安全會議秘書第十五次會議

9月15日，上海合作組織成員國安全會議秘書第十五次會議以視頻形式舉行，國務委員、公安部部長趙克志出席并發言。

趙克志表示，當今世界正經歷百年未有之大變局，面對疫情背景下的地區安全新威脅、新挑戰，各成員國只有更加緊密地團結在一起，同舟共濟、守望相助，才能共同有效應對。希望各方共同努力，克服疫情影響，迎接上合組織繁榮穩定的美好明天。

趙克志就加強上合組織安全合作提出中方五點建議：第一，創新合作方式，保持戰略溝通。及時就地區安全形勢、打擊“三股勢力”和販毒等跨國犯罪、網絡安全等重大問題交換意見，最大程度凝聚各方共識。第二，反對外部干涉，維護政權安全。進一步樹立安全命運共同體意識，共同抵御域外勢力滲透干涉。第三，深化反恐合作，維護地區和平。加強打擊地區恐怖活動、網絡恐怖主義等合作，分享去極端化經驗做法，鏟除恐怖主義滋生土壤。第四，加強禁毒合作，保障共同利益。支持各方開展緝毒聯合行動，加強禁毒國際合作，共同應對互聯網涉毒、物流販毒、新精神活性物質制販濫用等犯罪。第五，加強信息保護，確保網絡安全。秉持多邊主義，堅持共建共享，深化網絡安全合作，兼顧安全發展研究制定國際網絡空間行為規范。

與會各方主要就當前國際和地區安全形勢，上合組織成員國合作打擊“三股勢力”、販毒、有組織犯罪以及維護信息安全等問題深入交換意見，并從安全合作領域為將于11月舉行的上合組織領導人峰會做了準備。

Zhao Kezhi Attends the 15th Meeting of Security Council Secretaries of the SCO Member States

On September 15， the 15th Meeting of Security Council Secretaries of the Shanghai Cooperation Organization （SCO） Member States was held via video link. State Councilor and Minister of Public Security Zhao Kezhi attended the meeting and delivered an address.

Zhao Kezhi stated that the world today is undergoing profound changes unseen in a century. Faced with the epidemic， countries can only tackle new regional security threats and new challenges by uniting more closely together， strengthening collaboration and providing mutual assistance. We hope that all parties will make joint efforts to overcome the impact of the epidemic and embrace a more prosperous and stable tomorrow of the SCO.

Zhao Kezhi put forward five suggestions on improving the SCOs security cooperation： first， innovate ways of cooperation and maintain strategic communication. The SCO members should exchange views on regional security situations and key issues such as crackdown on the “three evil forces”， cross-boarder crimes including drug trafficking and cybersecurity on a timely basis. Second， stand against external interference and safeguard the security of the state power. We shall further raise our awareness to build a community of security and jointly resist the infiltration and interference from outside of the region. Third， deepen anti-terrorism cooperation and maintain regional peace. We should strengthen cooperation in combating regional terrorist activities and cyber terrorism， share experience in de-extremism efforts， and eradicate the breeding ground for terrorism. Fourth， cement cooperation in drug control to protect common interests. We shall support all parties in carrying out joint anti-drug operations， strengthen international anti-drug cooperation， and jointly respond to crimes such as Internet-related drug dealing， drug trafficking via logistics， and abuse of new psychoactive substances. Fifth， strengthen information protection and ensure cybersecurity. We must uphold multilateralism， adhere to the principle of joint contribution and shared benefits， deepen cybersecurity cooperation， and formulate international cyberspace code of conduct while taking security improvement into account.

All parties attending the meeting exchanged in-depth views on the current international and regional security situations， joint cooperation between the SCO member states such as combating the “three evil forces”， drug trafficking， organized crimes and safeguarding information security， and made preparation for the SCO Leaders Summit to be held in November from the perspective of security cooperation.

2020年9月7日，國務委員、公安部部長趙克志同巴基斯坦內政部部長伊賈茲·沙阿通電話。

趙克志表示，中巴是全天候戰略合作伙伴。新冠肺炎疫情發生后，習近平主席先后和伊姆蘭·汗總理通話、同專程訪華的阿爾維總統會談，兩國領導人就共同應對疫情和中巴關系發展達成重要共識。中巴雙方在抗擊疫情中同舟共濟、守望相助，充分體現了兩國特殊的兄弟情義。當前形勢下，中方愿同巴方一道，認真落實兩國領導人重要共識，保持戰略溝通，深化執法合作，進一步加強在反恐、中巴經濟走廊安保、執法能力建設等方面的務實合作，拓展中巴地方對口警務交流合作，切實維護兩國共同利益和安全穩定，不斷深化中巴全天候戰略合作伙伴關系。

On September 7， 2020， State Councilor and Minister of Public Security Zhao Kezhi spoke on the phone with Pakistani Minister of Interior Ijaz Ahmad Shah.

Zhao Kezhi stated that? China and Pakistan are all-weather strategic cooperative partners. Since the outbreak of Covid-19， President Xi Jinping has spoken with Pakistani Prime Minister Imran Khan on the phone and held talks with Pakistani President Arif Alvi during his visit to China. Leaders of both countries have reached an important consensus on jointly containing the virus and further developing China-Pakistan relations. China and Pakistan have collaborated and offered mutual assistance to each other in the fight against the epidemic， demonstrating the extraordinary friendship between the two countries. China is ready to work with Pakistan to carry out the important consensus reached by leaders of the two countries： to maintain strategic communication， strengthen law enforcement cooperation， deliver real outcomes in areas? such as anti-terrorism， ensure the security of the China-Pakistan Economic Corridor （CPEC）， build the capacity of law-enforcement， and expand designated police exchanges and cooperation at the sub-national level， so as to earnestly safeguard the common interests， security and stability of both countries， and continue to strengthen the all-weather strategic cooperative partnership.

Minister Ijaz Ahmad Shah stated that Pakistan and China are as close as family. He commended the achievements made by China in epidemic prevention and control under the strong leadership of President Xi Jinping and applauded the assistance and support provided by China. Pakistan stands ready to implement the consensus reached between the two leaders， continue to strengthen concrete cooperation in the areas of law enforcement and security， including counter-terrorism， and improve the safety of the CPEC.

Enforcement Cooperation

On September 17， State Councilor and Minister of Public Security Zhao Kezhi held phone talks with Tajik Minister of Internal Affairs Rahimzoda Ramazon Hamro.

Zhao Kezhi stated that China and Tajikistan are neighboring partners， friendly and brotherly， connected by mountains and rivers. In June 2020， President Xi Jinping and President Emomali Rahmon held phone talks， reaching an important consensus on further promoting bilateral relations in the post-epidemic era. China is ready to work with Tajikistan to carry out the consensus reached by the two heads of state： to maintain strategic communication; strengthen law enforcement cooperation; jointly guard against infiltration and interference from the outside of the region; strengthen pragmatic cooperation in cracking down on the “three evil forces” of terrorism， separatism and extremism， drug control and law enforcement capacity building; further improve security mechanisms for key Belt and Road Initiative （BRI） projects; uphold the strategic interests of the two countries; and push forward the continuous development of the China-Tajikistan comprehensive strategic partnership.

Rahimzoda Ramazon Hamro stated that Tajikistan stands ready to implement the consensus reached between the two state leaders and continue to deepen cooperation with China in the fields of law enforcement and security， including counter-interference and fighting the “three evil forces.”

趙克志表示，在兩國領導人戰略引領下，近年來中匈關系取得長足發展。新冠肺炎疫情發生以來，中匈在抗擊疫情中相互幫助，同舟共濟。習近平主席今年5月同歐爾班總理通電話，為兩國關系發展指明了方向。中方愿同匈方一道，認真落實兩國領導人重要共識，保持經常性戰略溝通，完善執法合作機制，深化在反恐、追逃、打擊電信網絡詐騙等跨國犯罪和“一帶一路”安保等領域的合作，積極開展抗疫合作，更好造福兩國和兩國人民，不斷推動中匈全面戰略伙伴關系邁向更高水平。

China and Hungary

State Councilor and Minister of Public Security Zhao Kezhi talked on the phone with Hungarian Deputy Prime Minister and Interior Minister Sándor Pintér on September 18.

Zhao Kezhi said that under the strategic guidance of the two state leaders， China-Hungary relations have made notable progress in recent years. Since the outbreak of COVID-19， China and Hungary have been supporting each other in fighting the virus. President Xi Jinping spoke with Hungarian Prime Minister Viktor Orbán on the phone in May and made clear the direction for the development of bilateral relations. China stands ready to work with Hungary to earnestly fulfill the important consensus reached by the two leaders： to maintain frequent strategic communication; improve mechanisms for law enforcement cooperation; deepen cooperation in the fields of anti-terrorism; pursuit of fugitives; combat cross-border crimes， including telecommunications network frauds and security along the Belt and Road; so as to deliver greater benefits to the two peoples and bring the comprehensive and strategic China-Hungary partnership to a new high.

Sándor Pintér applauded the support China has provided to Hungary in the battle against the virus. He said that Hungary is ready to further strengthen exchanges and cooperation between the law enforcement agencies of both sides in fighting crimes， educational training， and epidemic prevention as well as control.
