延安寶塔山既是革命圣地的標志和象征，又是城市最重要的旅游景區(qū)。本項目所在地段位于寶塔山南側(cè)，位置敏感，相關(guān)各方意見復雜，難度極大，最初設(shè)計思路和方向的確定至關(guān)重要。

景區(qū)中的山和塔，具有唯一性和標志性，任何人工環(huán)境的營造均應以突出山和塔為目標。有鑒于此，設(shè)計最初即定下如下設(shè)計原則：人工的建筑環(huán)境要盡量消隱，通過地景化的設(shè)計處理與自然環(huán)境融為一體。通過對景區(qū)整體的軸線序列和空間組織的規(guī)劃，營造具有紀念性、儀式感同時又有親和特征的空間格局和場所精神。實現(xiàn)修復山體自然生態(tài)，縫合景區(qū)人文風貌，塑造城市公共空間，保護紅色文化遺產(chǎn)。

The Baota Mountain is a symbolic building and the most important tourist attraction in Yan'an, which is a sacred place to commemorate the Chinese Communist revolution. This project is located on the south side of the Hill in an environmentally sensitive area. Various opinions were given by all concerned parties, making it an extremely challenging design task. Determining the initial ideas and design direction is crucial.

The hill and the Pagoda in this scenic area are iconic and unique. The creation of any artificial environment should serve to highlight them. In view of this, the guiding principle of the design was set out as follows: Artificial structures should be visually hidden as much as possible and be integrated with nature by means of landscape architecture. In terms of spatial layout, the spatial sequence and organisation along the central axis of the scenic area present a commemorative and ritualistic gesture and a sense of affinity to its visitors. Ecological restoration in this area also came to pass due to this project. With its historic and cultural significance, it has now become an urban open space, protecting the heritage of China's "Red Culture" in a new way.
