Remarks at the Closing Ceremony of the 8th China-US Civil Peace Forum

Dear Friends,ladies and gentlemen,

Good morning!

After one day and half discussions,the 8th China-US Civil Peace Forum is about to end.At the forum,all participants had in-depth discussions on the topics of the current China-US relationship,safeguarding peace and prevention of conflict,etc.First of all,on behalf of the co-sponsor,Chinese People’s Association for Peace and Disarmament,I’d like to extend heartfelt thanks to all experts for your wisdom and contribution.

Just as Chinese ancient poem says, “It’s like a range when you look at the mountain from the front.But it’s like a peak when you look at it sideways.The mountain shows its different features in different levels near and far”,views and opinions differ from one another about the same topic.That is also our goal to hold this forum for exchanges and discussions. I am enlightened by your presentations and discussions.At this moment,I am not going to make a comprehensive sum-up,but talk about my personal impressions and feelings.

Second,China-US cooperation is more important.“For both China and the US,cooperation is the only right option,and win-win cooperation will lead us to a better future.”Under the background that profound and complicated changes continue to take place in the current international situation,China-US cooperation is of more significance.China-US political and security cooperation is conducive to safeguarding regional and world stability;China-US trade cooperation is conducive to promoting common development; the cooperation between the two countries in the fields of safeguarding world peace and stability,promoting green and sustainable development,and other global issues will benefit the whole world.Consequently,to continue to strengthen China-US cooperation is the necessary and the best option.

First,China-US relationship is of great importance.China-US relationship is the most important bilateral relationship today in the world.The healthy and steady development of the relationship,will not only bring actual profits to both of our two peoples,but also promote world peace and development.History and reality have proved,for China-US relationship,cooperation generates a win-win outcome while confrontation produces a lose-lose situation.For some differences and frictions between us,we should handle them properly through equal consultation.China endeavors to build a new type of international relations of fairness and reasonableness,justice,mutual benefit and win-win cooperation,and it considers the relationship with the US as the most important one.We anticipate that the two countries work together in the same direction,with the courage and perseverance of“initiating peace and security for all ages”,work hard to promote steady development of China-US relationship in the future.

British writer Charles Dickens says in his novel A Tale of Two Cities,I quote,“It was the best of times,it was the worst of times,it was the age of wisdom,it was the age of foolishness,it was the epoch of belief,it was the epoch of incredulity,it was the season of light,it was the season of darkness,it was the spring of hope,it was the winter of despair,we had everything before us,we had nothing before us,we were all going direct to Heaven,we were all going direct the other way”.A new era always gives us new hope,and also brings us difficulties and challenges.The world is in the changing times which is unprecedented in the past century,and it has following features when it’s in transition:world multi-polarization accelerates to deepen,and major power relations are in profound adjustment;economic globalization continues to develop,and world economic situation changes at every moment;the international environment is generally stable,international security challenges are complicated and intricate;various civilizations are in exchanges and mutual learning,different ideas and cultures contend with one another.China has proposed the concept of building a community of shared future for humankind,and endeavors to build a world of lasting peace,universal security,common prosperity,openness and inclusiveness,and cleanness and beauty.China is willing to work together with all countries and peoples in the world including the American people to devote ourselves to the noble cause of world peace and development.

We have already successfully finished all sessions of this forum,but our conversation will go on.Let’s work hard together to build a better China-US Civil Peace Forum,with which we could jointly discuss and handle various challenges and difficulties facing us on the way ahead,thus contributing our wisdom and strength to promoting the friendship between our two peoples and sound development of China-US relationship.

Ladies and gentlemen,

Third,friendship between our two peoples is pivotal.Amity between people holds the key to sound relations between states,state to state relationship ultimately is the relationship between peoples.Chinese President Xi Jinping said when he visited the US,“The friendship between China and the US has its roots among the general public”.It is a sort of sum-up of the friendly history and experience between our two countries,and also aspiration for our future.The better mutual understanding and support to each other our two peoples have,the smoother the development of bilateral relationship will be.The peace forum cosponsored by the Chinese People’s Association for Peace and Disarmament,the American Friends Service Committee and the US Institute of Peace is also a way to contribute to the friendship between our two peoples.

Let’s expect the 9th China-US Civil Peace Forum more wonderful and see you in China next year.

制度創新旨在提升治理體系和治理能力現代化程度，建立健全水生態文明制度體系。建議加快體制改革，協調統一各部門管理職能，實現城市水系統統一規劃、統一調度、統一監測、統一監督；創新投融資體制機制，逐步建立政府引導、市場推動、多元投入、社會參與的多元化籌資機制[7]，鼓勵政府積極探索PPP、ABO、F+EPC、BT/墊資+EPC、PPP+EOD等新模式在城市水生態文明建設領域的運用。

長江上游控制性水庫群建成后，江湖關系變化帶來的“水少”問題日益顯現。據統計，20世紀50年代，長江入湖水量年均約1 331.6億m3，但自2003年至2012年的10年間，年均入湖水量僅490億m3，衰減幅度達63.2%，其中枯季（10月至次年3月）入湖水量從500億m3減少至80億m3，減少了80%以上，見表2。另一方面，上游控制性水庫建成運行后，長江中游河道清水沖刷下切，平均縱向深度達2.1m，洞庭湖出流加快，9—10月份湖區水位消落加快，提前進入枯水期?？菟陂g洞庭湖成為“地上懸湖”，低枯期水域面積僅500km2左右，蓄水量不足20億m3。
