3月12日，國際陸海貿易新通道（果園港）暨路企直通班列正式首發。一列滿載貨物的班列從果園港鐵路專用線駛出，沿著國際陸海貿易新通道直通廣西欽州港，隨車商品陸續走進東盟各國，并運往西貢、海防、雅加達、印度欽奈等地。國際陸海貿易新通道（果園港）班列正式開通運行，將進一步助推重慶及兩江新區的內陸開放高地建設。

重慶入圍十大人氣旅游城市

3月27日，攜程發布《2019清明小長假旅游趨勢預測報告》，今年清明節預計將超過1.1億人次出游。從攜程平臺上數以萬計的國內游訂單看，北京、廣州、成都、上海、西安、重慶、杭州、貴陽、珠海和南京預計成為清明期間人氣最高的旅游城市。從目前預訂清明國內跟團游、自由行的單次人均花費看，“消費力前十強城市”依次為北京、青島、成都、上海、溫州、南昌、重慶、昆明、南京和杭州。這些城市清明旅游單次國內游人均花費超過2500元，重慶人均消費2670元，北京人均消費超過3000元。

重慶首票保稅平行進口車抵達

3月26日，重慶海關對首票保稅平行進口車進行開箱查驗并辦理了通關手續。首票保稅進口車輛型號為2019款豐田塞納車，共4輛，由加拿大啟運，經海運到廣西欽州港，再搭乘國際陸海貿易新通道班列經鐵路抵達重慶鐵路保稅物流中心（B型）。相較之前的進口汽車“落地征稅”政策，保稅倉儲業務的正式開展大大降低了平行進口汽車的物流成本和資金壓力，將進一步助推企業擴大業務規模、延伸產業鏈，消費者購車成本也會進一步降低。

五方簽合作協議在渝建設“一帶一路”信息化平臺

3月25日，兩江新區與市政府口岸和物流辦、同方威視技術股份有限公司、清華大學“一帶一路”戰略研究院、渝新歐供應鏈管理公司簽訂五方戰略合作框架協議。根據協議，五方將以兩江新區為基地，立足重慶為“一帶一路”建設信息化平臺。

重慶自貿區首票保稅航材落地保稅港區

3月24日兩江新區自貿辦消息，華夏航空公司一批價值6800美元的保稅航材順利報關，進入兩江新區保稅港區。這是落地重慶的首票保稅航材，標志著航材保稅、包修業務正式落地重慶自貿試驗區。接下來，重慶自貿區還將繼續優化完善監管模式，進一步支持保稅港區發展飛機融資租賃，航材保稅、包修及航材租賃業務，促進重慶自貿試驗區和航空樞紐建設。

“一帶一路”國際商事調解中心重慶調解室落戶兩江新區

3月22日，兩江新區消息，“一帶一路”國際商事調解中心重慶調解室正式落戶兩江新區江北嘴，籌備工作正在進行。該調解室的落地將進一步完善江北嘴區域的法律配套，強化江北嘴的金融影響力，也將為重慶等地企業“走出去”、境外企業“引進來”提供國際商事糾紛的調解等法律服務。

重慶（渝中）中德雙主體行業學院成立

3月15日，中德職業教育交流會暨重慶（渝中）中德雙主體行業學院簽約揭牌儀式在重慶市渝中職業教育中心舉行，標志著重慶第一家中德合作的雙主體行業學院落戶渝中區。該學院由重慶市渝中職業教育中心與德國WMU教育集團、中德（重慶）智能制造研究院共同打造。雙主體是指學校和企業兩個主體，共同在人才培養上發揮功效。未來，中德雙方將圍繞人工智能、智能制造、大健康等方面開展合作。

今年前兩月重慶外貿進出口839.2億元

3月13日，重慶海關發布消息，今年前兩個月，重慶外貿進出口總值839.2億元，同比增長17.4%。其中，出口564.4億元，增長24%；進口274.8億元，增長5.7%。整體來看，重慶與歐盟、東盟方面貿易往來增多，重慶外貿進出口呈現加工貿易持續增長、主體市場保持活力兩個特點。

重慶獲得兩項自由貿易試驗區“特權”

3月12日，市商務委消息，國務院印發《關于支持自由貿易試驗區深化改革創新若干措施的通知》提出了53條創新舉措。其中，重慶獲得兩項“特權”：批準重慶設立“首次進口藥品和生物制品口岸”及賦予重慶鐵路運郵的權限。設立“首次進口藥品和生物制品口岸”，將使重慶成為繼北京、上海、廣州后第四個可進口首次在中國境內銷售的藥品和生物制品（疫苗類、血液制品類及血源篩查用診斷試劑）的城市。

百家渝企將借跨境電商實現“品牌出海”

3月19日，數字化重構跨境貿易暨阿里巴巴國際站優商優品對接會在重慶舉行，市商務委聯合阿里巴巴國際站發布重慶優商優品培育工程，宣布在2019年重點打造100家跨境電商星級標桿企業，推動重慶跨境電商企業“品牌出海”。該工程將建立專屬信用保障基金池，并針對中小外貿企業需求，圍繞買賣雙方精準匹配、品牌營銷、信用擔保、支付金融、基礎物流和跨境供應鏈等環節，提供一系列數字化產品、工具和服務，助力其借助數字化更好地“出海”。

首屆中日區域能源交流會在渝舉行

3月5日，由中國國家節能中心、日本節能中心主辦的首屆中日區域能源交流會在重慶舉行，交流會特別邀請了日本建筑節能領域相關專家來華進行授課及交流，系統介紹了日本在區域能源領域的相關技術和經驗做法。會上還揭牌了國內首個“綠色發展共建試點區”。

On March 12th, the first direct regular train departed officially from the New International Land-Sea Trade Corridor (Orchard Port). The fully-loaded cargo train sets sail from the special railway line of Orchard Port, and was bound directly for the Qinzhou Port of Guangxi along the new international land-sea trade route, from where the cargo carried by the vehicles will be transported to ASEAN countries and then to Saigon, Haiphong, Jakarta, Chennai, India, etc. The official launch of the New International Land-Sea Trade Corridor (Orchard Port) will bolster the construction of Chongqing and Liangjiang New District as inland open highland.

Chongqing is among the Top 10 Tourist Cities of Popularity

On March 27th, Ctrip released the “2019 Tomb-sweeping Holidays Tourism Trend Forecast Report”. The number of Ching Ming (Tomb-sweeping) Festival tourists is estimated to exceed 110 million this year. A look at the tens of thousands of domestic travel orders on Ctrip, Beijing, Guangzhou, Chengdu,Shanghai, Xi'an, Chongqing, Hangzhou, Guiyang, Zhuhai and Nanjing are expected to be the most popular tourist destinations during the Ching Ming period. The figures of the current per capita expenditure per trip of Ching Ming domestic group tour and independent travel tell that the “Top Ten Cities for Tourism Consumption” are Beijing, Qingdao, Chengdu, Shanghai,Wenzhou, Nanchang, Chongqing, Kunming, Nanjing and Hangzhou. These cities will have spent more than 2,500 yuan on a single trip during the imminent festival, and 2,670 yuan per capita in Chongqing. Beijing's per capita consumption exceeds 3,000 yuan.

First Bonded Parallel Imported Vehicle Arrived in Chongqing

On March 26, Chongqing Customs conducted an unpacking inspection of the first batch of bonded parallel imported cars and completed customs clearance procedures. The model of these first-arrived vehicles is 2019 Toyota Senna, with a total of 4 vehicles, which are shipped from Canada to Qinzhou Port of Guangxi by sea, and then are loaded on trains to the Chongqing Railway Bonded Logistics Center (Type B) via the New International Land-Sea Trade Corridor. Compared with the previous policy of “Tax on Landing” on imported automobiles,the official development of bonded warehousing business has greatly reduced the logistics cost and capital pressure of parallel imported vehicles, which will further boost the scale of business expansion, extend the industrial chain, and slash the cost of purchasing cars for consumers.

Five Sides Signed Cooperation Agreement in Building Belt & Road Information Platform in Chongqing

On March 25, Liangjiang New District signed a five-party strategic cooperation framework agreement with port & logistics office of Chongqing Municipal People’s Government, Tongfang Weishi Technology Co., Ltd., the “Belt and Road” Strategic Research Institute of Tsinghua University and Chongqing-Sinkiang-Europe International Railway Supply Chain Management Company. According to the agreement, the five parties will base on the Liangjiang New Area and build a Belt & Road information platform headquartered in Chongqing.

First Batch of Bonded Aviation Material “Landed”in Bonded Port Area within Chongqing Free Trade Zone

On March 24, according to news disclosed by the free-trade office of the Liangjiang New Area, a number of bonded aviation materials worth US$6,800 possessed by Huaxia Airlines had successfully settled and entered the bonded port area of Liangjiang New Area. This is the first bonded aviation material in Chongqing, which marks the official launch of the aviation materials bonded and repair business in the Chongqing Free Trade Zone.The next move for the Chongqing Free Trade Zone is to continue to optimize and improve the supervision mode, and further support the development of aircraft financing leasing, air material bonded, repair and aviation materials leasing business in the bonded port area in an aim to step up the construction of the Chongqing Pilot Free Trade Zone and the aviation hub.

On March 22, according to news released by Liangjiang New District, the Chongqing Mediation Office of the “Belt and Road”International Commercial Mediation Center officially settled in Jiangbeizui, Liangjiang New District, and preparations are underway.The establishment of the mediation office will add fresh energies in improving the legal support of the Jiangbeizui area and strengthen the financial influence of the commercial hub. Hundreds of Chongqing Firms Go Global with Famous Brands by On-line Cross-border Commerce

On March 19th, the Digital Reconstruction of Cross-border Trade and Alibaba International Station Platform Matching Conference for Quality Businesses &Products was held in Chongqing. The Municipal Commercial Commission and Alibaba International Station released the Chongqing Quality Businesses&Products Cultivation Project and announced that it will focus on creating 100 cross-border e-commerce star enterprises in 2019 to propel the “going global by famous brands” of cross-border e-commerce enterprises in Chongqing. The project will establish a pool of exclusive credit protection funds. In response to the needs of small and medium-sized foreign trade enterprises, it will provide a series of digital products, tools and services covering such processes as the precise matching of buyers and sellers, brand marketing, credit guarantee, payment finance, basic logistics and cross-border supply chain. The Inauguration of Chongqing (Yuzhong District) Sino-German Branch Institute for Dual Professional Training

On March 15th, the Signing Ceremony of the Sino-German Vocational Education Exchange Conference and the Inauguration of Chongqing (Yuzhong District) Sino-German Branch Institute for Dual Professional Training was held in Chongqing Yuzhong Vocational Education Center, marking the establishment of the first institute featuring Sino-German cooperation dual professional training. The institute was jointly established by Chongqing Yuzhong Vocational Education Center and German WMU Education Group and Sino-German (Chongqing) Intelligent Manufacturing Research Institute. The First Two Months of this Year Saw a Total of 83.92 billion yuan of Chongqing Foreign Trade Volume for Import & Export

On March 13, Chongqing Customs announced that in the first two months of this year, the total value of Chongqing's foreign trade imports and exports amounted to 83.92 billion yuan, a year-onyear increase of 17.4%. Among them, exports were 56.44 billion yuan, an increase of 24%; imports were 27.48 billion yuan, an increase of 5.7%. Overall,Chongqing’s trade with the EU and ASEAN has increased. Chongqing’s foreign trade import and export demonstrated two characteristics: continuous growth in processing trade and vitality in the main market.

Chongqing Won Two “Privileges” in the Pilot Free Trade Zone

On March 12, the Municipal Commission of Commerce released the 53 innovative measures proposed and issued by the State Council under the “Notice on Supporting Several Measures for Deepening Reform and Innovation in the Pilot Free Trade Zone”. Among them, Chongqing obtained two“privileges”: it approved the establishment of “the first port for importing drugs and biological products”in Chongqing and the authority of the Chongqing Railway for providing mail service. The first privilege will make Chongqing the fourth port where drug and biological products, including vaccine, blood products and diagnostic reagents intended for use in blood source screening, can be imported for the first time in China after Beijing, Shanghai and Guangzhou.

The First Sino-Japanese Regional Energy Exchange Meeting Held in Chongqing

On March 5th, the first China-Japan Regional Energy Exchange Conference hosted by China National Energy Conservation Center and its Japanese counterpart was held in Chongqing. The meeting extended special invitation to experts from Japan's Energy Conservation in Buildings to come to China for lectures and exchanges on relevant technologies and empirical practices in the area of regional energy. At the meeting, the first “Green Development Co-construction Pilot Area” was also unveiled.
