Respected Chair,
Distinguished Delegates,
Champions and scholars of peace,
Let me first congratulate the organizers for hosting such an important event, which has been shading light on various dimension of peace and current world order with an aim to building up world peace. Indeed this is a highly relevant event not just because of it's subject but also the august gathering of peace campaigners from various part of the world.
Dear friends,
The world order has become more and more complex to understand and conflicting to follow in our time. The efforts of communities of nations to establish and .sustain peace since the Westphalia followed by founding League of Nations. end of World War II and foundation of United Nations have been proved less adequate and demanding more robust, thoughtful and cooperative actions of nations.
The current world order has become less acceptable to the nation communities not just because it is enjoyed by few powerful nations. Rather the question has been raised on it's relevancy and adaptation by more than 200 nations in the world or at least 193 member nations of united nations.
The determinant elements of world order has not been limited to power balance, territorial sovereignty and religious freedom of nation-states as conceptualized by Westphalia; rather the question of moral order, win-win engagement of nations of the world; mutual benefits and growth without exploitation of a weaker nations or communities; accountability and obligations .of rich and powerful nations; the concern of regional unity and cooperation and above all acceptance and inclusion of all civilization in the global order have emerged as major concern and questions in our world.
Coupled with environmental degradation the threat of nuclear weapons, mass destructions, infiltrated war and terrorism has disconnected the connected nations and fuelled the conflicts and misunderstandings. The deployments of military bases in foreign lands have threatened the independent sovereignty of hosting nations more seriously than the era of Westphalia.
I found the concept of "fair share" on decision making, on reaping development opportunities. on taking responsibility and being accountable has not been well practiced. The refugees are largely hosted by the poor and developing worlds whereas the war industries are flourishing more in developed and global North; the terrorism has been used to stigmatized specific nations whereas the contribution from those nations to the world civilization and. prosperity has-been less counted; the globalization of climate change and it's adverse effect has been perishing the southern world
whereas the income and consumption that caused global harm is much higher in developed nations. Above all, the nations who are much affected or living in threats and vulnerabilities have lesser voice in global decision making process and the powerful nation without any responsible thoughts are making sole-decision on world affairs whether that is climate’ change, trade sanctions. warfare or invasion.
The world institution that we have hope and respect, United Nations, has been delivering less than the expectation of people and small nations. Despite of UN and it's members call for peace, demilitarization, banning on nuclear weapons. the arm race is still on, rich and powerful nations are not investing enough to address the global problems.
Respected Chair,
Despite of all 'these difficulties, we have some moments and signs that generates hopes and made us resilient to take up actions for building world peace. The recent peace progress in Korean Peninsula. The struggle of people Japan to sustain the spirit of Article 9 0f their constitution, the mass presence of people during the non proliferation treaty review meeting at UN, the continuously growing people to people contact, global mobility of population. enhanced solidarity among peoples' movements and peace movements and initiatives of connecting nations by road, sharing market space and opportunities equally and promoting win-win relation among neighborhood nations are some examples to evidence that the world is not just a silent observer of threats to peace and vulnerability.
Dear Friends,
Building up on our positive strength, revisiting our past experiences, keeping ourselves with the young generation and moving with their hopes this is the time for us to act together for peace. Peace is not a single nation's agenda and is above than the concern over national sovereignty and preventing threats to a nation. It is not just fight against terrorism.
For building of peace, we need to promote collective actions among the people and nation of the world; we are expected to support any actions from the nations and people to go against armaments, military bases and to stop and reduce nuclear weapons; We need to act together and call the powerful nations of the world to develop a true global order that open up the equal opportunities of trade in global market. equal space in decision making platforms, opportunities to make decision independently without any fear, to be connected with each other and support people to people contact and communication. We need to sustain and strengthen regional cooperation.
We must strengthen the peaceful diplomacy ensuring and practicing the peaceful dialogue and negotiation as the only way of peaceful solutions on disputes Any proposition of armed invasion and any armed threats. Any deployment of-foreign military bases must be collective and consistently denounced:
