關于“新基建”模式下企業信息化建設模式的思考

摘? 要：2020年4月國務院常務會議提出，要加快以5G為代表的“新基建”建設，實現以“一業帶百業”。在當前全球經濟受疫情重創的情況下，“新基建”被賦予了穩增長、穩就業等諸多期望。可以預見，由“新基建”帶動的企業新一輪信息化建設即將拉開序幕，文章從企業信息化建設模式的角度出發，揭示信息化建設的常見誤區，探究企業如何識別風險、把握新一輪的發展機遇以實現企業的高速發展。

Abstract： At the executive meeting of the State Council in April 2020， it was proposed to speed up the construction of "new infrastructure" represented by 5G， so as to realize the aim of "one industry brings one hundred industries". In the current situation that the global economy has been severely hit by the epidemic， "new infrastructure" has been given many expectations， such as stable growth， stable employment and so on. It can be predicted that a new round of information construction of enterprises driven by the "new infrastructure" is about to start. From the perspective of enterprise information construction mode， this paper reveals the common misunderstandings of information construction， explores the way enterprises identify risks and grasp the new round of development opportunities， so as to realize the rapid development of enterprises

1 企業信息化建設模式常見誤區

1.1 “一把手工程”認識誤區

談起信息化工作，往往有人會提到“一把手工程”的概念。對企業來說“一把手”的作用與影響無疑是巨大的，他們可以調度各種資源來解決問題，但是作為管理專家，他們面對信息技術問題卻很難做出準確判斷。在這個錯誤思想影響下，人們將信息化工作的決策、調度工作一股腦推給一把手們，這是一種極不科學的做法。有專家尖銳地指出：所謂一把手工程，只是乙方喊出來的口號！工作只針對一把手來進行，不用面對具體的技術以及業務人員提出的問題，不嚴格按工程建設規律及工作程序來論證項目，由“一把手”決策使項目順理成章的上馬，但具體的實施工作中，這些“一把手們”卻沒有相應的專業知識參與信息化項目管理決策工作，信息化項目建設中的問題要么沒人管得了，要么沒人能管好，信息化項目建設往往最后不了了之，企業投入打了水漂。……
