深入推動“一帶一路”經(jīng)貿(mào)合作在激發(fā)微觀主體活力

共建“一帶一路”倡議提出5年來，各種合作平臺和機制已經(jīng)搭建起來，“一帶一路”經(jīng)貿(mào)合作在探索中前進(jìn)、在創(chuàng)新中發(fā)展、在互惠中壯大，各國合作意愿8益增強，合作領(lǐng)域不斷擴(kuò)大，合作層次不斷提升。

為進(jìn)一步深化“一帶一路”沿線國家間的經(jīng)貿(mào)合作，需要解決好以下幾方面問題：一是我國與“一帶一路”沿線國家和地區(qū)的貿(mào)易潛力有待進(jìn)一步挖掘。二是貿(mào)易投資自由化、便利化水平有待提升。三是市場和社會主體的積極性和潛力需進(jìn)一步激發(fā)。四是由市場主體、社會主體搭建的合作機制還不多。

要進(jìn)一步解決這些問題，關(guān)鍵在于激發(fā)建設(shè)“一帶一路”微觀主體的活力。

一方面，要夯實參與“一帶一路”建設(shè)的微觀基礎(chǔ)，充分發(fā)揮市場和社會主體在“一帶一路”建設(shè)中的作用，使各類主體多貢獻(xiàn)智慧，不斷創(chuàng)造新的合作機會，拓展新的合作空間。另一方面，應(yīng)圍繞激發(fā)市場和社會微觀主體活力，繼續(xù)深化、完善已有的各類合作機制和平臺。積極鼓勵市場、社會主體搭建更多合作機制和平臺，并及時給予政策上的支持，在合作交流平臺建設(shè)上應(yīng)特別注重對人文合作交流平臺的建設(shè)，以人文合作交流的逐步深入帶動經(jīng)貿(mào)合作更好發(fā)展。同時營造良好的環(huán)境，建立對市場、社會微觀主體參與“一帶一路”建設(shè)需求的動態(tài)響應(yīng)機制，及時調(diào)整并完善相關(guān)政策。

Over the five years since the Belt and?Road Initiative was proposed， a variety?of cooperation platforms and mechanisms havebeen established; the Belt and Road economic and?trade cooperation is progressing through exploration， developing through innovation and reinforcing?through mutual benefits; and global countries?are more willing and ready to cooperate with?China in more fields at higher levels.

To promote in-depth economic and trade cooperation with countries along theBelt and Road， the following issues need to?be addressed：first， more trade potentials for cooperation?between China and other countries and?regions along the Belt and Road need to?be explored; second， trade and investment?liberalization and facilitation need to be advanced;?third， enthusiasm and potential of market players and?social subjects need to be further inspired;?and fourth， market players and social subjects need?to set up more cooperation mechanisms.

To solve these issues， the key is to stimulating?the vitality of micro subjects participating?in the Belt and Road construction.

On the one hand， the micro foundation for?the participation in the Belt and Road construction needs?to be strengthened. That is， market players and?social subjects should give full play to their roles?in the Belt and Road construction to ensure that?diverse social subjects can contribute more wisdom， new cooperation opportunities can?be created continuously and new cooperation space?can be developed; on the other hand，?more efforts should be made to improve existing cooperation?mechanisms and platforms， with?the aim of arousing the vitality of market players and?social subjects. Positive encouragement and policy?support should be given to market players?and social subjects to erect a growing number of cooperation?mechanisms and platforms. Moreattention should be paid to the gradual deepening of?people： -to-people exchanges in establishing cooperation?exchange platforms， thereby pushing the?economic and trade cooperation to a new level. In addition， an enabling environment should be?created， related policies should be adjusted and?perfected in a timely manner， and a dynamic mechanism?should be established in response to?the needs of market players and social subjects participating?in the Belt and Road construction.
