2021年的新年是如此與眾不同,疫情的陰霾與未來的希望交織在一起。有這樣一群人也在用特殊的方式迎接2021年的到來。2020年12月31日,一場“一帶一路”海外項目跨年活動在土耳其胡努特魯電站進行著。荊鴻翔是該項目的新員工,在土耳其疫情持續(xù)蔓延的情況下,他主動申請到國外參加項目建設(shè),他說:“希望能為‘一帶一路’建設(shè)貢獻我的一份力量。”余烽,一名剛剛踏入社會、走向工作崗位的年輕人,他說:“剛來土耳其的時候,我也會思念故鄉(xiāng)。每每打電話回家,媽媽總告訴我‘你正為之奮斗的他鄉(xiāng),承載的是你的夢想啊!’”
正是這樣一群為夢想而努力奮斗的年青人,讓更多的海外項目成為一座座連接友誼的“橋梁”。
數(shù)據(jù)表明一切努力都有回報。截至2021年1月,中國與171個國家和國際組織,簽署了205份共建“一帶一路”合作文件;2020年中國與“一帶一路”沿線國家的貨物貿(mào)易額達1.35萬億美元,同比增長0.7%,在中國外貿(mào)額總體中占比達到29.1%;2020年中國對沿線國家非金融類直接投資達177.9億美元,同比增長18.3%。一大批境外項目和園區(qū)建設(shè)克服了疫情的壓力穩(wěn)步推進,中老鐵路、雅萬高鐵等重大項目取得積極進展。
3月5日,國務(wù)院總理李克強在第十三屆全國人民代表大會第四次會議上的政府工作報告中四次提到“一帶一路”,肯定了“一帶一路”建設(shè)的成果,更提出了高質(zhì)量發(fā)展的目標。
在這個春天,在“一帶一路”道路上,合作正不斷走深走實,更多的藍圖將變成通途。
2021 started in a quite different way.It was a blend of the gloominess of the COVID-19 pandemic and exciting prospects.A group of people welcomed the New Year in a unique way.On December 31, 2020, a New Year celebration was held at the site of the Hunutlu Thermal Power Station project in Turkey, which was one of such events organized by overseas projects of the Belt and Road Initiative.Jing Hongxiang, a new employee, voluntarily applied for a position at this construction site while the pandemic was still raging on in Turkey.He said, “I hope to contribute to the construction of the Belt and Road Initiative.” Yu Feng is a young man who has just started his career.He said, “When I first came to Turkey, I missed my hometown dreadfully.Every time I called my mother, she would tell me, ‘In the foreign land, you will make your dream come true!’”
It is these young people who work hard to realize their dreams that have turned so many overseas projects into “bridges” of friendship and so many blueprints into thoroughfares.
Data shows that all efforts will eventually pay off.As of January 2021, China had signed 205 cooperation agreements with 171 countries and international organizations on the Belt and Road Initiative.In 2020, China’s trade in goods with countries along the Belt and Road reached USD 1.35 trillion, an increase of 0.7% year-onyear, accounting for 29.1% of China’s total volume of foreign trade.In 2020, China made a non-financial outbound direct investment of USD 17.79 billion in countries along the Belt and Road, a year-on-year increase of 18.3%.The construction of a large number of overseas projects and industrial parks got underway despite the COVID-19 pandemic.Major projects, such as the China-Laos Railway and the Jakarta-Bandung High-Speed Railway, have made positive progress.
On March 5, Premier Li Keqiang mentioned the Belt and Road Initiative four times in his government work report at the Fourth Session of the 13th National People’s Congress.He spoke highly of the achievements made in the construction of the initiative and set the goal of high-quality development.
This spring, cooperation along the Belt and Road is proceeding steadily, and more blueprints will be materialized into thoroughfares.

中白科技成果產(chǎn)業(yè)化創(chuàng)新中心坐落于白俄羅斯首都明斯克中白工業(yè)園。該項目建設(shè)使用中國政府提供的經(jīng)濟技術(shù)援助資金,旨在進一步推動中白兩國科技交流合作,提高中白工業(yè)園的國際競爭力。項目總建筑面積1.9萬平方米,于2018年12月開工建設(shè),2020年12月底建成,總承包單位為中國十五冶金建設(shè)集團有限公司。
中白科技成果產(chǎn)業(yè)化創(chuàng)新中心的建成使用,將有力推動工業(yè)園科技合作平臺建設(shè),為包括白俄羅斯在內(nèi)的各國高科技企業(yè)、科創(chuàng)企業(yè)、研發(fā)企業(yè)的發(fā)展壯大提供新機遇,加快科研成果轉(zhuǎn)化落地,助力園區(qū)邁向高質(zhì)量發(fā)展階段。中國愿與白俄羅斯共同努力,積極落實兩國元首在建設(shè)和發(fā)展中白工業(yè)園達成的重要共識,為把工業(yè)園建設(shè)成為基礎(chǔ)設(shè)施完備、生態(tài)環(huán)境優(yōu)美、產(chǎn)業(yè)高度聚集、技術(shù)水平先進的產(chǎn)業(yè)基地和科技新城作出不懈努力。
The China-Belarus Innovation and Cooperation Center of Industrialization of Scientific and Technological Achievement is located in China-Belarus Industrial Park in Minsk, Belarus.The Chinese government provided economic and technical assistance funds for the construction of this project to further promote the scientific and technological exchanges and cooperation between the two countries and improve the international competitiveness of the China-Belarus Industrial Park.With an overall floorage of 19,000 square meters, the project was inaugurated in December 2018 and was completed by China 15th Metallurgical Construction Group Co., Ltd., the general contractor, at the end of December 2020.
The completion and operation of the Center will vigorously promote the construction of the scientific and technological cooperation platform in the industrial park, provide new opportunities for the development of high-tech enterprises, startups, and R&D enterprises from countries including Belarus, accelerate the transformation and application of scientific research achievements, and drive the high-quality development of the industrial park.China hopes to work together with Belarus to implement the consensus reached by the two heads of state during the construction and development of the China-Belarus Industrial Park, and make unremitting efforts to turn the industrial park into an industrial base and a new science and technology city with a complete set of infrastructure, a beautiful eco-environment, a sophisticated industrial cluster and advanced technologies.
B專科醫(yī)院:為斯里蘭卡人民帶來福祉
A specialized hospital for Sri Lankan people
波隆納魯沃地區(qū)是斯里蘭卡慢性腎病高發(fā)地區(qū)。幾年前,中斯兩國政府商定在該地區(qū)興建一所國家腎病專科醫(yī)院作為中國援建項目。按照規(guī)劃,醫(yī)院建筑面積為25917平方米,包括200個普通住院床位及100個血液透析床位。
項目自2018年7月正式開工后,中方始終本著“相互尊重、平等相待、重信守諾、互利共贏”的原則,克服了斯里蘭卡2019年恐怖襲擊事件以及2020年新冠肺炎疫情的影響,最終項目保質(zhì)保量圓滿完成。2月13日,中國政府在波隆納魯沃完成了醫(yī)院項目的驗收和移交。
國家腎病專科醫(yī)院斯方接收委員會主席、波隆納魯沃地區(qū)醫(yī)院院長桑帕特表示,醫(yī)院投入使用后將給斯里蘭卡人民,尤其是中北部腎病高發(fā)區(qū)人民帶來福祉,斯方在項目實施過程中也受益匪淺,將會盡最大努力運營好醫(yī)院。
Polonnaruwa in Sri Lanka is a region where chronic kidney diseases occur at a very high rate.A few years ago, the Chinese and Sri Lankan governments agreed to build a national nephrology hospital with the assistance of China in this area.According to the plan, the hospital will cover an area of 25,917 square meters and have 200 inpatient beds and 100 hemodialysis beds.
Since the project officially got started in July 2018, China had adhered to the principle of “mutual respect, equal treatment, credibility and win-win cooperation”.It minimized the impact of the 2019 terrorist attack in Sri Lanka and the COVID-19 pandemic in 2020, ensuring the successful completion of the project.On February 13, 2021, the Chinese government accepted the hospital in Polonnaruwa and handed it over to the Sri Lankan side.
Sampat, Chairman of the National Nephropathy Specialist Hospital Reception Committee on the Sri Lankan side and President of Polonnaruwa Hospital, said that once the hospital is put into use, it will benefit Sri Lankan people, especially those living in the central and northern regions where kidney diseases are rampant.Sri Lanka also benefited a lot from the implementation of the project, and will manage the hospital to the best of its ability.

帕西格河貫穿菲律賓馬尼拉市,流經(jīng)區(qū)域多為鬧市區(qū),車輛行人眾多,因而馬尼拉市常年受交通擁堵困擾。2018年7月17日,中國政府首批無償援助菲律賓的兩座橋梁項目之一——馬尼拉B-I橋項目正式開工,此項目也是菲政府帕西格河12座橋梁修建計劃項目之一。
該項目有望于菲本屆政府任期內(nèi)竣工,屆時將實現(xiàn)日均通車3萬輛的目標,有效緩解馬尼拉市的交通擁堵情況。在2020年新冠疫情期間,施工單位中國路橋公司為中菲員工提供了充足的防疫和生活物資,切實保障員工安全,未出現(xiàn)一例感染病例。
The Pasig River runs through Manila, and the areas it flows through are mostly crowded with vehicles and pedestrians.Thus, Manila is plagued by traffic congestion all year round.On July 17, 2018, the construction of the Binondo-Intramuros (BI) Bridge in Manila, one of the first two bridge projects built for free by the Chinese government for the Philippines, officially commenced.This project is also one of the 12 bridge construction projects of the Philippine government on the Pasig River.
The project is expected to be completed within the term of the current Philippine government.The two bridges will have a throughput of 30,000 vehicles per day, effectively alleviating the traffic congestion in Manila.During the COVID-19 pandemic in 2020, the contractor China Road and Bridge Corporation provided sufficient epidemic prevention supplies and living materials for Chinese and Philippine employees and protected their safety.No one was infected with the pandemic.

2月20日,由江蘇省連云港市生產(chǎn)的風(fēng)電機組設(shè)備在連云港港東方公司62泊位裝船出口,運往歐洲。這批出口的風(fēng)電設(shè)備一共8套,其中最長葉片長達69米。
近年來,連云港市利用“一帶一路”交匯點城市、中國(江蘇)自由貿(mào)易試驗區(qū)連云港片區(qū)等區(qū)位優(yōu)勢,大力發(fā)展風(fēng)電設(shè)備制造產(chǎn)業(yè),呈現(xiàn)加速集聚、快速發(fā)展的良好勢頭,形成了從葉片、塔筒、電機控制系統(tǒng)到機組的風(fēng)電裝備研發(fā)和制造產(chǎn)業(yè)鏈,一批又一批風(fēng)電設(shè)備從連云港港裝船通過“海上絲路”出口到海外。
On February 20, 2021, a total of eight sets of wind turbine equipment manufactured in Lianyungang, Jiangsu Province were loaded onto a freighter bound to Europe at Berth 62 of Dongfang Port Affairs Co., Ltd., Jiangsu Lianyungang Port Co., Ltd..Among them, the longest blade is 69 meters long.
In recent years, leveraging the geographical advantages such as the intersection city of the Belt and Road and Lianyungang Area of China (Jiangsu) Pilot Free Trade Zone, Lianyungang City has vigorously developed the wind power equipment manufacturing industry, shown a good momentum of accelerated agglomeration and rapid development, and formed an industry chain of wind power equipment R&D and manufacturing including blades, tower drums, control systems and turbines.Batches of wind power equipment have been shipped from Lianyungang Port to overseas markets through the Maritime Silk Road.

自2020年開始,即使在新冠肺炎疫情的挑戰(zhàn)下,“一帶一路”合作也呈現(xiàn)十足韌性,“健康絲綢之路”建設(shè)取得了新突破。
對內(nèi),中國進一步明確責(zé)任,并倡導(dǎo)在“一帶一路”框架下的衛(wèi)生重點領(lǐng)域打造“健康絲綢之路”,為人民的生命安全護航;對外,中國與世界衛(wèi)生組織簽署了《中華人民共和國政府和世界衛(wèi)生組織關(guān)于“一帶一路”衛(wèi)生領(lǐng)域合作的諒解備忘錄》,此舉在提高沿線國家健康衛(wèi)生合作水平上具有里程碑式的意義;同時,中國夯實了上海合作組織、中國—東盟、瀾滄江—湄公河、亞太經(jīng)合組織、金磚國家等多邊機制下的衛(wèi)生合作,建立了中國—東盟衛(wèi)生合作論壇、中國—中東歐國家衛(wèi)生合作論壇等區(qū)域高層對話平臺。
Since 2020, cooperation along the Belt and Road has demonstrated remarkable resilience despite the outbreak of the COVID-19 pandemic, and new breakthroughs have been achieved on the Silk Road of Health.
Internally, China has further clarified its responsibilities and proposed building the Silk Road of Health in key healthcare areas under the framework of the Belt and Road Initiative to protect people’s lives.Externally, China and the World Health Organization signed the Memorandum of Understanding between the Government of the People’s Republic of China and the World Health Organization on Health Cooperation along the Belt and Road, a milestone in health cooperation promotion among relevant countries.At the same time, China has strengthened health cooperation under multilateral mechanisms such as the Shanghai Cooperation Organization, ASEAN-China Cooperation, Lancang-Mekong Cooperation, the Asia-Pacific Economic Cooperation, and BRICS countries, and established regional high-level dialog platforms, such as the China-ASEAN Health Cooperation Forum and the CEEC-China Health Ministers’ Meeting.
