Power enterprises security picket personnel need to play a good role of the spirit of driving the nail,to seriously study the safe working procedures,master the application of safe working procedures.Make use of the operation flow and management logic of the regulations to help the field workers improve their safety skills and arouse the safety awareness of the front-line staff for self-protection.For example,in August 2018,an accident occurred at a power supply station in Yunnan Province.A distribution network operator died of electrocution during 400V line repair.After the region continued heavy rainfall,local power grid damaged seriously.On the morning of August 8,the power supply station received customers"complaints that the 400V line was out of phase.Three employees of the power supply station, including Wang (the deceased),rushed to the station area for emergency repair of the 400V line.At about 11:30,at the end of the line replacement operation of 400V on the lowvoltage side of the transformer,Wang was accidentally electrocuted and died after rescue.The reason is that Wang chose the wrong path of the lower pole in the process of the lower pole,and the safety distance between the right forearm and the tie wire of the pillar porcelain bottle was suspected to loose 10kV line(the lead edge phase under the transformer stage)was insufficient,resulting in electric shock.The direct cause of casualties in this accident is insufficient safety distance.The operator discharged the person with 10kV line during the activity,resulting in electric shock death.If the deceased can consider the injury caused by insufficient safe distance before the operation,or one of the three of them can determine the safe distance,they will not take the risk.Some people might say that there are many such risky and fluky violations.In fact,the author believes that it is not because the safety awareness is not in place,nor is the safety skills of power supply station employees not fine,because in many"adventure"operations,their fluke psychology is at work,which is the performance of weak safety awareness.

III.Strengthen Safe Study,Establish Safe Concept

We learn the"electric power safety working procedure"is not to recite it sentence by sentence,but to combine with the actual situation to apply it to the actual work.Electric power safety working regulation combines the current development status and management mode of electric power industry,fully absorbs the technical development achievements of electric power enterprises,and learns new technology and advanced management level;It relates to the safety requirements of specific operations with technical provisions and strong operability.We need to supervise and urge the implementation of on-site safety measures,timely correction of unsafe behavior.Detailed management requires that under the premise of ensuring safety,the commonness should be highlighted and the key points should be grasped to change the current safety ideology of operatingpersonnel.
