which adopted the exhibition mode of online and offline synchronous interaction and organic integration. The online exhibition was successfully held on the online platform China Brand store from April 20 to May 20. Offline exhibition set up a one-year offline physical product Display Center in Medellin Premium Plaza Business Center to help enterprises display and sell products， implement and track existing orders and expand new customers by combining online and offline forms. In the future， the Ministry of Commerce will continue to build a better platform for deepening China Colombia bilateral economic and trade cooperation， provide more cooperation opportunities and better services， and propel China-Colombia economic and trade cooperation to achieve practical results.

Director Eleonora Betancur González said that the signing of the MOU on the establishment of sister cities between Chongqing and Medellin is a solid step forward in the development of bilateral relations. Medellin is a very important city in Colombia. Twinning up with Chongqing will eventually benefit the citizens of the two cities. The China Brand Show （Colombia） Exhibition is a platform to display and sell high-quality Chinese products and will contribute to shortening the distance between the two countries.

At the event site， mayor Tang Liangzhi and mayor Quintero signed the MOU on Establishing Sister City Relations between Chongqing， China and Medellin， Colombia online; the two places held the opening ceremony of Chongqing Commodity （Colombia） Display Center at the same time to witness the unveiling of the center. Mayor Tang Liangzhi and relevant leaders visited the product exhibition of 10 enterprises such as Changan Auto and Chongqing Sokon Industrial Group at the Chongqing conference site to understand the main products， technology research and development， market sales， etc.

Located in the Premium Plaza Business Center in Medellin， Colombia， with an exhibition area of 1，500 square meters， Chongqing Commodity （Colombia） Display Center will accommodate key Chongqing enterprises such as Sokon， Changan， Feiniu and Huifan， etc. The Display Center adopts the method of "offline Exhibition + online docking"， showcases the exhibits in the showroom through Medellin's local promotion team， and selects counterpart buyers to negotiate online with Chongqing enterprises and facilitates cooperation. The Display Center can provide a series of comprehensive foreign trade services such as warehousing， logistics， customs clearance， after-sales and promotion. At the same time， it is also able to provide two-way investment and trade consulting and assistance services for enterprises in Chongqing and Colombia.

Co-organized by Chongqing Municipal Government and Medellin Municipal Government of Colombia， the event is supported by the Ministry of Commerce， Industry and Tourism， Columbia and the Trade Development Bureau of the Ministry of Commerce， and undertaken by the Foreign Affairs Office of Chongqing Municipal People's Government and the Municipal Commission of Commerce.
