博湖縣主要農業氣象災害及防災減災服務對策

摘要? 對博湖縣的主要農業氣象災害（暴雨、干旱、大風、沙塵、低溫霜凍、冰雹）進行分析，并提出防災減災的服務對策，以減少氣象災害給農業生產造成的經濟損失，保證人民正常的生產生活。

Abstract The main agro meteorological disasters， including rainstorm， drought， high wind， sand dust， frost and hail in Bohu County were analyzed， and the countermeasures for disaster prevention and reduction were put forward， so as to reduce the economic losses caused by meteorological disasters to agricultural production and ensure the normal production and life of the people.

對農業生產不利的天氣因素，如寒潮、低溫、霜凍、干旱、大風、沙塵等天氣現象，統稱為農業氣象災害。近年來，全球氣候加劇了變暖的進程，氣象災害的發生也越來越頻繁，對人們生產生活的危害越來越嚴重。博湖縣位于新疆巴音郭楞蒙古自治州，因境內有全國最大的內陸淡水湖——博斯騰湖而聞名。湖區對焉耆盆地的氣候有明顯的調節作用，能緩和氣溫變化，增加降水量，減少蒸發量，阻止干熱風襲擊，直接影響湖區周圍生物組成，是焉耆盆地的天然調節水庫。

博湖縣水草豐美，資源豐富，氣候溫和濕潤，土地平坦肥沃，宜農宜牧，被譽為魚肥、草茂、糧多的“塞外江南”。了解農業氣象災害的特征及其可能會給農業生產生活帶來的危害，對于做好防災減災工作，減少氣象災害給農業生產造成的經濟損失，保證人民正常的生產生活，促進地方經濟建設具有重大意義。為此，筆者對博湖縣的主要農業氣象災害進行分析，并提出防災減災的服務對策。

1 博湖縣主要農業氣象災害及其危害

1.1 暴雨

博湖縣年降水主要集中在5—9月，尤其是6—8月。強降水天氣很容易形成洪澇災害，農田里的水不能及時排出，嚴重影響到農作物的產量和質量。……
