新時期市域空間管控體系研究

摘要：2013年以來，黨中央國務院開始逐步推進“多規合一”的空間規劃體系改革工作。2019年5月，《中共中央？國務院關于建立國土空間規劃體系并監督實施的若干意見》正式印發，標志著國土空間規劃體系構建工作正式全面展開。空間規劃是政府加強空間管控、協調空間秩序的重要手段，積極探索構建市域層面空間管控體系，切實發揮空間規劃治理能力，具有重要的理論價值和實踐意義。本文在總結我國市域空間管控體系現狀主要特征及存在問題的基礎上，從發展定位、空間管控和建立健全協同機制三個層面，建立基于“多規合一”工作的市域空間管控體系框架。再以山東省青島市工作實踐為例，從主體功能區規劃落實、遠景發展戰略傳導、管控平臺完善、基礎評價開展、三區三線劃定、差異化管控措施制定等方面進行實例闡述，探索在“多規合一”背景下的市域空間管控體系建設方法。

Research on Urban Space Management and Control System in the New Period： Some Thoughts Based on Qingdaos "Multiple Planning Integration" Work

[Abstract] Since 2013， the CPC Central Committee and the State Council have gradually promoted the reform of the "multiple planning integration" space planning system. In May 2019， "Several Opinions on Establishing and Supervising the Implementation of Land and Space Planning System" issued by the State Council of the Central Committee of the Communist Party of China marked that the construction of land and space planning system was officially and comprehensively launched. Spatial planning is an important means for the government to strengthen spatial control and coordinate spatial order. It is of great theoretical and practical significance to actively explore and construct a spatial control system at the municipal level and give full play to the governance capacity of spatial planning. On the basis of the main characteristics and existing problems of the current situation of the urban spatial management and control system in China， this paper establishes a framework of the urban spatial management and control system based on the work of "multiple planning integration" from three aspects of development orientation， spatial management and control and the establishment and improvement of coordination mechanism. Taking Qingdaos work practice as an example， this paper elaborates on the following aspects： the implementation of Major Function-oriented Zones， the transmission of long-term development strategy， the improvement of management and control platform， the development of basic evaluation， the delimitation of three districts and the formulation of differentiated management and control measures， and explores the construction method of urban spatial management and control system under the background of "multiple planning integration".

1背景

國土空間是建設美麗家園的載體，國土空間資源是實現中國夢的最重要的自然物質基礎[1]。中國經濟從高速增長進入中高速增長的新常態，經濟現代化向治理現代化轉變成為改革重心，十八屆三中全會作出“推進國家治理體系和治理能力現代化”的重大決策[2]。2016年12月，中辦、國辦印發《省級空間規劃試點方案》，力圖通過省級空間規劃試點工作創新中國特色的空間規劃體系。……
