The Unforgettable Training Experiences in China

As a saying goes,“Railways are the most important vehicles in building a powerful nation.” Only when railway construction is accelerated can a country operate smoothly.Many developing countries approve of China's development model in this respect and have started to speed up the development of their own railway industries.

The Chinese people always maintain that it is better to teach a man to fish than to give him fish.Along with the upgrading of its own railway industry,China is also helping some developing countries to build their own railway industries.Therefore,the training of railway management talents has become essential to the development of the railway industries in these countries.

Inrecent years,many countries have been organizing their railway management and technical personnel to attain professional training and vocational skills training in China.As the only institute for high-speed railway personnel to train their vocational skills in China Railway,Wuhan Highspeed Railway Vocational Skills Training Base has undertaken the task of in-service training.Over the course of training,foreign students experience China's highspeed railway in an all-round dimension.The short period of training time adds knowledge,laughter,and precious memories to students' life.

We went into the training base to explore the cooperation between China's and the world's railway industry—particularly China's efforts in training new railway management to unveil this unknown mystery to the world.

In the autumn of October,Wuhan is heavy with the aroma of osmanthus blossoms.And thousands of trainees are receiving strict training in different rooms of Wuhan Highspeed Railway Vocational Skills Training Base,which is located on the bank of Yanxi Lake,Donghu High-tech Zone.

According to relevant statistics,the base has trained more than 140,000 trainees for China's highspeed railway.It is also a site for pre-job training and the national entrance examination for Chinese high-speed rail drivers.

In our interview,Huang Mingjun,deputy secretary of the CPC Committee of the training base,told us proudly,“The base has been a shining name card for China's high-speed railway and a bridge to the railway industry in some developing countries.So far,more than 500 foreign railway operators from over thirty countries,have come and visited here,participated in meetings,and received training.It also provides an opportunity for us to participate in and make contributions to the Belt and Road Initiative.”

As he introduced us to the program,Huang Mingjun showed us the photos of and training materials for the foreign trainees that have been trained here.In reading the materials,we seemed to have seen the scenes of foreign trainees who received training:

難忘中國高鐵培訓(xùn)體驗(yàn)

“交通強(qiáng)國,鐵路先行。”只有鐵路發(fā)展起來，一個(gè)國家的資源才能加快速度運(yùn)轉(zhuǎn)起來。許多發(fā)展中國家對中國的這個(gè)觀念非常認(rèn)同，開始著手加快自身鐵路建設(shè)事業(yè)的發(fā)展。

中國人一貫認(rèn)為，授人以魚不如授人以漁。隨著自身鐵路事業(yè)的發(fā)展，中國也在幫助一些發(fā)展中國家發(fā)展自己的鐵路事業(yè)。在這個(gè)過程中，鐵路管理人才的培養(yǎng)成了這些國家發(fā)展鐵路事業(yè)的關(guān)鍵。

近年來，很多國家不斷組織鐵路管理人員和技術(shù)人員來到中國，接受鐵路管理專業(yè)進(jìn)修和職業(yè)技能培訓(xùn)。武漢高速鐵路職業(yè)技能訓(xùn)練段，作為中國鐵路唯一的高鐵人員職業(yè)技能培訓(xùn)機(jī)構(gòu)，責(zé)無旁貸地承擔(dān)起了實(shí)操培訓(xùn)任務(wù)。在訓(xùn)練段里，外國學(xué)員們?nèi)轿惑w驗(yàn)中國高鐵，短短的時(shí)間，留下無數(shù)歡聲笑語，保存了人生一份珍貴的回憶。

我們走進(jìn)該訓(xùn)練段，了解中國鐵路與世界鐵路的相互聯(lián)系，尤其是在涉外培訓(xùn)方面中國為世界鐵路發(fā)展所做出的努力，揭開這塊世人未見的神秘面紗。

金秋十月，江城桂花飄香。中國武漢市東湖高新區(qū)嚴(yán)西湖畔的武漢高速鐵路職業(yè)技能訓(xùn)練段大樓燈火通明，上千學(xué)員分布在各個(gè)訓(xùn)練室里接受嚴(yán)格訓(xùn)練。

據(jù)統(tǒng)計(jì)，這里已為中國高鐵崗位培育了14萬余人，挑起了中國高鐵發(fā)展的大梁。這里還是中國高鐵司機(jī)崗前培訓(xùn)和準(zhǔn)入考試的場所，這種“國考”又為她的神圣增添了幾分神秘。

該段黨委副書記黃明軍了解我們的來意后，自豪地告訴我們：“武漢高速鐵路職業(yè)技能訓(xùn)練段已經(jīng)成了中國高鐵對外展示的窗口和連接發(fā)展中國家鐵路事業(yè)的紐帶，到目前為止，已經(jīng)有30多個(gè)國家500余名國外鐵路運(yùn)營人員，到這里參觀交流和培訓(xùn)學(xué)習(xí)，這也為訓(xùn)練段助推‘一帶一路’建設(shè)提供平臺和機(jī)會。”

黃明軍一邊介紹，一邊拿出外國學(xué)員在這里接受培訓(xùn)學(xué)習(xí)的照片和資料，在翻閱講解中，我們仿佛看到了外國人接受培訓(xùn)時(shí)的一幕幕場景：

2018 was the busiest year for foreign railway colleagues.

2018年是國外鐵路同行來訓(xùn)練段培訓(xùn)最頻繁的一年。

On June 22,twenty-three Ethiopian railway managers came for training,which helped promote the successful operation of the first electrified railway in East Africa—the Addis Ababa Djibouti Railway.The trainees received high-speed rail skills training,experienced high-speed rail simulation driving,and learned from the experience of China’s railway operation management and personnel training.

6月22日，23名埃塞俄比亞鐵路管理人員到訓(xùn)練段接受培訓(xùn)，促進(jìn)了中國在東非建成的第一條電氣化鐵路——亞吉鐵路安全運(yùn)營。學(xué)員們接受了高鐵技能培訓(xùn)，體驗(yàn)了高鐵模擬駕駛，分享了中國鐵路運(yùn)營管理和人才培養(yǎng)方面的經(jīng)驗(yàn)。

On July 9,the base welcomed fourteen Hungarian high-speed rail operation and management personnel.At present,China,Hungary,Serbia,and other European countries are engaging in the construction of Hungary-Serbia High-speed Railway,which will extend to Greece,forming the “China-Europe Land-Sea Express Line.”

7月9日，訓(xùn)練段迎來14名匈牙利高鐵運(yùn)營管理人員。當(dāng)前，中國和匈牙利、塞爾維亞等國家正在推進(jìn)匈塞高鐵建設(shè)。該高鐵線路還將延伸至希臘，形成“中歐陸海快線”。

7月11日，為配合加納實(shí)施重點(diǎn)發(fā)展全國鐵路網(wǎng)規(guī)劃實(shí)施，加納組織20名鐵路官員來段受訓(xùn)。學(xué)員們體驗(yàn)試駕了動車組模擬器，同時(shí)分享了中國高鐵的成功經(jīng)驗(yàn)，達(dá)到了交流學(xué)習(xí)、拓展提高的目的。

On July 11,Ghana sent twenty railway officials to receive training here in order to implement the national railway network plan for its development.The trainees experienced a test drive on the EMU simulator and shared in the successful experience of China’s highspeed railway,fulfilling the purpose of exchange,learning,and improvement of global railways.

On July 21,nineteen participants to the Nepal Railway Design and China Standard Seminar received a special training here,which helped the acceleration of the cooperation between China and Nepal in building a trans-Himalayan Railway.China and Nepal signed an agreement to establish a border railway connecting Lhasa/Shigatse of Tibet in China with Kathmandu,the capital of Nepal.The railway will run through the Himalayas,the world’s highest mountain range,thus creating a milestone of railway construction in the world.

7月21日，尼泊爾鐵路設(shè)計(jì)與中國標(biāo)準(zhǔn)研修班19名學(xué)員在這里接受了專項(xiàng)培訓(xùn)，它對加快推進(jìn)中國與尼泊爾的鐵路建設(shè)合作，盡快實(shí)現(xiàn)鐵路穿越喜馬拉雅山產(chǎn)生推動作用。中國與尼泊爾簽署合作協(xié)議，確定兩國將興建邊境鐵路，連接中國西藏拉薩/日喀則和尼泊爾首都加德滿都，這條鐵路將穿越世界第一高山脈——喜馬拉雅山，再創(chuàng)世界鐵路建設(shè)的奇跡。

On August 20,the Government of Djibouti organized a 27-person railway operation management workshop to receive special training in the base.The trainees received theoretical knowledge of basic skills,operation practice,and management experience in the dispatching hall,as well as the mechanic training room,the EMU full-function simulation driver’s cab,and other places—therefore,their competence has improved greatly.

8月20日，吉布提政府組織27人鐵路運(yùn)營管理研修班來訓(xùn)練段接受專項(xiàng)培訓(xùn)。學(xué)員們在調(diào)度大廳、機(jī)械師實(shí)訓(xùn)機(jī)房、動車組全功能模擬駕駛室等現(xiàn)場接受了基本技能操作實(shí)習(xí)和管理經(jīng)驗(yàn)方面的理論學(xué)習(xí)，鐵路建設(shè)理念得到了提升。

On September 13,in order to speed up the construction of economic corridors in developing countries,a seminar on cooperation in the construction of economic corridors and connectivity in developing countries was successfully held during the training sessions,and participants from eleven countries,including Tanzania,Kenya,Morocco,Egypt,Vietnam,Indonesia,Cuba,and South Sudan,benefited greatly.The Belt and Road Initiative has contributed to the construction of six major economic corridors in developing countries,enabling more than 60 developing countries to achieve win-win results.

9月13日，為助推發(fā)展中國家經(jīng)濟(jì)走廊建設(shè)，發(fā)展中國家經(jīng)濟(jì)走廊建設(shè)與互聯(lián)互通合作研修班在訓(xùn)練段圓滿結(jié)束，來自坦桑尼亞、肯尼亞、摩洛哥、埃及、越南、印度尼西亞、古巴、南蘇丹等11個(gè)國家的學(xué)員得到了學(xué)習(xí)提高。“一帶一路”倡議促成發(fā)展中國家建設(shè)六大經(jīng)濟(jì)走廊，促使沿線60多個(gè)發(fā)展中國家互利互贏、共同受益。

On September 15,twenty-four Zambian trainees from departments involved in railway planning and management conducted on-site practice and theoretical discussion in the base.Because China Railway Construction Co.,Ltd.has undertaken the construction of Zambia’s Eastern Line Railway Project,in order to meet their needs,Zambia organized trainees to train in China in order to accelerate the construction of its own railway,as well as promote the improvement of skills and quality of its own railway operation and maintenance management personnel.

9月15日，24名來自贊比亞鐵路規(guī)劃與管理相關(guān)部門的學(xué)員在訓(xùn)練段進(jìn)行了現(xiàn)場實(shí)習(xí)和理論研討。中國鐵建承建了贊比亞東線鐵路工程，這次贊比亞組織學(xué)員到中國培訓(xùn)，是為了適應(yīng)發(fā)展需要，加快本國鐵路建設(shè)，促進(jìn)本國鐵路運(yùn)維管理人員技能、素質(zhì)等各方面的提高。

On October 23,twenty trainees from the Afghanistan railway construction and management department received professional training here.Afghanistan and China both belong to a community of shared futures with mutual interests.China supports Afghanistan’s integration into regional cooperation,helps Afghanistan promote interconnection with neighboring countries,links the Belt and Road Initiative with the Afghan national transformation and development strategy,and strengthens comprehensive cooperation between the two sides to promote common development.

10月23日，阿富汗鐵路建設(shè)與管理研修班的20名學(xué)員在這里接受專業(yè)培訓(xùn)。阿富汗與中國是彼此利益攸關(guān)的命運(yùn)共同體。中國支持阿富汗融入?yún)^(qū)域合作，幫助阿富汗推進(jìn)同周邊國家的互聯(lián)互通，將中國的“一帶一路”倡議同阿富汗國家轉(zhuǎn)型和發(fā)展戰(zhàn)略對接，加強(qiáng)雙方全面合作，促進(jìn)兩國共同發(fā)展。

From November 29 to December 2,thirty students from a highspeed rail operation management workshop organized by the Government of Thailand came here to conduct practical training.They made a special trip to the training base after a three-week program in high-speed rail operation and management at Beijing Jiaotong University.Among the trainees,Panuman of the Thailand National Railway Engineering Bureau said emotionally,“It’s meaningful to visit and study in the Wuhan training base.After experiencing the simulated driving of high-speed rail train,I’m so excited.The driving simulator is practical and true to life,from which I gained a lot of good experience.Meanwhile,we also see that there is advanced high-speed railway equipment and there are many vocational skills in Wuhan High-speed Railway Vocational Skills Training Base.We need to learn all of these things in-depth.We hope that in the future,we can consolidate contact and longterm cooperation,provide more advanced experience for the development of the Thailand National Railway,and contribute to the development of Thailand’s railway.”

11月29日至12月2日，泰國組織高鐵運(yùn)營管理研修班30名學(xué)員在這里接受實(shí)作培訓(xùn)。他們是在北京交通大學(xué)進(jìn)行了為期三個(gè)星期的高鐵運(yùn)營管理專項(xiàng)學(xué)習(xí)后，專程來訓(xùn)練段進(jìn)行實(shí)作培訓(xùn)的。學(xué)員中，泰國國家鐵路工程局的帕努曼深有感觸地說：“這次到訓(xùn)練段來參觀學(xué)習(xí)是一件非常有意義的事，在親自感受高鐵動車的模擬駕駛后，心情非常激動。模擬駕駛器很逼真，實(shí)作性很強(qiáng)，體驗(yàn)非常好，收獲很大。同時(shí)我們也看到，武漢高速鐵路職業(yè)技能訓(xùn)練段有很多先進(jìn)的高鐵設(shè)備和職業(yè)技能，我們需要深入學(xué)習(xí)，希望今后我們能加強(qiáng)聯(lián)系、長期合作，能夠?yàn)樘﹪鴩诣F路的發(fā)展提供更多的先進(jìn)經(jīng)驗(yàn)，為泰國鐵路的發(fā)展提供更大的幫助！”

On November 4,the Philippines organized a total of twenty-three trainees of a railway planning and management workshop to have a oneday professional training on railway theory and onthe-spot practice here in the base.

11月4日，菲律賓組織鐵路綜合規(guī)劃管理研修班共23名學(xué)員在訓(xùn)練段進(jìn)行了為期一天的鐵路理論和現(xiàn)場實(shí)作專業(yè)培訓(xùn)。

In 2019,the base has continued to receive trainees and guests from all over the world.

On September 3,in order to help Kenya strengthen the operation and management of the Mombasa-Nairobi Standard Gauge Railway,China trained forty Kenyan railway operation and management personnel in practical operations,and offered them guidance in the area of power supplies,signals,public works,vehicles,dispatching,and the like.“It has been two years since the completion of the railway,a symbol of friendship between China and Kenya,” said Harrison,a manager from the railway.“Today,we come to Wuhan High-speed Railway Vocational Skills Training Base to learn railway vocational skills.It will play a significant role in enhancing the management of the Mombasa Nairobi Railway and upgrading the operation quality.We are truly grateful for China’s support and help.”

9月3日，中國為幫助肯尼亞強(qiáng)化蒙內(nèi)鐵路運(yùn)營和管理，專項(xiàng)培訓(xùn)了40名肯尼亞鐵路運(yùn)營管理人員，對他們進(jìn)行了實(shí)訓(xùn)操作培訓(xùn)，并在供電、信號、工務(wù)、車輛、調(diào)度等方面對他們進(jìn)行了強(qiáng)化指導(dǎo)。蒙內(nèi)鐵路管理人員哈里森誠懇地說：“象征著中國與肯尼亞友誼的蒙內(nèi)鐵路竣工通車兩年了。今天，我們又到武漢高速鐵路職業(yè)技能訓(xùn)練段來學(xué)習(xí)鐵路職業(yè)技能，這對加強(qiáng)蒙內(nèi)鐵路管理，提高運(yùn)營質(zhì)量將會發(fā)揮良好作用，非常感謝中國的支援和幫助！”

On September 18,a training program titled “Seminar on Economic Corridor Construction and Connectivity Cooperation in Developing Countries” was successfully held in the base,and participants from eight countries,including Bosnia & Herzegovina,Indonesia,Venezuela,Kenya,Egypt,Nepal,Nigeria,and Laos improved their skills here.“Safe,efficient,and fast,China’s high-speed rail system from south to north is quite advanced,” praised Milanovic Mario,from Bosnia and Herzegovina,giving a thumbs-up to China’s high-speed rail after experiencing simulated driving.

9月18日，“發(fā)展中國家經(jīng)濟(jì)走廊建設(shè)與互聯(lián)互通合作研修班”實(shí)作培訓(xùn)在這里圓滿結(jié)束，來自波黑、印度尼西亞、委內(nèi)瑞拉、肯尼亞、埃及、尼泊爾、尼日利亞、老撾等8個(gè)國家的學(xué)員得到了學(xué)習(xí)提高。

“I'm amazed to see the development of China's highspeed railway,and we hope to strengthen our exchanges and cooperation with China.” After experiencing the simulated driving,Sungsa Dolcofa from Laos said candidly that he hopes to grasp the advanced technology of China's high-speed railway in Wuhan High-speed Railway Vocational Skills Training Base and serve his country in the future.

Wang Sheng,engineer of Training Department of the base,said that in recent years,more and more friends from the Belt and Road countries have come to visit Wuhan.Previously,the Yangtze River Bridge,Yellow Crane Tower,and other attractions were their go-to sites.But now they are more willing to come here to learn Chinese technology and feel the power of Chinese wisdom.

Xu Weijun,director of the Teaching and Research Office of EMU Drivers of the base,has witnessed the development of China's high-speed railway,namely,from learning from abroad to developing independent innovation,and then becoming a world leader in this field,and its growth from the role of an apprentice who went abroad to learn technology to the role of an instructor who train learners from all over the world.“I saw the sparkle of admiration in our foreign trainees' eyes,” he said proudly,“seeing China's high-speed rail development achievements; we also recall that when we went abroad to study many years ago,we had admired others in our hearts too.”

As some newly-trained foreign railway managers said,the training base demonstrates the speed and strength of China's railway development while providing foreign students with knowledge of railway management and personnel training,which has benefited them a lot.

Here,the railway colleagues from developing countries all over the world have witnessed the prospect of railway development,become aware of the important role and outstanding contribution that railways can have for the national economy,and formed firm confidence in developing their own national railway.

The teachers in the base tell their foreign friends and trainees that,China is willing to work hand in hand with the Belt and Road countries,share their railway science and technology with other countries,and create everlasting peace and promising prospects together.(Translation: Qing Run)

“安全、高效、快捷，中國從南到北的高鐵系統(tǒng)很完善，很先進(jìn)。”來自波黑的米蘭諾維奇·馬里奧體驗(yàn)完高鐵模擬駕駛后，為中國高鐵豎起了大拇指。

“看到中國高鐵的發(fā)展我感到很驚訝，我們希望加強(qiáng)與中國的互聯(lián)互通、交流合作。”來自老撾的斯永莎·多爾科法在體驗(yàn)完模擬駕駛后坦言，中國高鐵實(shí)在太神奇了，希望能在武漢高速鐵路職業(yè)技能訓(xùn)練段收獲中國高鐵的先進(jìn)技術(shù)，服務(wù)于自己的國家。

武漢高速鐵路職業(yè)技能訓(xùn)練段培訓(xùn)部工程師王勝介紹說，近年來，越來越多“一帶一路”國家的朋友來到湖北武漢，以前長江大橋、黃鶴樓等人文景點(diǎn)是他們的必訪之地，但現(xiàn)在他們更愿意到這里來學(xué)習(xí)中國科技，感受中國智慧的力量。

武漢高速鐵路職業(yè)技能訓(xùn)練段動車組司機(jī)教研室負(fù)責(zé)人徐維軍，從走出國門學(xué)技術(shù)的“留學(xué)生”，到培訓(xùn)外國人的“高鐵教頭”，他見證了中國高鐵從取經(jīng)學(xué)習(xí)到自主創(chuàng)新，再到引領(lǐng)世界的歷程。他很欣慰地說：“我看到了外國人臉上的那種驚嘆。面對中國高鐵的發(fā)展成就，我們也想起了當(dāng)年出國學(xué)習(xí)時(shí)羨慕別人的情景。”

正如受訓(xùn)的外國鐵路管理人員所說，訓(xùn)練段展示了中國鐵路發(fā)展的速度和實(shí)力，也讓外國學(xué)員學(xué)到了鐵路管理和人才培養(yǎng)方面的知識，感到受益匪淺。

在這里，通過這個(gè)窗口，來自世界各地發(fā)展中國家的鐵路同行們看到鐵路發(fā)展的前景，深刻理解了鐵路對于國家經(jīng)濟(jì)的重要作用和突出貢獻(xiàn)，為外國學(xué)員發(fā)展本國家鐵路事業(yè)堅(jiān)定了信心。

武漢高速鐵路職業(yè)技能訓(xùn)練段的同仁們也告訴外國朋友，中國的發(fā)展愿意與“一帶一路”國家攜手并進(jìn)，中國的鐵路科技愿意與世界各國分享，中國人民愿意與各國人民一起創(chuàng)造和平、美好的未來！
