Abstract:With the continuous development of modern electric power,the construction of power supply enterprises is gradually standardized.As one of the important components of power supply enterprises,the construction of distribution network not only enriches power construction projects,but also has an important impact on the development of power supply enterprises"economy and business.Optimization of distribution network construction and realizing its safety technology management play an important role in reducing the resource risk and construction safety management risk of power supply enterprises.In this paper,the related safety technology management of distribution network construction project were analyzed,and the potential safety hazard and factors affecting the quality are expounded.Then put forward suggestions about the corresponding measures of optimize construction,hoping to provide reference for power grid enterprises in a longtimedevelopment.

The electric power construction will affect the contemporary people"s life and management works.Under the background of modern material economy construction,the safety construction cost of electric power enterprises is very important.Strengthening the safety,technology and management construction can reduce the economic cost and give play to the core competitiveness of enterprises,so as to realize the sustainable development of enterprises[1].Therefore,strengthening the economic and security guarantee of power supply grid construction projects has become the key point and difficult problem for contemporary power grid enterprises.

I. Existing Difficulties of Current Distribution Project Construction

In different stages of the project schedule,there are risks in reliability design,equipment selection,transformer capacity selection,process construction and other aspects.The main safety technical risk identification and technical management risks are briefly analyzed as follows.Power load monitoring can analyze the overall scale of the construction power grid and ensure that the construction cost of power supply enterprises can achieve more economic benefits when ensuring the normal cost of electricity for each user.Power load monitoring is mainly used in the initial stage of power distribution network project construction.The power supply unit conducts scale statistics on the maximum power load and total power consumption in the power supply area through advance survey and on-site survey[2].On this basis,the power consumption is planned in advance.It is worth noticng that if there is a big difference between the general mechanism and the predicted value,the supply of power will exceed the demand,increasing the maintenance burden of power supply units in the later stage.At the same time,if the load estimation error is large,the phenomenon of power cut will occur frequently,which will affect the electricity consumption of local users.In view of this,relevant units need to fully consider the current power consumption capacity and make correct construction organization plan through power load prediction when carrying out power consumption estimation.

Renewable Energy Law in China,issued in 2006,stipulates that power grid enterprises need to construct renewable energy projects with fully amount in the areas covered by the power grid and provide energy generation services for them.This regulation aggravates the economic and construction burden of power supply enterprises.In combination with the technical indicators of power supply construction, the technical parameters and efficiency of power supply enterprises will affect the normal operation of the power grid.And the release of this regulation aggravates the power construction pressure and purchase cost of power grid.For example,hydroelectric power itself is unstable and discontinuous,and wind power can only be used in some special areas.It can be seen that the use of renewable energy will affect the stability of the power system.With the promulgation of relevant national policies,the content of power grid project construction increases.Therefore,in-depth research on renewable energy can also provide inspiration for contemporary power distribution construction.

II. Safety Technology Management Problems in Power Distribution Network Construction

(i)Construction Organization Plan is Not in Not in Place Place

During the construction of power distribution project,it has a great impact on the living environment of the surrounding people.Therefore,the construction is complicated,involves a wide range,and the construction period is limited.In the specific construction,there will also be differences between the construction schedule and the site construction itself.On the one hand,this is because the preliminary survey is not in place,the survey design unit is not familiar with the contemporary power grid construction environment, the construction process awareness is not enough;On the other hand,in the specific construction process,the construction personnel rely too much on the survey data and do not conduct textual research,resulting in a large number of changes in the construction of most distribution network projects,affectingthesafety management of construction[3].

At the same time,the line construction do not avoide the traffic trunk road,which also led to the failure to fully carry out the construction work face in the later stage.The construction environment and the external environment were not isolated,which caused the hidden danger of construction safety.Besides,there are many highway construction danger sources,which have the direct influence to the construction.For example,in the normal construction process,vehicles will directly travel between the power grid and distribution network[4],which aggravates the hidden danger of traffic accidents.The construction period of the power grid is in a hurry,so the construction will be carried out at night.However,the construction area is generally a wilderness area far away from the urban construction,and there are unknown dangers in the natural environment.

The negligence of site survey may easily lead to the joint effect of later construction.This also shows the importance of the construction organization plan.At present,the construction team is generally responsible for the construction of the power grid construction mode,and the common types are all led by a contractor with a few small workers,who do not have a high understanding of the construction technology and often follow the command of technical personnel to carry out mechanical labor construction.This mode does not fully understand the construction significance of safety management objectives and the importance of technical construction,which is not conducive to the handover of the whole power distribution project.In the actual construction,the construction team do not disclose the safety technology to the internal construction personnel,but to carry out information transmission through oral transmission,which was contrary to the construction objectives of safety and technology of power distribution engineering[5].At the same time,there are some construction units in order to catch up with the progress,conniving at his staff cutting corners,ignoring the organization,discipline and safety measures in the construction,the overall work and early construction organization plan disjointed.It potentially increases construction risks and reducestheeffectivenessof construction schedule[2].

(iv)Improper Internal Personnel Management ement

The above failure to follow the"prevention first"principle of engineering construction,let the construction team on its own, resulting in construction safety accidents.Thus,it is very important to establish a correct safety supervision system and carry out the standardized management from top to bottom in terms of ideology and construction technology.However,in the actual construction process,management personnel,such as technical person in charge,project manager,and safety personnel in charge are all responsible for several jobs,and they do not put in place the supervision work.At the same time,due to the internal human relations in the construction,the incorrect punishment of the management will easily cause the resentment of the lower staff,resulting in the implementation of the supervision work under the management is not in place,a large number of illegal operations and safety hazards are common.

(v) Problems Exsisting in Ideological gical Construction ction

In the construction personnel ideological construction,the construction unit is more willing but insufficient.Construction itself is about human resources.The neglect of people"s ideological construction also seriously threatens the profitability of the entire power enterprise.During construction,a large number of internal construction personnel are lost due to engineering difficulties,environment,salary,training and other reasons[6].Some grassroots safety managers lack of basic ability,awareness of safety responsibility is not strong,for construction personnel violations is only verbal warning,lacking of substantial punishment action. Therefore,construction personnel safety awareness is weak,construction operation is not standardized,increasing the safety hazards of construction and later using.

III. Improve the Safety Technology Management Measures of Distribution Network Construction Projects

(i)Standardize Internal System Management ement

Strengthen the institutionalized management,is not only to use verbal warning on the construction personnel,but also to combine with the reality,establish a correct and effective reward and punishment system,clear personnel accountability,combined with joint responsibility,so that the relevant technical person in charge, safety administrator are aware of the importance of safety work.At the same time,those manager who complete the recent completion well,good power grid construction quality and personnel management should also receive training,salary increase and other rewards.

(ii)Clear Objective Responsibility ility

Before the distribution network project construction,in order to guarantee the project each link can go smoothly,power supply enterprises should develop detailed plans and goals,to ensure project to be carried out orderly.At the same time,the person in charge of each link and part of the project should be made clear,and the person who has problems should be punished,and the person who has completed the task well should be rewarded.The reward and punishment system is used to stimulate the work enthusiasm of the person in charge[3].The reason of many construction projects have safety accidents is because of lack of relevant person in charge,because nobody is in charge,the attitude that construction personnel treats the job can appear slack mood.In this way,it is very easy to have accidents,and the relevant person in charge is not clear,the handling after the accident will be more troublesome,if the responsible person is clear,and adopt the reward and punishment system,the accident can be prevented toacertain extent.

(iii)Carry Out Civilized Construction Activities ities

Carrying out civilized and safe activities is not only to establish the correct distribution network management system,but also to enhance the staffs"awareness of work safety risk.Therefore,regular safety disclosure should be made to grassroots employees,and video,symposium and other forms should be used to let internal employees know the importance of construction quality and standardized operation,so that construction personnel can feel empathy,and thus obey the internal institutionalized management.

Improving the construction of internal safety early warning and purchasing safety early warning device can not only help the construction personnel to standardize the construction technical operation and reduce the construction safety risk,but also timely adjust the construction progress according to the construction site environment,improve the quality of safety technology management and reduce the construction risk.

At present,many construction projects have insufficient investment in safety,which is mainly because the investment in safety will not bring benefits.If the project goes well,the investment in safety seems unnecessary,and the construction unit will have a fluke mentality.Once problems occur,the consequences will be unimaginable[7].Compared with other general construction projects,distribution network construction projects have greater risks and have a greater impact.Therefore,power supply enterprises should increase investment in safety,and protective equipment for professional and technical personnel should also be equipped in accordancewith relevant regulations.

IV.Conclusion

To sum up,safety and technology construction is an important indicator of power distribution project construction,as well as an important cost for power enterprises to realize economic benefits.It is an important way to improve the construction of China"s power grid by improving the safety awareness of internal personnel and formulating a reasonablesafety construction organization schedule.
