An Analysis of Community Security in the New deal of Block system

【Abstract】“some opinions of the Central Committee of the Communist Party of China and the State Council on further strengthening the Management of Urban Planning and Construction” explicitly requires that new residential buildings should promote the block system and， in principle， no more closed residential areas should be built. The completed residential district and unit yard should be opened step by step to realize the publicity of the internal roads and to solve the problem of the layout of the traffic network. The community security problems caused by the pattern change of residential district is a brand-new topic in front of us. This article strengthens urban community governance from the aspects of building a government-led and community-centered multi-partner governance model， establishing public safety emergency mechanism under block system， and strengthening public safety education of citizens.

To build a government-led and community-centered multi-partner cooperative governance model. The new situation and changes after the implementation of the block system will lead to the fundamental change of the management mode of the community safety service， and the “multi-center” supply mode of the security service will replace the original single supply mode. Before the government is more to perform public security functions， but after the implementation of the block system social affair is more diverse， social security situation is more complex， government functions must be expanded. The government is required to change from the traditional single role of law and order to the multi-role of providing security services. The property company undertook most of the community safety maintenance work during the period of the closed residential district. When the block system was implemented， the “front line” of the property company returned from the gate of the district to the doorway of the corridor. This actually narrows down the security maintenance scope of the property company， but the hallway gate is the core defense line of the community residents safety， so the importance of the property company has not decreased at all. After the implementation of the block system， the expansion of government functions has undoubtedly increased the work burden of the government. This may result in the government “powerless” in the community safety management work， the government may purchase the security service from some profit-making security service supply organizations lets them undertake some security service supply work in their place.

The emergency mechanism of public safety under the condition of block system should be established. First of all， in the aspect of system， the government should make the corresponding community safety system， policy and measure according to the characteristics of the block system， and strengthen the construction of legislation in view of the legal disputes that may appear after the implementation of the block system. Form the system that covers whole society， legal safety net. Second， after the implementation of the block system， the conflict of interest is more prominent. It is necessary to strengthen the functional construction of community voluntary organizations， train the established volunteer teams， and mobilize residents with relevant knowledge to join the volunteer team. In the community law and order， neighborhood dispute adjustment and other aspects of timely coordination and resolution， to safeguard the vital interests of the broad masses of the community. Third， the government should increase investment in community safety， combine the characteristics of the community under the conditions of the block system to make a good reserve of emergency resources， and carry out necessary emergency rescue projects， such as the construction of the “Skynet” project in the community. Bring the surveillance cameras into the hallway， install it in the doorway of each household， but do not pose a threat to the privacy of the residents， at the same time install an alarm system in each household house， the alarm system and social security services organizations， the government network. Fourth， the establishment of effective community security prevention mechanism and the linkage mechanism of various departments， giving full play to the role of prevention-oriented and the interaction of various departments， while strengthening the autonomy and mutual assistance ability of the residents of the community.

First of all， it is necessary to determine the targeted content of safety education， after the implementation of the block system， the security situation of the community has changed， and the new changes put forward new requirements for the public safety education of citizens. It is necessary to carry out education in accordance with the most likely safety problems faced by residents under the conditions of the block system， so as to achieve targeted education. Secondly， we should formulate a scientific and reasonable safety education plan， any plan is time-effective， so we should pay attention to timely revision and improvement of the original safety education plan according to the change of the situation. Safety education activities and courses should be carried out all the year round， and form-based safety education will not have a real effect. Finally， to promote the overall development of residents concepts， knowledge and skills， the goal of safety education is to promote the overall improvement of the three， in which the safety concept is the prerequisite for the formation of safety protection capabilities. Community residents only through educational activities to change the original closed residential district in the period of passive prevention concept into the block system under the conditions of active security prevention concept， in order to form the ability of prevention.
