采用CASST-QRA對某生物企業液氨儲罐的定量風險評估

摘 要：對于城市安全生產風險評估項目，在某涉氨生物企業的風險評估中采用了CASST-QRA模擬計算其個人風險、社會風險，并與《危險化學品生產裝置和儲存設施風險基準》（ GB 36894—2018）進行比較分析。結果表明：某企業的個人風險不可接受，社會風險處于盡可能降低區。由此，結合實際調研提出相應的對策措施和建議。希望本文的研究成果可以對企業的安全管理和相關政府部門的安全監督提供指導與依據，以期實現城市安全的安全發展。

Abstract： For the urban safety production risk assessment project， CASST-QRA was used to simulate the personal risk and social risk in the risk assessment of an ammonia related biological enterprise， and was compared with the Risk Criteria for Hazardous Chemicals Production Unit and Storage Installations（GB 36894—2018）. The results show that the personal risk of an enterprise is unacceptable and the social risk is in the area of reducing as much as possible. Therefore， the corresponding countermeasures and suggestions were put forward based on the actual investigation. The author hopes that the research results of this paper can provide guidance and basis for the safety management of enterprises and the safety supervision of relevant government departments， in order to achieve the safety development of urban safety.

城市安全生產風險評估是深入貫徹落實《國務院辦公廳關于推進城市安全發展的意見》《河南省人民政府辦公廳關于推進城市安全發展的實施意見》等一系列文件精神，為解決城市安全生產風險方面普遍存在的“認不清、想不全、管不到”的現實問題而急需開展的一項基礎性工作。在城市安全生產風險評估中，科學合理地定量評估各企業的風險大小是關鍵。CASST-QRA常用于化工領域的定量風險分析[1-3]，而將CASST-QRA應用于生物企業的風險評估方法比較鮮見。本文基于某城市安全風險評估的研究項目，將CASST-QRA應用于某生物涉氨企業，為涉氨生物企業的風險評估及分級提供一種思路和方法借鑒，也為政府和行業部門的安全生產管理工作提供一定參考。
